Waterkant, 18 May 2026: rents in Suriname have risen alarmingly in recent years, and many landlords demand rent in US dollars or euros, which most people cannot afford on SRD wages; people rent beyond their budget or several families share one house; many apartments are being built in neighbourhoods, popular with foreigners (Cubans, Brazilians, Venezuelans). Waterkant, 30 June 2026: MP Genevievre Jordan (ABOP) said during the budget debate that citizens pay hundreds of euros a month in rent and some spend almost their whole salary, and proposed an independent rent authority with the power to set maximum rents and a housing allowance; with the arrival of the oil and gas sector, she said, pressure on the market will grow. We did not find listing platforms with open prices for Paramaribo, so there is no rent figure.

Centrale Bank van Suriname, communiqué of 5 June 2021: from 7 June 2021 the bank left the managed float and adopted a flexible exchange rate set by supply and demand; three times a day (around 10:00, 12:30 and 15:00) it publishes weighted average buying and selling rates based on bank and cambio transactions, and controls inflation through the monetary base. Central bank rates on 5 October 2026, 15:00: US dollar non-cash 37.427 buying and 37.854 selling, cash 37.444 and 37.494; euro non-cash 41.916 and 42.799; 100 Guyana dollars 17.784 and 18.133. ABS: inflation over 12 months to August 2026 is 8.0%, 0.3% over the month (provisional). According to the Russian Foreign Ministry, import and export of currency are not restricted. UK Foreign Office: credit cards are not widely accepted outside major hotels, and some ATMs in Paramaribo dispense SRD on foreign cards. We did not check the rules for importing goods and cars.
SWM water: 41.81 SRD per m³ since January 2026 plus a 40 SRD meter rent and 5% VAT. 15 m³ a month is about 700 SRD, roughly 18.5 dollars.

SWM (Suriname water company): new tariffs were introduced from July 2023 based on a basic rate of 41.81 SRD per cubic metre, equal to the cost price; for the household groups 20, 30A (up to 16 m³) and 30B (16 m³ and more) the tariff was raised monthly to the final level of 41.81 SRD in January 2026; for a house with a swimming pool it is 50.17. The bill is the cubic metres at the group tariff plus meter rent; in the SWM example for group 30A the meter rent is 40 SRD and VAT of 5% is charged on the whole amount, the minimum payment is 50 SRD. Example from the tariff (our arithmetic, not an SWM bill): 15 m³ × 41.81 + 40 = 667.15 SRD, with 5% VAT 700.51 SRD, about 18.5 dollars at the central bank rate of 37.85. Households not connected to the network usually rely on rainwater.
EBS electricity: 1.971 SRD per kWh up to 400 kWh plus 211.78 SRD a month. 300 kWh is about 803 SRD (21 dollars) before the subsidy in the tariff table.

Residential consumers, rate per kWh by block: 0-400 kWh 1.971 SRD, 401-900 2.850, 901-1500 3.330, above 1500 4.680. Basic monthly charge: single phase 211.78 SRD, two-phase 293.97, three-phase 349.13; the minimum bill equals the basic charge. The PDF version of the table has a "Subsidy" row by consumption block: 0-150 kWh 85, 151-300 150, 301-450 225, 451-500 300, 501-900 400 SRD; the document does not explain how it is deducted from the bill. Example from the tariff (our arithmetic, not an EBS bill): 300 kWh × 1.971 + 211.78 = 803.08 SRD, about 21 dollars at the central bank rate of 37.85; if the 150 SRD subsidy is deducted, it is about 653 SRD (17 dollars). Taxes are not mentioned in the table. The tariff is more than a year old, so confidence is low.

EBS "Refill tariffs" page: the official gas prices set by the Ministry of Economic Affairs, Entrepreneurship and Technological Innovation; in Paramaribo a 20 lb cylinder refill (about 9 kg, our conversion) costs 35.75 SRD, 28 lb 48.50 SRD, 100 lb 186.00 SRD; in the districts slightly more, up to 38.75 / 51.75 / 200 SRD in Albina. The page does not show the date of the prices. At the central bank rate of 37.85 per dollar a 20 lb cylinder costs less than a dollar, which is suspiciously cheap; perhaps the prices are outdated or subsidised, and they should be rechecked before budgeting. The page does not say whether there is piped gas in the city.

Government of Suriname page on residence permits: applications for residence, settlement and naturalisation are handled by the main Aliens Department (Hoofdafdeling Vreemdelingenzaken) of the Ministry of Justice and Police. Foreigners from countries with which Suriname has a visa waiver agreement are exempt from the prior authorisation for short stay (MKV): after entry they register with the Vreemdelingendienst and, during their legal stay, apply at the department's counter (Ministry of Public Works building, mr. J. Lachmonstraat 166-168, Paramaribo). Documents: a petition to the Minister of Justice and Police, a revenue stamp of SRD 1.50, a copy of the used passport pages, proof of means of subsistence (how the income will be earned) and a receipt for a deposit of 150 US dollars or the equivalent in SRD at the central bank rate. Extensions must be filed no later than three months before expiry. People of Surinamese origin and their families get residence on simplified terms: fixed-term up to 2 years or indefinite. The page does not say after how long an ordinary foreigner gets indefinite residence.
Russians need no visa for up to 90 days (2018 agreement), but every entry costs a 50-dollar Entry Fee plus an 8-dollar VFS charge. Registration is required after arrival.

Russian Foreign Ministry Consular Department: on 13 May 2019 the agreement between Russia and Suriname on waiving visa formalities (signed in New York on 26 September 2018) entered into force; Russian citizens with valid passports may enter and stay in Suriname without a visa for up to 90 calendar days; a longer stay, work or business requires a visa. The passport must be valid for at least 6 months after the end of the trip; according to the Russian Foreign Ministry, a yellow fever vaccination certificate is asked for at the border, and on arrival you must register with the police. The Government of Suriname (gov.sr) says that foreigners from countries with a visa waiver agreement must first report to the Aliens Service (Vreemdelingendienst) after entry. Suriname Foreign Ministry (gov.sr, “Reizen naar Suriname”): citizens of visa-waiver countries also pay the Entry Fee, set at 50 US dollars or 50 euros excluding the service fee; payment is online through VFS Global (service fee 8 dollars or euros). The airport site (updated 1 July 2022) still shows the former 25-dollar fee, which is outdated. Russia is not named among the exemptions.
By law naturalisation is possible after 5 years of residence, but each one is approved by parliament as a separate law. In 2024 half of 220 applicants had waited 5-10 years.

Waterkant, 10 August 2013, quoting MP and citizenship expert Anton Paal: the law prescribes 5 years of residence in Suriname, "there is no shortcut", but in practice people wait much longer for naturalisation. Suriname Herald, 13 July 2024: the National Assembly was considering three naturalisation laws under which 220 people (63 of them children) would become citizens; 110 of them had waited between 5 and 10 years, the rest longer. Most came from Guyana (145) and Haiti (42), none from Russia. Naturalisation applications are handled by the same Aliens Department (gov.sr). The underlying law is the Nationality and Residence Act (Wet op de nationaliteit en het ingezetenschap, G.B. 1975 No. 171 as amended); we did not find its text on an open official site, so the period is given from the press. Whether a child of foreigners born in Suriname acquires citizenship we did not find in open official sources; this question remains open.

The averaging period and the station are not given in the handbook; by the coordinates on the page this is Paramaribo (5.85° N, 55.21° W). Autumn maxima above 34 degrees seem high for a coastal city; perhaps the data come from a station inland.

Mobile internet: median 64.47 Mbit/s. These are national figures; there are none for Paramaribo separately. Telesur, by its own account the largest provider in the country: Basic 400/400 Mbit/s for 1124.96 SRD excluding VAT with a 2-year contract, Streaming 1/1 Gbit/s for 1899.95 SRD excluding VAT. The payment period is not labelled next to the price; that it is monthly follows from the add-on Fiber Care on the same page costing 200 SRD a month. The conversion of 1124.96 SRD at the central bank rate of 37.85 (about 30 dollars) is ours.
