Villa Morra: a new 68 m² two-room apartment - $900, a new two-room apartment - PYG 6 million, a 55 m² one-room apartment - 3.8 million, a furnished one - $1,000, on R. Bulnes street - 4.8 million. Carmelitas: a 120 m² three-room apartment - 6 million guaraní, furnished options $950 and $1,300. Las Mercedes: a 110 m² three-room apartment - 5.2 million, but another listing in the same area asks 9.45 million. Recoleta: an 80 m² two-room apartment - 4.5 million, a 48 m² one-room apartment - $750, a penthouse - $2,000. The most expensive are furnished apartments in new towers: 7.85 million guaraní in Edificio Emperador, $2,200–2,500 for three-room apartments on Molas López and in The Tower. Cheaper: Sajonia (a 50 m² one-room apartment at 2.8 million, 1.45 million in an old building), Barrio Jara (a two-room apartment at 4.5 million, a studio at 2.5 million), Trinidad (a 75 m² two-room apartment at 2.9 million), Herrera (a one-room apartment at 3.8 million). A separate expense line is gastos comunes: in the Villa Morra towers with a pool, gym and barbecue area (parrilla) they are noticeably higher than in the old buildings of Recoleta, and they differ greatly from building to building, so it is worth asking for the bills before signing. A whole house in Asunción is more expensive: Carmelitas $2,200, the Shopping del Sol area $5,800, Villa Aurelia 9 million guaraní.
Lambaré and Fernando de la Mora are half the price of the city: a two-room apartment is PYG 2.5–4.5 million, that is $425–770. The price for this is the rush-hour drive.

Lambaré: from PYG 1.4 million for a modest apartment and 1.5 million in the San Isidro area up to 4.5–6 million in the Perón zone; a two-room apartment on Bonifacio Ovando - 2 million, a new two-room apartment in Edif. A house in Asunción is most often $195–420k, with the middle around $300k. In guaraní, in cheaper areas the same houses go for PYG 400–900 million, that is $68–153k.

The official minimum food basket (canasta básica de alimentos, also the extreme poverty line) in Paraguay’s urban zone in 2025 cost PYG 412,618 per person per month, or 13,754 guaraní a day. For a family of four this is about 1,650,000 guaraní a month, about $281 at the rate of 28 September 2026. It is important to understand what this figure is: it is the threshold of the physiological minimum in calories, not what a family actually spends in a supermarket. The multiplication by four was done by the atlas - INE publishes the basket per person. The data is annual (2025) and updated by INE using the Central Bank’s consumer price index, so by the end of 2026 the actual cost is higher. The ine.gov.py site did not open on 28 September 2026; the figures were read in an ABC Color publication on the INE director’s presentation.
The poverty line is PYG 933,108 per person, for a family of four 3.73 million without housing. With rent in a decent area, from 8–10 million.

The official monetary poverty line (canasta básica de consumo, food plus necessary non-food spending) in Paraguay’s urban zone in 2025 is PYG 933,108 per person per month, or 31,104 guaraní a day. For a family of four this is about 3,730,000 guaraní, about $635, and this is the minimum without housing rent. The real budget of a family with children is counted differently: rent for a two- or three-room apartment in Villa Morra or Carmelitas 4.5–6 million, electricity at the ANDE tariff with an air conditioner running constantly, internet 150k, groceries noticeably above the minimum basket, transport or a car - that is from 8–10 million guaraní ($1,400–1,700) a month, and this is still without private school. One mid-level private school adds about 3 million guaraní per child. For calibration: the minimum wage in Paraguay from 1 July 2026 is 3,044,000 guaraní, so rent in a prestigious area eats up two minimum wages. The poverty line is the official INE figure per person; the multiplication by four and the estimate of the full budget were made by the atlas on the basis of the prices collected above. The city comparison field uses the poverty line for a family of four without rent (933,108 guaraní per person, multiplied by 4); the 8–10 million range is our own assembly of a real budget with rent in a decent area.

Paraguay works on the territoriality principle (Ley 6380/2019): personal income tax applies only to income from a Paraguayan source - from activity carried out in the country, from property located in the country, or from rights economically used in the country. IRP rates on income from personal services: 8% up to PYG 50 million a year, 9% from 50,000,001 to 150 million, 10% from 150,000,001 and above; capital gains 8%. Income of extraterritorial origin and dividends from abroad are not taxed in Paraguay. An important correction to this attractive picture: no tax does not mean no reporting. Paraguay is a party to the MAAC convention and exchanges information with more than 140 jurisdictions, and the tax transparency law obliges financial institutions to report. In practice the risk has shifted from tax to proving the origin of the money: without a tax residency certificate, foreign company documents, statements and bank confirmations of the transfer, foreign income can be called into question, and a bank may ask for a justification of the source of funds.
Migration fees are counted in minimum daily wages and recalculated together with the minimum wage, which from 1 July 2026 is PYG 3,044,000 a month.

Migration fees in Paraguay are set not in guaraníes but in minimum daily wages (jornales mínimos), so they are recalculated each time the government raises the minimum wage, usually once a year. The table in force from 1 July 2025 (Decreto 4122/2025 and Resolución DNM 513/2025) was calculated from a minimum wage of PYG 2,899,048 and a daily rate of 111,502: permanent residency 25 rates - 2,787,550 guaraní, extension of temporary residency 11 rates - 1,226,522, extension of transit stay and restoration of a resident card 5 rates each - 557,510. Meanwhile Decreto 6225/2026 of 17 June 2026 raised the minimum wage by 5%: from 1 July 2026 it is PYG 3,044,000 a month and the daily rate is 117,077. Practical takeaway: you cannot plan a relocation budget a year ahead from the published table; amounts must be checked before paying. For a benchmark in dollars: an exchange office in Asunción on 28 September 2026 was selling the dollar at PYG 5,875, so the minimum wage is about $518.

Until December 2024 the ANDE residential tariff was the same around the clock and depended only on the monthly volume: PYG 403.82 per kilowatt-hour for consumption up to 500 kWh, 420.27 for 501–1,000 and 435.51 above 1,000. From December 2024 an hourly scheme was introduced: at peak load hours, from 12:00 to 16:00 and from 18:00 to 22:00 Monday to Saturday, the tariff in the range up to 500 kWh rose to 669.17 guaraní per kilowatt-hour (by 65.7%), in the 501–1,000 range to 696.42, above 1,000 to 721.68. Off-peak, on the contrary, it is cheaper: 263.88, 274.62 and 284.58 guaraní respectively. For Asunción this hits the family budget directly, because the daytime peak of the tariff coincides with the peak of the heat, when you cannot do without an air conditioner. The figures refer to the scheme in force since December 2024; the ANDE website did not open on 28 September 2026, so the current full tariff sheet could not be checked, and the bill of a specific apartment is better found out from the bills for the last 12 months.
ESSAP water: a fixed charge of PYG 8,236 and 1,767 per m³ up to 15 m³. A bill for 15 m³ is about 35k ($6), and sewerage adds the same again. The tariff dates from 2018.

Water and sewerage in Asunción are supplied by the state ESSAP. The tariff for the residential category without subsidy, per the Diario HOY publication of 22 August 2018 on the increase from September 2018: a fixed part of PYG 8,236 a month plus 1,767 per m³ for consumption of 0–15 m³, 2,287 per m³ for 16–40 and 2,667 per m³ above 40. The subsidised residential category (for low-income households): a fixed part of 4,707, then 1,236, 1,958 and 2,154 per m³. Prices exclude VAT, as stated on the ESSAP tariff page. Sewerage is billed as a separate line at 100% of the water amount (a decision of the ERSSAN regulator of 2018, cited by ESSAP itself), so where a house is connected to the sewer the water bill is in effect doubled. An example for typical consumption, 15 m³ a month for a family of four on the unsubsidised tariff: 8,236 + 15 × 1,767 = 34,741 guaraní for water, about $6; with sewerage up to 69k, about $12. This is arithmetic from the tariff, not anyone’s actual bill, and excludes VAT. Confidence is low for two reasons: the tariff was set in 2018, and the rate table on the ESSAP website could not be read (it is an image). On 7 October 2025 ESSAP stated that the price of drinking water was not changed in the review of service tariffs, and in March 2024 the head of ESSAP called the residential tariff of 1,900 guaraní per m³ noticeably behind costs, so a small revision after 2018 cannot be ruled out. Before renting, ask the landlord for the latest ESSAP bills.
Cooking is done on cylinder gas: a 10 kg cylinder costs PYG 110–125k ($19–21). About half of homes cook on gas, a third on electricity.

The sources found have no network gas for housing: prices and statistics in Paraguay concern cylinder liquefied gas (GLP). After the increase from 4 May 2026 (an estimate by the Capagas bottlers’ chamber: plus PYG 500 per kg and 300 per litre) a 10 kg cylinder costs about 110k, and a 13 kg one about 143k; ABC Color on 11 May 2026 gives a range of 110–125k for 10 kg depending on the brand and delivery distance, that is about $19–21 at a rate of 5,924. The industry chamber had previously held prices unchanged since the first quarter of 2025 and does not rule out new increases. According to INE data cited in the same ABC article, 49.8% of the country’s households cook on gas (57.5% in cities, 31.1% in the countryside), 32.7% on electricity, 4% on charcoal, and 11.3% on firewood (mainly in the countryside). There is no data specifically for Asunción in this source. Petropar, the state company, in its price list gives 7,374 guaraní per kg for the Ñandé Gas brand (about 74k for a 10 kg cylinder), but the page has no date and does not give a retail price of a cylinder of this brand, so it was not used as the basis for the figure. How many cylinders a family uses in a month and how homes in Asunción are heated in winter is not stated in the sources found; for the electricity calculation see the separate fact on the ANDE tariff. A price per cubic metre is not given, because cylinder gas is sold by weight, not by meter.

Stories like “came for three days and got a permanent residence permit” refer to the former law and do not work in 2026. Under Ley 6984/2022 the usual path has two steps: first temporary residency (a card for 2 years), and after it ends, an application to change category to permanent, which extends the status for up to 10 years. The state fee for permanent residency with a change of category is 25 minimum daily wages; under the table in force from 1 July 2025 this is PYG 2,787,550 in cash or 2,864,208 by card (about $474 and $487). Citizens of MERCOSUR countries have a separate regime with a fee of 2,230,040 guaraní. The law sets no minimum period of physical presence in the country for temporary residency, but you do have to come in person: biometrics and signature are given at the DNM. The DNM does not publish official average processing times, nor a limit on permitted absence from the country while the case is pending - this is a legal gap worth knowing about in advance. The load on the system is growing: in the first quarter of 2026 the DNM accepted 18,071 residency applications, 85% more than in the same period of 2025.
From 6 July 2026 everyone has to prove solvency, including the MERCOSUR route. There is no longer a fixed deposit amount: documents on real income are needed.

The old mechanism of “put $5k in a Paraguayan bank and get residency” is absent from the current procedure. Resolución DNM 407/2026 rewrote the procedure for proving economic capacity for permanent residency: it applies to cases filed from 6 July 2026 and covers both regimes - the general one under Ley 6984/2022 and the MERCOSUR residency agreement, where previously proof of income was formally waived. Documents are needed that confirm income and that the person really does the stated activity: a general statement of means of subsistence is no longer enough. There are 12 proof categories, among them separate ones for remote workers and digital nomads, the self-employed, property owners, pensioners and dependants. Income from foreign sources is acceptable for proving solvency. At the same time, the resolution sets no minimum amounts per category: instead of a threshold there is a coherent history of contracts, invoices for recent months and bank statements. Official amounts exist only for the investor routes: the Paraguay Investor Pass, launched on 30 April 2026, gives permanent residency directly without temporary residency for $200k in Paraguayan real estate or in securities on the BVPASA exchange, or $150k in certified tourism projects; the SUACE route requires $70k and the creation of at least 5 real jobs.
Under the Constitution: three years of residence in the country plus practising a profession or trade in Paraguay. Leaving for more than three years costs a naturalised citizen the citizenship.

Article 148 of the Paraguayan Constitution sets four conditions for naturalisation: being of legal age, at least three years of residence in the country, practising some profession, trade, science, art or production in the country, and good conduct as defined by law. That is, the requirement of presence in the country is real, not formal, and so is the requirement to do something inside Paraguay. The three years are counted from permanent residency, so the usual path from arrival to passport is about five years. Next, two restrictions that are rarely written about. Article 150: naturalised Paraguayans lose citizenship if they are unjustifiably absent from the country for more than three years, when this is established by a court decision, or if they voluntarily acquire another citizenship. Article 149: multiple citizenship is allowed only under an international treaty of reciprocity that has constitutional rank. Article 152: a naturalised citizen receives political rights two years after obtaining citizenship. Cases on the acquisition and loss of citizenship are heard exclusively by the judiciary (Article 154).

A review for the 2026 school year: the average monthly fee at Asunción’s best-known schools is about PYG 3 million (roughly $511), which is more than the monthly minimum wage, and growth over last year is about 8%. By school: Liceo Francés Internacional Marcel Pagnol - Maternelle 2,185,000, primary school 2,720,000, Collège 3,140,000, Lycée 3,710,000 guaraní a month, admission fee $2,500. Colegio Goethe (bilingual, with the International Baccalaureate) for 2026: preschool level 3,475,000, grades 1–6 3,695,000, upper levels 4,175,000. St. Annes School: kindergarten 4,072,000, first cycle 4,260,000, admission fee about $4,000 plus an enrolment fee (matrícula) of 800. American School of Asunción charges by the year: $7,750 for Kinder to grade 5, $8,500 for 6–8, $9,500 for 9–12. At the expensive schools the full amount for a school year can exceed $9,500 per student. Two non-monetary caveats: many of these schools require an admissions process and references, which creates waiting lists, and in all, about 150k people study in Paraguay’s private schools, less than 10% of all students in the country - that is, the bulk of children go to state schools, which is where to look with a more modest budget.
Asunción has private sanatoriums with paediatric cardiology, paediatric haematology, intensive care and their own diagnostics. Nationally beds are few: 1.04 per thousand people.

Asunción is where complex medicine is concentrated in Paraguay. The private Sanatorio Migone Battilana offers paediatrics, paediatric cardiology, paediatric haematology, child psychology, round-the-clock emergency care, an intensive care unit, its own imaging centre, as well as neurosurgery, oncology, nephrology, infectious diseases, pulmonology and ophthalmology - on the children’s side the set covers almost everything a family needs. The general background, however, is modest: according to the World Bank Paraguay has 1.04 hospital beds per 1,000 people (2022), and this is little by any measure, so you should not count on quick hospital admission in the state system. Prices for private care and prepaga insurance are not published openly in Paraguay, the tariff is calculated individually, so it is more honest for the atlas to leave the amount of family insurance open than to invent one. The website of the ministry of health (mspbs.gov.py) did not open on 28 September 2026, so state statistics for Asunción could not be checked.
Nationally in 2025 there were 6.1 homicides per 100k people - the third-best figure in Latin America. No separate statistics by district of Asunción could be found.

In 2025 Paraguay recorded 391 intentional homicides with a population of 6,417,076, which is 6.1 cases per 100k. The rate fell by 18.6% compared with previous years: 7.3 in 2023 and 7.5 in 2024 (477 homicides). According to the InSight Crime year-end review, based on data from the National Police and INE, this is the third-lowest rate in Latin America after Argentina (3.7) and Chile (5.4), with a regional median of about 17.6. There are two caveats, and both are significant. First: the figure is national, there is no breakdown by district of Asunción in the available sources, so the atlas cannot claim that Villa Morra is safer than Sajonia - this needs to be checked on the spot. Second: a low overall level does not cancel organised crime, and InSight Crime separately notes targeted killings of politicians, prison system staff and drug trade figures, as well as the international reach of Paraguayan groups. The National Police website did not open on 28 September 2026; the primary data was checked through a La Nación publication.

A fare on Greater Asunción buses costs PYG 2,300 on ordinary ones and 3,400 on air-conditioned vehicles; without the state subsidy, by official calculations, the fare would be 4,704 and 6,041 guaraní. The subsidy meanwhile is growing like an avalanche: from 20,707 million guaraní in 2015 to 402,980 million in 2025, that is by 1,846% over the decade, and it is paid by taxpayers of the whole country, not just residents of the capital. There are 36 subsidised carriers. The press describes the quality bluntly: worn-out buses and regular “reguladas”, when drivers deliberately throw off the schedule. According to INE, in 2021 public transport in Asunción and the 19 municipalities of the metropolitan area was used by 207 thousand people. For a family the takeaway is practical: housing in Lambaré or Fernando de la Mora is cheaper than in the city, but the saving partly goes on a car and time in traffic jams, because not everyone will stand riding a bus instead of driving.
The average July temperature is 18.3 degrees, with an average daytime high of 24.2. There is no winter in the usual sense, but the station’s absolute minimum went down to minus 1.2.

June is slightly cooler on the average (18.0) and on the average minimum (14.0), August is already warmer (20.5 with an average maximum of 27.0). Homes in Asunción usually have no heating, and this is the main catch of winter: in June–July nights can be around zero, and in a concrete house without heating this is noticeable. The station’s absolute minimum is minus 1.2 degrees, recorded on 27 June 2011. Winter is also the fog season: in July there are on average 1.6 days with fog and 2.43 days with haze, in June 5.14 days with fog - for flights this means a risk of delays.
The average January maximum is 33.8 degrees, December and February about 33. The station’s absolute maximum is 43 degrees, and it fell in October, not at the height of summer.

The heat is something a family from the CIS will have to get used to seriously. According to DINAC data for 2011–2023, the average January temperature is 28.1 degrees with an average maximum of 33.8 and an average minimum of 23.1: it does not cool down at night. December 27.3 with a maximum of 32.9, February 27.4 with 33.2, March 25.7 with 31.3. The hot season is long: the average maximum stays above 30 degrees from October to April inclusive. The station’s daily maximum is 221.9 mm in 24 hours, on 25 February 2014; downpour flooding of streets in Asunción is therefore commonplace. The annual figure was calculated by adding up the official monthly averages; the DINAC table has no separate annual norm.
