By neighbourhood, existing contracts: Punta Gorda 33,147, Malvín 29,130, Punta Carretas 28,959, Carrasco Norte 28,825, Pocitos 28,018, Parque Rodó 27,187, La Blanqueada 26,210, Centro 23,124, Ciudad Vieja 22,054. Two caveats without which the figure is misleading: it is a trimmed mean across all housing types, not for a family two-bedroom, and existing contracts include ones signed several years ago, so they are lower than what is being asked today. The sample covers about 55.4% of the country's rental market, and 70.68% of all contracts are in Montevideo. Carrasco is deliberately not listed in this line: on the INE map it appears twice with different values (18,673 with 111 contracts and 33,976 with 186), the document does not explain which area is which, so one of the figures cannot be quoted as “rent in Carrasco”.

This is the official poverty threshold, that is a lower survival bound: it includes food, clothing, transport and hygiene plus rent, but not private school, a car or a holiday. Values for January 2025; the CPI over the 12 months to August 2026 rose by 4.55%. The real budget of a Russian-speaking family renting a two-bedroom in Pocitos for 39 thousand pesos starts noticeably above this threshold. Note: the definition differs from other cities - this is a family of three renting housing, that is the value includes rent; it is not suitable for comparison with cities where the poverty line for four without rent is taken.

Montevideo: January 2025 - 6,309 pesos per person, by May 2025 the basket had risen to 6,528. For a family of four this is about 25,200–26,100 pesos a month; the basket is calculated per person, and the multiplication by four is ours. This is the minimum for food at which a family is not considered destitute, not a real supermarket bill. The data are a year old: INE's CPI over the 12 months to August 2026 rose by 4.55%, so the figure should be raised by about that amount to reach today's level.

Anyone who became a tax resident of Uruguay starting in 2020 may choose once one of two options: either pay IRNR for the year of the change of residency and for the ten following tax years, that is 10+1 years with no tax on foreign income from movable capital - dividends, interest and the like; or pay IRPF at a rate of 7% without a time limit instead of the usual 12%. The choice is made once with form 0306 and is not changed afterwards, and when filing, the person declares that in the previous tax year they had no basis at all for being considered a tax resident of Uruguay. The benefit applies only to capital income: a resident's employment income still falls under IRPF category II. For those who became residents before 2020 there was a 5+1 scheme, which law 19.937 allowed to be extended to ten years under two conditions at once: real estate in Uruguay worth more than 3,500,000 indexed units, bought after 22 January 2021, and actual presence in the country for at least 60 calendar days a year.

For 2025, for employees it is UYU 56,920 a month (men 62,796, women 51,072), in December 2025 prices. Average across all contributions, by department: Montevideo 59,836, Canelones 51,386, Maldonado (Punta del Este) 48,054, nationwide 53,127. Caveats: this is an average per job, not per person, so someone with two jobs is counted twice; informal employment is not included; the amount is before contributions and IRPF tax; it is an average, not a median. The statistics institute INE does not publish a separate average salary; its ECH survey measures household income: in Q1 2026 the median is UYU 73,000 a month per household and the average is 97,541 (excluding aguinaldo). Decree 339/025 approved UTE tariffs from 1 January 2026. Tarifa Residencial Simple: 1–100 kWh a month - 6.744 pesos per kWh, 101–600 kWh - 8.452, above 600 - 10.539; the charge for connected power is 83.2 pesos per kW, the fixed monthly payment is 324.9 pesos. A calculation at these rates for 300 kWh and 3 kW of power gives about 2,940 pesos a month - this is our arithmetic from the tariff, not a UTE bill. Optionally you can switch to a tariff with a night discount: Doble Horario gives 4.771 pesos per kWh off-peak and 12.034 in the four peak hours chosen by the customer between 17:00 and 23:00. The URSEA report on the decree states that the household category became 3.3% more expensive, below the average increase. Taxes are not addressed separately in the decree itself.

The OSE tariff for metered housing in Montevideo and the interior, outside the seaside resort zone, has applied since 1 January 2026 (decree 340/025, indexation of 8.5%). The variable part is by steps of monthly consumption: 0–5 m³ - 184.43 pesos for the whole step, 5–10 m³ - 368.91 for the whole step, 10–15 m³ - 36.91 pesos per m³, 15–20 m³ - 105.17, 20–25 m³ - 139.63, 25–30 m³ - 164.85, 30–50 m³ - 186.53, over 50 m³ - 207.48. If consumption is above 15 m³, then, as the decree states, the whole metered volume is charged at the price of the step it falls into, so beyond 15 m³ the price rises sharply. The fixed part depends on the diameter of the connection: 327.50 pesos a month for 12.5–13 mm (an ordinary apartment or house), 483.36 for 19 mm, 778.53 for 25 mm. If average consumption over the year exceeded 15 m³, another 101.45 pesos a month is added; this is recalculated every January based on the period from December to November. Example: 15 m³ a month and a 13 mm connection - 15 x 36.91 + 327.50 = about 881 pesos; this is arithmetic from the tariff, not anyone's real bill. Taxes are not shown as a separate line in the tariff table. Sewage in Montevideo is not part of the OSE bill: it is provided by the municipality, see the separate fact. There are discounts for low-income households and pensioners; they are calculated under separate rules in the decree.

The sewage (saneamiento) tariff in Montevideo is set by the Intendencia de Montevideo (under Junta Departamental decision 29.434 of 2001), not by OSE; URSEA says this directly as well. The tariff consists of a fixed part per dwelling unit and a variable part per cubic metre of water consumed; the volume is taken from OSE data. The last period for which the municipality publishes prices on its page is June–September 2025: 80.76 pesos a month and 45.30 pesos per m³. The municipality indexes the tariff every four months and there are no more recent values on the page, so today's figure is most likely higher. Example for 15 m³ a month: 80.76 + 15 x 45.30 = about 760 pesos at 2025 prices; this is arithmetic from the published tariff, not a bill. The bill arrives every two months, separately from OSE. The social discount is 35% of the variable part on the first 10 m³ a month for housing below a certain cadastral value (the threshold on the page is 680,992 pesos for the period February 2025 – January 2026). The charge applies only where the block has a sewage network. The old URSEA page (2023) names a discount of 74% on the first 12 m³, but it mixes the OSE and municipality rules; we take the figure from the municipality's own page, 35% on 10 m³. The tariff should be re-checked with the municipality.

The Ministry of Education guide to enrolling migrants in the Uruguayan system: enrolment in educación inicial (ages 3, 4 and 5) and in primary school is done through the Guri Familia web portal, regardless of which country the student has come from and what situation the family is in. The place is allocated by the address of the parent's home or work, by the family's preferences and by whether siblings attend the same centre - ANEP is obliged to enrol them together where possible. Documents: the child's identity document, the parent's or guardian's identity document, a carné de salud with the mandatory vaccinations (issued at a paediatrician's appointment and free of charge) and papers on the grades completed. If there are no school records, it is proposed to place the child in the last grade completed and see how they cope; the decision is taken together with the parents.

Health price decree for July 2026 (Uruguay's Ministry of Health): Costo Promedio Equivalente under article 55 of law 18.211 - 6,858 pesos; the maximum cap for all tasas moderadoras, that is co-payments for visits, tests and medicines - 880 pesos; the maximum permitted increase in individual contributions to mutualistas - 2.13%. The basic FONASA per-capita rate (cápita) is 1,819.22 pesos a month, and it depends on age and sex: for a child under one year 11,660 pesos for a boy and 9,961 for a girl, for a person aged 20–44 1,819 and 3,883. The full monthly FONASA contribution for ages 18–21 is 3,513 pesos. These are state-regulated values, the same across the whole country, including Montevideo; a specific mutualista sets its price within the permitted limits, so the amount for a family has to be asked of the chosen mutualista. For the free category and for FONASA beneficiaries, a visit at any ASSE facility across the country is free, and nothing at all is paid for vouchers and tickets (co-payments). FONASA covers the worker, their children under 18, children with disabilities over 18 and a dependent spouse or partner. If the family's income is above the threshold of the free category, you can pay a monthly ASSE contribution - this is also how non-residents and those who have not yet started applying for residency are enrolled. A certificate (constancia) that residency is being processed is enough to apply; those without a Uruguayan identity document submit documents from their country of origin for all members of the household plus income certificates. The enrolment itself is free and is done in person at any registration point. The second system is private mutualistas (IAMC), whose contributions and co-payments are capped every year by the Ministry of Health: the co-payment cap for July 2026 is 880 pesos, and the Costo Promedio Equivalente benchmark is 6,858 pesos a month per person.

According to INE data for July 2026, the cheapest rent in Montevideo is in Casavalle at 15,987 pesos, in Manga 16,970, in Villa García 17,074, in Piedras Blancas 17,465. The most expensive is in Carrasco at 33,976, in Punta Gorda 33,147, in Malvín 29,130. The most expensive is the coastal strip from Parque Rodó to Carrasco, cheaper is the northern and western periphery. The price difference between neighbourhoods in Montevideo is not about floor area but about address: a 60-square-metre two-bedroom in Centro and the same one in Punta Carretas differ in price by almost a factor of two.

According to WMO normals (INUMET data), monthly precipitation totals in Montevideo run from 83.1 mm in June to 108.5 mm in October; adding up the twelve monthly normals gives 1,101 mm a year. The annual total is not given as a separate line in the source; this is our sum. There is no pronounced dry season: days with precipitation range from 8 to 10 in every month, and in July the normal is 86.4 mm and 10 rain days. Practical takeaway for a family: you do not need to plan your life around a rainy season, but you cannot count on a long dry winter either.

So you need to look not only at the speed in the name of the tariff but also at the traffic limit.
