Portal Inmobiliario study published by Puranoticia on 1 February 2024, average rent of an apartment with two bedrooms and two bathrooms: Santa Julia (upper part of Viña) 426,473 pesos a month, Recreo (good connections across the region, has a metro) 510,776, center of Viña del Mar 585,161. One-room apartments: Santa Julia 317,375, Miraflores 352,088, Recreo 376,883; in Valparaíso on the hills Esperanza and Los Placeres - 297,539. The figures are for February 2024 and are more than two and a half years old, so confidence is low; we did not find a fresher breakdown for exactly these areas. All values in the article lie on a grid with a step of about 5 thousand pesos, and the same sums repeat across different areas: 446,309 pesos appears in three rows (a two-bedroom in Miraflores, a two-bedroom on the Valparaíso hills, a one-room apartment on Av. Libertad), and 396,719 also appears in three (a one-room apartment in the center of Viña, a two-bedroom on the O'Higgins hill, a house in Reñaca Alto). So we do not use such repeating figures, and the three taken above (426,473, 510,776, 585,161) appear in the article once each; they should be taken as rounded guides, not exact measurements.

Grupo Colibrí (15 June 2026), based on transactions registered in the Conservador de Bienes Raíces, mostly from 2020–2026: median price per m² of built housing (apartments and houses) in Viña del Mar 66.1 UF, half of transactions between 45.0 and 82.5 UF, 1,671 transactions in total, median area 71 m²; Concón 59.7 UF (40.2–74.2, 1,013 transactions); Valparaíso 23.7 UF (9.5–39.5, 846 transactions). At the UF on 29 September 2026, a meter in Viña is about 2.71 million pesos ($2,810), in Valparaíso about 0.97 million. The upper bound for Valparaíso is below the lower bound for Viña. These are real transaction prices, not listing prices, but they span several years, so a specific purchase needs fresh listings. The spread within Valparaíso is very wide (from 9.5 to 39.5 UF per m² in the middle of the market), and districts there have to be looked at separately.

The UF (Unidad de Fomento) is a unit of account tied to inflation, and its value changes daily. According to the SII table for September 2026: 1 September - 40,875.09 pesos, 25 September - 41,016.28, the 26th - 41,024.46, the 27th - 41,032.64, the 28th - 41,040.82, the 29th - 41,049.01, the 30th - 41,057.20. In practice, prices of apartments and houses are set in UF (an apartment in Ñuñoa costs 6,200 UF, not “so many million pesos”), as are school fees (Colegio Alemán de Santiago - 193.22 UF a year), insurance and some long-term contracts. What this means for a family: the amount in pesos under such a contract rises automatically with inflation, even if the figure in UF has not changed. Any price in UF must be converted at the payment date, not at the signing date.

The Encuesta Suplementaria de Ingresos (ESI) of the statistics institute INE for 2025: a survey conducted in October–December 2025, published on 14 July 2026. It measures the net, take-home labor income of all employed people, both employees and the self-employed. The median is 680,000 pesos a month: half of working people earn no more than that. The average is 962,945 pesos, but 68.7% of employed people earn that much or less, so the median is a fairer benchmark for comparing your own income. Private-sector employees earn 1,019,104 on average, public-sector employees 1,321,228, and the self-employed 534,267. The Metropolitan Region is above the national level: median 740,312, average 1,102,043. Men: median 701,985; women: 600,253. The minimum wage under Law 21.830: from 1 May 2026, 553,553 pesos a month for workers aged 18–65; this is the amount before deductions, and take-home pay is lower; from January 2027 it will be indexed to inflation. IVA is not shown in the document; under the Chilean convention such tariffs are published without IVA, but the file itself does not say so, which is why the 19% below was added by us. Fixed part: 1,244.56 pesos a month. For each kWh: energy 176.601, network transmission 38.243, capacity purchase 33.965, distribution capacity 42.867, plus a public service charge of 0.855 pesos. In total, about 292.5 pesos per kWh without IVA. The tariff stabilization fund surcharge begins only above 350 kWh a month: 0.923 pesos per kWh in the 350–500 band, 2.076 in 500–1,000, 2.883 in 1,000–5,000. The tariff does not depend on the hour of the day. Example: 300 kWh a month (a family with a heater or air conditioner) - 1,245 + 300 × 291.7 + 300 × 0.855 = about 89k pesos without IVA, about 106k pesos with 19% IVA. This is arithmetic based on the published tariff, not anyone's actual bill; a real bill may contain one-off items (meter rental, recalculations). In the same document, for Valparaíso in the “Aéreo” column the distribution capacity is the same 42.867, while in the ZS1 and ZS3 columns distribution capacity is more expensive (49.7 and 46.7 pesos per kWh).

The new ESVAL tariff decree for 2025–2030 was published in the Diario Oficial in May 2026 and raised the tariff by 3.8%. According to the calculation in the announcement of the decree (Portal Innova, 5 May 2026), the average bill at consumption of 13 m³ a month in the Greater Valparaíso system rose from 29,218 to 30,314 pesos. The tariffs apply retroactively from March 2025; the difference is collected in six payments without interest. Viña del Mar and Reñaca belong to ESVAL tariff group 1 together with Valparaíso, Quilpué, Villa Alemana and Concón; in summer, from 1 December to 31 March, a peak period applies. Electricity (Chilquinta) and gas are not included here; we did not check them separately.

Gasvalpo BC-01 tariff for residential and commercial customers with consumption up to 100 GJ a month (the document says “entered into force on 15 June 2025”, so the tariff is more than a year old; the services list itself was updated on 1 September 2026 and calls it current, but a later indexation cannot be ruled out), prices per m³ including IVA by band: the first 4 m³ - 2,109 pesos, 4–10 m³ - 2,033, 10–20 - 1,876, 20–30 - 1,815, 30–40 - 1,769, 40–60 - 1,727, 60–100 - 1,665, 100–150 - 1,570, 150–300 - 1,535, 300–1,000 - 1,514–1,516, over 1,500 - 1,487. The tariff is tiered: each band applies only to its own cubic meters (the company's example: 20 m³ = 4 × 2,109 + 6 × 2,033 + 10 × 1,876 = 39,394 pesos), and the first cubic meters cost about 40% more than the last ones. The minimum bill for consumption from 0 to 4 m³ is 8,436 pesos. There is a BC-01B variant: a fixed charge of 1,990 pesos a month and different first bands (2,353, 2,297, 2,203, 1,033 in the 20–30 band); at consumption of 30 m³ and above it gives exactly the same bill as BC-01. Examples under the BC-01 tariff: 30 m³ in summer (stove and hot water) - 57,544 pesos (about $60), 100 m³ in winter with gas heating - 176,374 pesos. This is arithmetic based on the published tariff, not anyone's actual bill. The Gasvalpo network does not reach every building: the list names Viña del Mar, Valparaíso, Concón, Quilpué, Villa Alemana and neighboring communes, and whether the network is available has to be checked by address; without it, people cook and heat with gas cylinders or electricity (cylinder prices were not checked here).

Since 2006, about half of Chilean students have not reached the minimum level of competence in mathematics and about a third in reading; across the region as a whole the situation is worse, with more than 65% of such students. There are also strengths: the share of “resilient” students (children from the most disadvantaged groups with a result higher than 75% of their peers) is above the OECD average for Chile, and the lowest income quintile improved significantly in mathematics by 2018. The gender gap in mathematics and science grew again after the pandemic. For a family this means that the average Chilean school is strong by Latin American standards and weak by European ones, and the spread between schools is larger than the spread between countries - choose a specific school, not “schools in Chile”.

In Viña del Mar, by the addresses in the registry cards: the public Hospital Doctor Gustavo Fricke (Álvarez 1532), Clínica Ciudad del Mar (13 Norte 635), Hospital Naval Almirante Nef (Subida Alessandri), Clínica Miraflores (Los Fresnos 276). By name, Clínica Reñaca, Hospital Clínico Viña del Mar and Hospital Clínico IST Viña del Mar also belong there. Nearby in Valparaíso are Hospital Carlos Van Buren and Clínica Valparaíso, and in Quilpué, Hospital de Quilpué. There is no separate children's hospital in the registry of accredited facilities of the region, unlike Santiago, where there are three; there is the Instituto Teletón Valparaíso (children's rehabilitation, outpatient). Which children's departments operate inside the large hospitals is not shown by the registry and has to be checked at the clinics themselves.

Fonasa states explicitly that it excludes no one living in the country - regardless of age, income level, number of dependants, pre-existing conditions and country of origin. The contribution is 7% of taxable income, with no extra charge for dependants. Since September 2022, Copago Cero has been in effect: in the public network (clinics, outpatient centers, rural health posts, public hospitals), appointments and treatment are free for all four groups. The groups were updated on 1 May 2026 under Law 21.830 and differ only in the right to buy vouchers (bonos) for treatment with private doctors under a contract with Fonasa: group B - income up to 553,553 pesos, C - from 553,554 to 808,187, D - over 808,188; with three or more dependants, a person moves down one group. Group A is treated only in the public network. The private alternative is isapre: the same mandatory 7% contribution goes to a private fund, but the price of a specific plan is set by the insurer and is usually above 7%, and the difference is paid out of pocket. The practical conclusion for a family: basic coverage in Chile exists from the first day of legal stay and does not depend on citizenship, and isapre is about speed and choice of clinic, not about access to medicine in general. We did not verify the price of a specific isapre plan - it has to be calculated from your own income and family composition.

The fire of 2–3 February 2024 in the communes of Viña del Mar, Quilpué and Villa Alemana. The number of dead differs between official documents: MINVU (reconstruction report, data as of 31 July 2025) - 136 people, a document of the Chamber of Deputies commission - 137, an earlier document of the same commission - 135; so the figure cannot be considered final. Library of the National Congress (July 2025): according to CIREN, the fires affected 11,349 ha (427.8 ha of urban territory and 10,921 ha of rural; we did not check the figure directly against CONAF); 8,188 households and 21,229 people were affected, of them in Viña del Mar 5,751 households and 14,854 people; 8,541 dwellings were assessed, the summary lists 7,371 as fully destroyed, and in the total row of the table the “destroyed” column gives 7,580, so we write “more than 7 thousand”. Viña accounted for 71% of the damaged housing. The most affected sectors of Viña by number of households in reconstruction zones (5,025 in total in Viña): El Olivar 1,391, Los Almendros 973, Villa Independencia 927, Manuel Bustos 524, Monte Sinaí 363. Recovery is slow: according to MINVU on 31 July 2025, of 2,306 families participating in reconstruction in consolidated settlements, 876 homes were under construction, 114 were ready and 91 had been handed over. The conclusion for a family is direct: the fire went from the forest into residential neighborhoods on the hills, so when choosing housing, look on the map whether the area borders forest or overgrown slopes, and ask neighbors how the area was evacuated in 2024.

SHOA (the hydrographic service of the Chilean Navy) compiles maximum tsunami inundation maps (CITSU) for coastal cities; for the Valparaíso–Viña del Mar pair, the 2012 edition map applies, and under the law on the disaster response system such maps are mandatory for urban planning. SENAPRED publishes tsunami evacuation plans for the coastal localities of the region, and Viña del Mar is on the list as a separate line; by SENAPRED's definitions, such plans show evacuation zones, meeting points and safety zones. SENAPRED's rule: if the tremor is so strong that it is hard to stay on your feet and you are in the evacuation zone, go at once to high ground, a meeting point or a safety zone; the same if after the tremor the sea has unusually receded. The practical conclusion for a family: when choosing housing near the beach (the seafront, Reñaca by the water), check on the SENAPRED map whether the house is in the evacuation zone, and walk the route to a safe height with the children in advance. We did not find tsunami heights for specific streets in open text; they exist only in the map itself.

Report of the Homicide Prevention Center of the Ministry of Public Security for the first half of 2025: in the Valparaíso region 55 victims versus 62 a year earlier, 2.7 per 100k inhabitants for the half-year (Metropolitan Region 2.8). By commune: Viña del Mar 9, Valparaíso 11, San Antonio 6, Quilpué 5, Limache 4, San Felipe 4. If divided by the population from the 2024 census (our calculation), Viña comes to about 2.7 per 100k for the half-year and Valparaíso about 3.9. In the region, 41.8% of homicides involve firearms and 43.6% occur in a private home. These are absolute numbers for half a year; the report itself warns that half-year data should be read with caution, especially for communes with few victims, where random fluctuations distort the picture.

INE, first results of the 2024 census for the Valparaíso region (published 28 March 2025): Viña del Mar 334,871 people - the most populous commune in the region, Valparaíso 284,938, Quilpué 162,559, Concón 48,294; the whole region 1,896,053. The region's aging index (how many people aged 65+ there are per 100 children up to 14 years old) is 98.6 versus 79 for the country, meaning there are almost as many older people in the region as children. Viña, Valparaíso, Concón, Quilpué and Villa Alemana are treated in market statistics as a single agglomeration, Greater Valparaíso (this is how TOCTOC, for example, groups them in its rent study).
