The site's price filter over the whole result set: up to 20,000 pesos - 70 listings, from 20,000 to 25,000 - 63, above 25,000 - 171. First page of results (48 cards, all in pesos): from 10,000 to 43,000, median 24,650, half lie between 19,800 and 32,000, median price per square meter about 283 pesos. 67 of the 304 apartments are rented furnished, 141 are in buildings with a pool, pets are allowed in 101. 296 of the 304 listings were posted by agencies. The results lean towards expensive neighborhoods: the most listings are in Americana (33) and Providencia Sur (30). These are asking prices, not signed contracts; the first page is sorted by relevance and includes promoted listings. We did not cross-check Inmuebles24, Lamudi or Vivanuncios.

First page (46 cards, all in pesos): from 2.29 million to 245 million (one outlier listing in Colinas de San Javier, 970 m²), median 8.27 million, half between 3.84 and 11.9 million, median price per square meter about 33,200 pesos. Under 4 million: houses of 80-230 m² in Industria, Hacienda de las Flores, Belisario Domínguez, Del Sur, Colón; from 10 million: Providencia, Americana, Vallarta, Bosques de la Victoria, usually 230-570 m². One listing on the first page appears twice. These are asking prices, not sales; we did not open an official house price index for Guadalajara.

INEGI calculates the extreme income poverty line (the cost of the food basket) per person per month, separately for urban and rural areas of the country as a whole. August 2026, urban: 2562.58 pesos, up 4.5% year on year with general inflation of 3.3%. For a family of four, 10,250.32 pesos: this is our multiplication by four. There is no separate value for Guadalajara or Jalisco; Mexico City and Playa del Carmen have the same figure. This is the minimum set of food, not a real supermarket receipt.

INEGI, income poverty line (food plus non-food basket) per person per month, August 2026: urban 4905.33 pesos, rural 3515.33. For a family of four, 19,621.32 pesos a month: this is our multiplication by four. No separate value is published for Guadalajara: this is the average for urban residents of the country, the same figure as for Mexico City and Playa del Carmen. By the atlas's definition the line does not include rent; the bulletin does not spell out how housing is accounted for in the non-food basket, so the figure should be read as a lower bound. For comparison, INEGI ENIGH 2024: average current monetary spending per household in Jalisco is 56,015 pesos per quarter (about 18,700 a month, our division), 47,674 nationwide. The median two-bedroom rental in listings in the municipality of Guadalajara is about 24,650 pesos a month, so the real budget of a relocating family with rent, school and insurance is well above the poverty line.

Código Fiscal de la Federación, Article 9: individuals who have established a home (casa habitación) in Mexico are considered tax residents. If a person also has a home in another country, they are considered a Mexican resident if their centre of vital interests is here: more than 50% of total income in the calendar year from Mexican sources, or the main place of professional activity is here. Reglamento, Article 5: temporary stay in tourist accommodation does not mean that the person has established a home in Mexico. A Mexican citizen is considered a resident by default. The SAT issues a tax residency certificate (constancia); for it you must be an active taxpayer in the RFC register and obtain a positive opinion on compliance with obligations. Not verified: income tax (ISR) rates, tax rules for income from foreign employers and remote work, the operation of double taxation treaties (we did not check the treaty with Russia); these questions are best settled with a local accountant.

The social insurance institute IMSS calculates the average salary on which contributions are paid (salario base de cotización) across all officially registered jobs. In May 2026 it was 671.3 pesos a day, an all-time record for the indicator (a release of the Secretariat of Labor, STPS, of 9 June 2026). Per month that is about 20,400 pesos, our multiplication by 30.4. Caveats: this covers only the formal sector, while informally, according to INEGI, 55.1% of employed people work; the contribution base includes proportional shares of bonuses and vacation pay, and the amount is before deductions; it is an average, not a median. Across all working people the picture is different: according to the ENOE survey in Q2 2026, 46.5% of employed people earn no more than one minimum wage, and another 31.6% earn between one and two. The minimum wage from 1 January 2026 (CONASAMI, published in the DOF on 9 December 2025): 315.04 pesos a day nationwide and 440.87 in the zone along the US border, that is, about 9,580 and 13,400 pesos a month. In dollars at the end-of-September 2026 rate (17.74): the IMSS average is about 1,150, the minimum wage about 540.

The minimum wage from 1 January 2026 (CONASAMI, published in the DOF on 9 December 2025): 315.04 pesos a day nationwide and 440.87 in the zone along the US border, that is, about 9,580 and 13,400 pesos a month. According to the ENOE survey in Q2 2026, 46.5% of employed people earn no more than one minimum wage, and another 31.6% earn between one and two. In dollars at the end-of-September 2026 rate (17.74): about 540.

The Comisión Nacional de Energía publishes maximum LP gas prices by region and municipality every week, VAT included. For Guadalajara and Zapopan (region 101), for the week from 27 September to 3 October 2026: 20.27 pesos per kilogram and 10.95 pesos per liter. This is a cap; a seller's actual price may be lower. Arithmetic at the cap: a 10 kg cylinder about 203 pesos, 20 kg about 405, 30 kg about 608. For comparison, the cap in Mexico City that week was 20.10 pesos per kg. We did not find a tariff for piped gas, if a house has it; how many cylinders a family uses per month was not checked.

Tariff 1 in September 2026: 1.136 pesos per kWh up to 75, 1.381 up to 140, then 4.041. 300 kWh on it is about 950 pesos with VAT. The house's tariff class is on the bill.

Electricity is sold only by the state company CFE. The household tariff depends on the summer temperature of the place: from 1 (mild climate) to 1F (the hottest); the class of a specific house is printed on the bill. We could not reliably establish Guadalajara's class: the CFE page does not open from our network, and consumer sites name different classes. The consumer site recibo-de-luz.com.mx, citing the CFE table, gives the tariff 1 steps for September 2026: the first 75 kWh at 1.136 pesos, the next 65 at 1.381, everything above 140 kWh at 4.041; the minimum charge equals 25 kWh; VAT 16%. UnoTV gives the same steps for June 2026 (1.125, 1.369 and 4.004). Sample bill, our arithmetic on the tariff, not anyone's real bill: 300 kWh a month on tariff 1 = 85.20 + 89.77 + 646.56 = 821.53 pesos, about 953 pesos with VAT, plus the municipal street lighting charge (DAP). If the house is on tariff 1A-1C, there are more cheap kWh in summer and the bill is lower. If average consumption over a year exceeds the threshold (250 kWh a month for tariff 1), the house is moved to the unsubsidized DAC tariff, where, according to the same site, a kWh costs 5.48-6.95 pesos. CFE tariffs change every month.

SIAPA's average water price in 2023 was 18.16 pesos per m³; in 2025 the tariff rose 9.65%. 15 m³ a month at that price is about 270-300 pesos. Murky water complaints.

Water and sewerage in the Guadalajara metro area are supplied by the inter-municipal company SIAPA; the tariff is approved by the Jalisco Congress in the municipal revenue laws. According to SIAPA officials (UnoTV, April 2025), in 2023, when the tariff was last updated, a cubic meter cost 18.16 pesos while the production cost was 24.94; SIAPA asked for a 12.5% increase, to 20.43 pesos. In June 2025 Congress approved a 9.65% increase and a 50% discount for neighborhoods of Zapopan, Guadalajara and Tlaquepaque where water is cut for 15 days in a row or arrives in poor quality. The 44-216% increase for 2026, which the SIAPA tariff commission approved in summer 2025, was revoked by the same commission (Azteca Jalisco). We did not find the final 2026 tariff table with its steps: the SIAPA site does not open from our network. Example, our arithmetic on the average price, not on the tariff steps: 15 m³ at 18.16 pesos = 272 pesos a month; with the 9.65% increase (about 19.91 per m³) about 299 pesos. In March 2026 Jalisco Congress deputies complained about murky water with sediment and constant cuts (adn40); SIAPA loses about 40% of its water to old pipes (UnoTV).

Micole review of 30 August 2026 for the state of Jalisco, indicative monthly tuition (colegiatura) ranges: kindergarten 3000-9000 pesos, primary school 4000-14,000, secondary and high school 5000-18,000, international schools 18,000-45,000; IB and Cambridge programs in the top segment are paid separately. The enrollment fee (inscripción) is 8000-60,000 pesos once a year. Cafeteria 900-2500 pesos a month, school bus 1200-3500, after-school activities 500-2000. The source names no schools and no methodology; this is a state-wide guide, not data for Guadalajara; some schools charge 10 months a year and some 12, so annual totals should be compared. We did not check specific schools' prices or the admission rules for foreign children.

Municipality of Guadalajara: 76 private facilities and 1473 census beds; Zapopan: 26 facilities and 699 beds; Puerto Vallarta for comparison: 13 and 156. Nationwide, private facilities reported 35,732 beds, 9.3% of them in Jalisco, third place after Mexico City (13.4%) and the State of Mexico (10.9%). Same report: the average stay in a private hospital in Jalisco is 2.4 days. Public hospitals (IMSS, ISSSTE, Hospital Civil) are not included: the sites of Hospital Civil and the University of Guadalajara do not open from our network. Official IMSS page: Seguro de Salud para la Familia can be taken out by any person and their family if they have no social insurance with another state institution; it is arranged through IMSS Digital or at an IMSS office, an ID, general data and a medical questionnaire are required, and the annual contribution for each person is paid in advance. The 2025 rates run from 8,900 pesos for a child up to 19 years to 21,300 for a person aged 80 and over; for Mexico City they are the same as nationwide. Caveats: the official page does not say whether a foreigner needs proof of residence status and a CURP, or which illnesses may not be covered in the first months; we did not check private hospitals and insurance (gastos médicos mayores) and found no prices for them, so the question of insurance for a family remains partly open. The 2026 rates as reported by the press are given in the city-level fact on healthcare.

Our count from INEGI open data on deaths registered in 2024 (type 'homicidio', place - the municipality, year of occurrence 2024): Guadalajara 346 homicides, 25.0 per 100,000 residents by the 2020 census; Zapopan 168, 11.4; Tlaquepaque 277, 40.3; Tlajomulco 275, 37.8; Tonalá 125, 21.9; all of Jalisco 1685, 20.2. Deaths of 2024 registered later are not included, and the population has grown since 2020. Grupo Aeroportuario del Pacífico report of 4 September 2026: Guadalajara international airport handled 1,785.5 thousand passengers in August 2026, 10.5% more than a year earlier; 1,200.4 thousand domestic and 585.1 thousand international. January-August 2026: 12,873.6 thousand passengers. Route calculation on OpenStreetMap maps (OSRM engine) from the cathedral in central Guadalajara to the airport: 20.9 km and 23 minutes on a free road, without traffic; a real rush-hour trip takes longer. We did not check the list of destinations or bus schedules.

WMO reference based on data from Mexico's weather service (SMN), period 1971-2000. January: mean minimum 10.2, mean maximum 24.7 degrees; February 11.0 and 26.5; December 11.2 and 25.0. There is almost no rain in winter: 19.9 mm in January, 4.5 in February, 8.0 in December. The city's altitude according to the INEGI census is 1536 meters. Whether a specific house has heating is not visible in this data. Newer 1991-2020 normals from the SMN site did not open for us.
