Santiago, Santiago de Chile
Chile's business centre in a valley between the Andes and the ocean: strong healthcare, a metro, and mountains an hour away. In winter smog settles in the valley, which is the main drawback for a family with children.

details
Average rent for a typical 70 m² apartment by commune (Yapo.cl “Radiografía 2025” survey, published by El Diario Inmobiliario on 8 April 2026): Las Condes 915,901 pesos a month (13,085 pesos per m²), Providencia 835,990, Vitacura 829,842, Lo Barnechea 820,281, Ñuñoa 777,252, La Reina 758,811, Macul 646,116, La Florida 644,750, Quilicura 625,626, the commune of Santiago (center) 622,895. The cheap end is La Pintana at 489,710 pesos (6,996 per m²). At 964.1 pesos per dollar on 28 September 2026, that is roughly $646–950 in the upper communes. These are averages of the platform's listings, not the median of signed contracts; utilities and gastos comunes are not included in the amount.
Three bedrooms per month: La Florida 541k pesos, Ñuñoa 786k, Las Condes 2.08 million. The gap is almost fourfold.

details
Rent for three-bedroom apartments according to the TocToc survey (via BioBioChile, 30 July 2025): Las Condes 2,076,945 pesos a month, Providencia 1,139,597, Ñuñoa 785,661, La Florida 540,628. At 964.1 pesos per dollar on 28 September 2026, roughly $561, $815, $1,182 and $2,155. The figures are for 2025 and are no longer fresh: inflation has pushed prices up by 2026. For a family with two children, size matters more than the commune: a three-bedroom in Ñuñoa or La Florida comes out cheaper than a two-bedroom in Las Condes.
Prices are quoted in UF, not in pesos. The average apartment: Ñuñoa 6,200 UF (about 254 million pesos), Santiago Centro 3,100 UF.

BDO Chile survey for 2025 (via BioBioChile, 30 July 2025), all prices in UF: Ñuñoa - average apartment 6,200 UF and about 98 UF per m²; La Florida - 3,700 UF and 72 UF per m²; San Miguel - 3,500 UF and 71 UF per m²; Independencia - 3,300 UF; Santiago Centro - 3,100 UF and 77 UF per m²; Estación Central - 2,600 UF. At a UF value of 41,040.82 pesos on 28 September 2026, that is 254,453,084 pesos ($263.9k) in Ñuñoa, 151,851,034 pesos ($157.5k) in La Florida and 127,226,542 pesos ($132k) in the center; a meter in Ñuñoa comes to 4,022,000 pesos, or about $4,172. The UF is recalculated daily for inflation, so the price in pesos rises by itself even if the figure in UF has not changed. The data is from 2025; for an actual purchase, check the current Portal Inmobiliario listings for the specific commune.
The minimum food basket is 92,327 pesos per person per month, about 369k for four. Without household chemicals and meals out.
OfficialChile's Ministry of Social Development: cost of the basic food basket and poverty lines, August 2026 · 28 Sep 2026
details
Chile's Ministry of Social Development, report for August 2026: the basic food basket costs 92,327 pesos per person per month, up 1.2% over the month and up 5.0% over the year. The basket is calculated for 2,000 kilocalories a day and, under the 2024 methodology, excludes half of the ultra-processed products, so it is modest but complete nutrition. For a family of four, direct multiplication gives 369,308 pesos a month, about $383 at the rate of 964.1 on 28 September 2026; the equivalence scale is not applied to the food basket, so multiplication is valid here. The figure is national: the ministry does not publish a separate measurement for Santiago.
The poverty line for a renting family of four is 994,038 pesos a month. A realistic budget with normal rent is from 1.8–2.2 million.
OfficialChile's Ministry of Social Development: cost of the basic food basket and poverty lines, August 2026 · 28 Sep 2026
details
Chile's Ministry of Social Development, August 2026: the poverty line for a family of four is 994,038 pesos a month if the family rents, and 671,031 pesos if the family owns its home. Extreme poverty for the same four people is 662,692 and 447,354 pesos. Per adult equivalent, the poverty line is 376,670 pesos for renters and 254,273 for non-renters. The 2024 methodology for the first time calculates two lines separately, because rent in Chile puts heavy pressure on the budget: the gap between the lines, almost one and a half times, is the cost of renting. On this logic, a realistic family budget in Santiago is: rent for a three-bedroom in Ñuñoa or La Florida 541–786k pesos, plus groceries of about 369k, plus gas, electricity, water, internet, transport and school - that is, from 1.8–2.2 million pesos a month ($1,900–2,300) for a modest standard of living, and this is without an upper-segment private school and without isapre health insurance. In the city comparison field, the poverty line for a family of four without rent is used (671,031 pesos, a family in its own home); 994,038 is the value for a renting family and includes rent.

Housing prices, school fees and insurance are quoted in UF, not in pesos. On 28 September 2026 one UF is 41,040.82 pesos, and this value rises every day.
OfficialSII: daily UF values for 2026 · 28 Sep 2026
details
The UF (Unidad de Fomento) is a unit of account tied to inflation, and its value changes daily. According to the SII table for September 2026: 1 September - 40,875.09 pesos, 25 September - 41,016.28, the 26th - 41,024.46, the 27th - 41,032.64, the 28th - 41,040.82, the 29th - 41,049.01, the 30th - 41,057.20. In practice, prices of apartments and houses are set in UF (an apartment in Ñuñoa costs 6,200 UF, not “so many million pesos”), as are school fees (Colegio Alemán de Santiago - 193.22 UF a year), insurance and some long-term contracts. What this means for a family: the amount in pesos under such a contract rises automatically with inflation, even if the figure in UF has not changed. Any price in UF must be converted at the payment date, not at the signing date.

It measures the net, take-home labor income of all employed people, both employees and the self-employed. The median is 680,000 pesos a month: half of working people earn no more than that. The average is 962,945 pesos, but 68.7% of employed people earn that much or less, so the median is a fairer benchmark for comparing your own income. Private-sector employees earn 1,019,104 on average, public-sector employees 1,321,228, and the self-employed 534,267. details
Metrogas residential gas tariff in the Metropolitan Region, in effect from 24 March 2026 (published 17 March 2026), by consumption band: the first 5 m³ - 2,059 pesos per m³, 5–10 m³ - 1,659, 10–25 m³ - 1,658, 25–40 m³ - 1,323, 40–60 m³ - 858, 60–130 m³ - 1,336, 130–170 m³ - 1,336, 170–700 m³ - 1,333. The tariff is tiered and unfavorable at small volumes: the first cubic meters cost twice as much. A winter month with gas heating in an apartment is about 100 m³, which comes to about 134k pesos at the tariff; this is arithmetic based on the published tariff, not an actual bill. In Santiago, central heating in residential buildings is rare; people heat with gas or electricity apartment by apartment, so ask the landlord for the June–August bills for the specific apartment.

SpecialistAhorraHogar.cl: price of a cubic meter of water in Chile, tariffs by company (Aguas Andinas, SISS sheet from 11 May 2026) · 30 Sep 2026
details
Aguas Andinas tariff for Greater Santiago (tariff group 1) according to a summary on AhorraHogar.cl, which cites the SISS tariff sheet in effect from 11 May 2026: 1,384 pesos per m³ including IVA (the site explicitly says this is drinking water together with sewerage) and a fixed charge of 944 pesos a month. In December–March (the peak period), water above the limit costs 2,510 pesos per m³ together with sewerage. What is confirmed officially: under Decree 47/2025, the bill is made up of a monthly fixed charge, drinking water for each m³, and sewerage (collection and disposal of wastewater), which is charged for each m³ of water paid for; in the peak, water costs more above a limit of 30 m³ a month or the April–November average consumption, if that is higher. The tariff is not tiered in ordinary months; there is one price for the whole volume. Aguas Andinas's official publication for 15 September 2025 lists only drinking water: 577.57 pesos per m³ including IVA in the off-peak period (577.62 at peak, 1,657.04 above the limit); the sewerage rate and the fixed charge could not be found in official documents. The remainder of about 806 pesos per m³ (1,384 minus 577.57) looks like sewerage, but this is our own comparison of figures from different dates, not a confirmation: the amounts 1,384 and 944 must be checked against the current Aguas Andinas or SISS page. Example: 15 m³ a month (a family of four) - 944 + 15 × 1,384 = 21,704 pesos, about $23; this is arithmetic based on the summary's figures, not anyone's actual bill. Tariffs under the decree are adjusted by indices, so the figure changes over time.

A tourist can stay 90 days and extend for another 90 for $100. But applying for residence while in Chile as a tourist is almost always not allowed.
OfficialSERMIG: temporary stay permit (Permanencia Transitoria) · 28 Sep 2026
details
Permanencia Transitoria is a permit to stay without the intention to settle, up to 90 days, with a one-time extension of up to another 90 days for $100, paid in pesos at the exchange rate, with no distinction by nationality. The term cannot be longer than the validity of the passport. SERMIG explicitly warns: people with a temporary-stay permit cannot apply for residence while in the country, except for the listed exceptions - family ties with Chileans or with permanent residents, an application as a dependant of a temporary resident, humanitarian grounds, alignment with the goals of national migration policy, and individual cases by decision of the Subsecretaría del Interior. For some nationalities, a prior permit or a Chilean consulate visa is required before entry; the list of countries is maintained by Chile's Ministry of Foreign Affairs, and nationality must be checked with the consulate before buying tickets - SERMIG refers to exactly that. Residencia Temporal is issued for up to 2 years with a 2-year extension; subcategories include family reunification, paid activity, study, pensioners and rentiers, investors, the Mercosur agreement and others. If residence is obtained abroad, 90 days are given for entry into Chile, and the validity period is counted from the date of entry. The order is strict: plan the move with the visa in hand, not “arrive and figure it out on the spot”.
Russia, Ukraine, Georgia and Moldova enter Chile visa-free for 90 days. Belarus, Kazakhstan and Armenia need a consulate visa, as do Azerbaijan and Central Asia.

Visa required: Belarus ($60 for a single trip, stay of 30 days; multiple-entry $128, 90 days), Kazakhstan (fee 0, but the stay under a single-entry visa is 30 days, multiple-entry for 90), Armenia ($37, 21 days), Azerbaijan ($40, 30 days), Kyrgyzstan ($36, 90 days), Uzbekistan ($60, 90 days), Tajikistan ($50, 30 days), Turkmenistan ($5, 30 days). The visa is obtained at a Chilean consulate through the Ministry's online system before departure. For Russians this concerns only entry as a tourist: applying for residence while in the country as a tourist is usually not allowed; see the fact on the first visa.
Permanent residence is granted after 24 months of temporary residence. Absences are counted: more than two months outside Chile extends the period to 30, 36 or 48 months.
OfficialSERMIG: permanent residence (Residencia Definitiva) · 28 Sep 2026
details
SERMIG: for applications filed after 14 May 2022, a temporary resident must have lived in the country in that status for at least 24 months. The application must be filed before the end of the extension period of the permit, and not earlier than 90 days before it. Time spent outside the country directly lengthens the path: up to 2 months of absence - the same 24 months, from 2 to 6 months - 30, from 6 to 12 - 36, over 12 months - 48. Under Article 79 of Law 21.325, the minimum period can be shortened to 12 months in certain personal circumstances, but it can also grow beyond 24 months - for example, in the absence of a stable income, that is, if there was no lawful economic activity for at least half of the temporary residence period. Dependants of the permit holder apply without a separate period if the holder has completed their own period. The certificate of no criminal record from the country of origin is valid for no more than 60 days from the date of issue. After permanent residence is granted, you must register with the Registro Civil within 30 days of the notification date. Permanent residence is automatically canceled in case of continuous absence from the country for more than two years, unless an extension is requested at the consulate within the last 60 days before that deadline; it is extended once for two years.

OfficialAgencia de Calidad de la Educación: Chile's results in PISA 2022 · 28 Sep 2026
details
Agencia de Calidad de la Educación on the results of PISA 2022: Chile leads Latin America and the Caribbean but does not reach the OECD country average, and the trend since 2018 has not changed statistically. Since 2006, about half of Chilean students have not reached the minimum level of competence in mathematics and about a third in reading; across the region as a whole the situation is worse, with more than 65% of such students. There are also strengths: the share of “resilient” students (children from the most disadvantaged groups with a result higher than 75% of their peers) is above the OECD average for Chile, and the lowest income quintile improved significantly in mathematics by 2018. The gender gap in mathematics and science grew again after the pandemic. For a family this means that the average Chilean school is strong by Latin American standards and weak by European ones, and the spread between schools is larger than the spread between countries - choose a specific school, not “schools in Chile”.

The public Fonasa covers everyone living in the country, regardless of citizenship and past illnesses: the contribution is 7% of income.
OfficialFonasa: coverage tiers and conditions for everyone living in the country · 28 Sep 2026
details
Fonasa states explicitly that it excludes no one living in the country - regardless of age, income level, number of dependants, pre-existing conditions and country of origin. The contribution is 7% of taxable income, with no extra charge for dependants. Since September 2022, Copago Cero has been in effect: in the public network (clinics, outpatient centers, rural health posts, public hospitals), appointments and treatment are free for all four groups. The groups were updated on 1 May 2026 under Law 21.830 and differ only in the right to buy vouchers (bonos) for treatment with private doctors under a contract with Fonasa: group B - income up to 553,553 pesos, C - from 553,554 to 808,187, D - over 808,188; with three or more dependants, a person moves down one group. Group A is treated only in the public network. The private alternative is isapre: the same mandatory 7% contribution goes to a private fund, but the price of a specific plan is set by the insurer and is usually above 7%, and the difference is paid out of pocket. The practical conclusion for a family: basic coverage in Chile exists from the first day of legal stay and does not depend on citizenship, and isapre is about speed and choice of clinic, not about access to medicine in general. We did not verify the price of a specific isapre plan - it has to be calculated from your own income and family composition.

There is practically no snow in the city, and sub-zero nights are rare. According to the weather service's updated climate normals (DGAC, 6 April 2021), the annual precipitation norm in Santiago for 1991–2020 is 286 mm, compared with 342 mm for 1981–2010, which is a 16% decrease. Average annual temperature over the same interval rose by about 0.5 °C. The climate is Mediterranean: summer from December to March is almost without rain, and precipitation falls from May to August. For a family this has two consequences: a dry summer with a long-running water shortage in the valley, and winter smog that is not washed out without rain.

SpecialistEmol: Santiago exceeded the number of critical pollution episodes of the previous two years · 28 Sep 2026
details
According to Emol on 16 June 2026, Santiago had accumulated 15 critical air pollution episodes in the 2026 season: 12 “alerts” (alerta ambiental) and three “pre-emergency” situations (preemergencia), with two pre-emergency situations in a row within 48 hours in mid-June. By the same date in 2025, one preemergencia had been recorded, and in 2024, none. The deterioration is linked to the lack of rainfall and to the fact that the air-cleaning plan has been in force since 2018 and has not been updated, although an update had been planned for 2022. What this means in practice for a family with children: during episodes, local authorities restrict traffic and ban outdoor physical education in schools and kindergartens, and for children with asthma this is the hardest period of the year. The city lies in a valley between the Andes and the coastal range, and in winter the air does not ventilate.
