La Esperanza, 438 m² in a residential zone near the children’s hospital, the technical college and the UNI university - 180,000,000 (April 2026). Chaipé, 394 m² with an unfinished 70 m² structure - 220,000,000 (July 2026). In September 2026 the head of the Encarnación chamber of commerce, Conrado Kiner, said that sales are “very weak”, that Argentine buyers still come but have been spending less for three or four months already; shopping trips are rare and concentrated on particular goods where the price difference favours the Argentine. According to him, the guaraní has strengthened noticeably, from about 7,800 to 5,900 per dollar, which is about 35%, and fuel in Paraguay has become more expensive over the year, in his estimate by about 47% (he himself says he did not calculate it), so fuel has stopped being a reason to go to Posadas. In June 2026 the chairman of a merchants’ association said that some buyers find prices in Encarnación about the same as in Posadas; demand is concentrated on jackets, blankets, shoes and food, which small resellers buy. Practical takeaway: you should not count on noticeable savings on everyday purchases across the bridge, as before, but for some goods the difference may remain. The sources have no basket price comparisons for both cities; these are the opinions of market participants, not a measurement.

For a family of four this is 1,650,472 guaraní, about $280 at an exchange rate of about 5,900. This is the minimum threshold in calories, not what a family spends in a shop, and the figure is for the whole urban zone of the country, not for Encarnación: the sources found do not show a separate basket for the city from INE. For a family of four (two adults, two children) this is 3,732,432 guaraní, about $633 at an exchange rate of about 5,900, without housing rent. The figure is for the whole urban zone of the country; for Encarnación the sources found do not give a separate INE line. The multiplication by four was done by the atlas. The benchmark including rent is simple arithmetic: to 3.73 million we add a two-room apartment in Centro or near the Costanera at 1.5–2.2 million (see the rent fact) and get 5.2–5.9 million guaraní, about $880–1,000. This sum does not include private school, car costs, higher air-conditioning bills in summer, and healthcare. Paraguay works on the territoriality principle (Ley 6380/2019): personal income tax applies only to income from a Paraguayan source - from activity carried out in the country, from property located in the country, or from rights economically used in the country. IRP rates on income from personal services: 8% up to PYG 50 million a year, 9% from 50,000,001 to 150 million, 10% from 150,000,001 and above; capital gains 8%. Income of extraterritorial origin and dividends from abroad are not taxed in Paraguay. An important correction to this attractive picture: no tax does not mean no reporting. Paraguay is a party to the MAAC convention and exchanges information with more than 140 jurisdictions, and the tax transparency law obliges financial institutions to report. In practice the risk has shifted from tax to proving the origin of the money: without a tax residency certificate, foreign company documents, statements and bank confirmations of the transfer, foreign income can be called into question, and a bank may ask for a justification of the source of funds.

Drinking water in Encarnación is supplied by the state ESSAP. According to its head, Luis Fernando Bernal (ABC Color, 31 July 2026), drinking water coverage in the city is about 60%: whether a house is connected to the water network is better checked by address. The sources found have no separate tariff schedule for Encarnación, so the general ESSAP tariff for the residential category without subsidy is given, from the Diario HOY publication of 22 August 2018 (increase from September 2018): a fixed part of PYG 8,236 a month plus 1,767 per m³ for consumption of 0–15 m³, 2,287 per m³ for 16–40 and 2,667 per m³ above 40; prices exclude VAT. An example for typical consumption, 15 m³ a month for a family of four: 8,236 + 15 × 1,767 = 34,741 guaraní for water, about $6 at a rate of 5,924. This is arithmetic from the tariff, not anyone’s actual bill. Sewerage in Encarnación is arranged differently than in Asunción: collectors and treatment are on the books of Yacyretá (EBY), not ESSAP, and the head of ESSAP called ESSAP’s own sewerage coverage minimal. At the same time, the municipality’s lawsuit attaches ESSAP bills where the “sewerage” line is almost equal to the water line, including in areas served by EBY; under ESSAP’s rules sewerage is billed as 100% of the water amount, so a bill where this line exists can come out twice as large. In some neighbourhoods water consumption is subsidised by EBY, and ESSAP receives no water charge there, so the bill depends on the neighbourhood. A court dispute over the discharge of untreated wastewater into the city’s streams is running alongside. Confidence is low: the tariff was set in 2018, the rate table on the ESSAP website could not be read, and on 7 October 2025 ESSAP only stated that the price of drinking water had not changed in the review of service tariffs. Ask the landlord for the latest water bills and clarify whether water is included in the rent.

The sources found have no network gas for housing: prices and statistics in Paraguay concern cylinder liquefied gas (GLP). After the increase from 4 May 2026 (an estimate by the Capagas bottlers’ chamber: plus PYG 500 per kg and 300 per litre) a 10 kg cylinder costs about 110k, and a 13 kg one about 143k; ABC Color on 11 May 2026 gives a range of 110–125k for 10 kg depending on the brand and delivery distance, that is about $19–21 at a rate of 5,924. The sources found have no separate price for Encarnación: the figures are nationwide, and the price depends on delivery distance, so in Encarnación it may turn out to be at the top of the range or outside it, depending on the seller. According to INE data cited in the same ABC article, 49.8% of the country’s households cook on gas (57.5% in cities, 31.1% in the countryside), 32.7% on electricity, 4% on charcoal, and 11.3% on firewood (mainly in the countryside); there is no data specifically for Encarnación. How many cylinders a family uses in a month and how homes in Encarnación are heated in winter is not stated in the sources found; for electricity see the separate fact on the ANDE tariff. A price per cubic metre is not given, because cylinder gas is sold by weight, not by meter.

Encarnación has private schools from kindergarten to the final grades, among them Colegio Bautista (founded in 2004), Colegio Divina Esperanza at the UNAE university, and Colegio Riogrande with the Almenitas kindergarten; their websites do not list monthly fees, which are found out through a form or by phone. Actual fees of private schools in Encarnación itself could not be found, so there is no school fee metric for the city. As a national benchmark: according to RDN data for January 2026, monthly fees in Paraguay’s private schools range from PYG 250,000 to 5 million; the economy segment is 250–500k, the middle 900,000–1.5 million, the upper above 3 million. A guide for relocating families notes that bilingual and international schools are concentrated in Asunción and its metropolitan area, and outside the capital the choice is noticeably narrower; for a family that needs teaching in English, German or French, this should be checked before moving. No information was found on schools with Russian-language teaching or on waiting lists for places.

Until summer 2025 the main hospital in the region was the Hospital Regional de Encarnación: in 2021 it opened the first children’s intensive care unit in the country outside Asunción, with 8 beds, and in its first year 186 children went through it. In July 2025 the new Hospital General de Itapúa (HGI) started operating: according to ABC Color, specialised outpatient appointments and inpatient care were moved there, and the old Hospital Regional became a basic hospital with emergency care for adults and children, a laboratory, imaging, and basic daytime appointments. The director of the HGI estimated the staff at about 1,800 people; the specialties named include paediatrics, paediatric neurology, paediatric nephrology, paediatric dentistry, child psychology, speech therapy, cardiology, oncology, traumatology. The HGI operating theatres and intensive care units are reported as working at 100%. Among private clinics, the ViaParaguay directory names Sanatorio Itapúa with two buildings, the second for gynaecology and paediatrics; no prices. The cost of private insurance and of a visit in Encarnación was not found publicly, so there are no figures. The most complex care is provided in Asunción, which is a 4 to 7 hour bus ride from Encarnación. The healthcare of Posadas in Argentina, across the bridge, was not assessed in this fact: no source with prices and conditions for residents of Paraguay was found. Note that the information about the services moving between the two hospitals comes from one publication at the time of the opening, and the current set of departments should be checked before making a decision.

According to the Ministerio Público (via ABC Color, August 2026), from January to August 2026 the department of Itapúa recorded 46 intentional and 54 unintentional homicides (fourth place in the country); in the first quarter, 42 aggravated robberies, 28 robberies, 401 thefts and 380 aggravated thefts, also fourth place. For January–April 2026 Itapúa is fifth by number of cases opened, 5,674. Another review based on prosecutor’s office data puts Itapúa fifth by number of crimes, 15,445 complaints for the period covered by the report. These are absolute numbers without adjustment for population: the sources have no per-capita figure for the city or the department, and safety cannot be compared with Asunción. The trend is mixed: in January–August 2025 there were fewer reports of theft and robbery than a year earlier (for example, aggravated robbery 165 against 239), but in August 2026 two people were killed in a robbery in a park in the Santa María barrio, and the police sent about a hundred extra officers and a helicopter to Itapúa ahead of the Mundial de Rally. ABC Color names San Pedro del Paraná, Alto Verá, San Rafael del Paraná and Cambyretá as high-crime zones, that is, among others, the area where many new family homes are advertised for sale. In October 2025, in response to a rise in incidents (attacks that are often linked to drug addicts and former prisoners), the “Patrulla Gigante” with night patrols was launched. Natural risks are not part of this fact: the only numerical evidence is the daily rainfall record of 268 mm (rainfall fact).

According to the CheckMyBus timetable aggregator on 24 September 2026, four carriers run from Encarnación to Asunción, about 16 departures a day from 5:20 to 23:50; the fastest trip is 4 h 10 min, daytime trips by different companies take 6–7.5 hours, and the Nuestra Señora de la Asunción night trip about 5 hours. Price: the La Encarnacena website gives PYG 120,000 (departures at 0:30, 8:30, 12:00, 17:00 from Asunción and 0:30, 8:30, 12:00, 18:00 back, fare date not stated), and Nuestra Señora de la Asunción, according to Ventanita for March 2025, charges 135,000–150,000 on the daily Asunción - Encarnación line. The Encarnación airport, Tte. Amín Ayub, received its first international commercial flight on 27 August 2025: Flybondi operated special charters from Buenos Aires for the Mundial de Rally (runway length 2,000 metres). The scheduled flights announced at that time for December 2025 had not started as of 19 September 2026, according to Aviacionline: there was not enough demand. Instead, JetSMART opens a daily Posadas - Buenos Aires (Aeroparque) flight starting 1 November 2026, with tickets from $66.42 per leg including taxes; Posadas also has 21 flights a week by Aerolíneas Argentinas (17 to Aeroparque and 4 to Ezeiza). According to the same publication, other options for residents of the region are the airports of the triple border, 280 km away (Foz do Iguaçu and Puerto Iguazú), and Asunción, which the outlet puts at 360 km; the bus to Asunción is described separately. Caveat: crossing the bridge between the city and the Posadas airport takes from 30 minutes to several hours (see the bridge fact), and this needs to be allowed for when flying.

Since 28 July 2025 immigration control for general land traffic is single and takes place on the Argentine side, in Posadas; the double stop has been abolished. According to a report of 24 September 2026, the queue entering Encarnación is about 30 minutes, and leaving for Posadas about 60; according to the creators of the Puenty app (May 2026), on weekdays the crossing takes about half an hour, and at weekends easily two hours or more; according to a Misiones Online measurement on Friday, 12 June 2026, the trip took 50 minutes; at weekends and at the start of the month, accounts of queues over three hours turn up on social media. According to the regional Migraciones office (June 2026), over the last month 8–10 thousand people a day crossed the border, queues form on the return trip, from mid-afternoon to evening, and trucks also pass in convoys. Public options: the international train takes 8 minutes, a ticket is PYG 18,000 (1,380 Argentine pesos); the timetable differs between sources - according to Misiones Online the train runs Monday to Saturday from about 7:15 to 18:15, according to the PuenteHoy aggregator Monday to Friday; the bus between the cities costs PYG 17,000 or 4,000 pesos.
