Cali with its metropolitan area, 2025: 247,372 pesos per person, up from 238,265 in 2024, a 3.8% increase. For a family of four that is 989,488 pesos, about 296 dollars; the multiplication by four is ours. This is the minimum below which a family counts as extremely poor, not an actual supermarket bill. The figure is the 2025 annual average, and prices are higher by autumn 2026. The share of Cali residents in extreme poverty in 2025 was 6.0%.

The line includes food and minimal non-food spending, but not rent in Ciudad Jardín, a private school or a car, so it is a lower bound rather than the budget of a newly arrived family. In 2025, 19.7% of Cali residents were poor, against 23.6% in 2024. Average income per household member in Cali is 1,584,398 pesos a month (up 11.9% over the year), fifth among the 23 cities after Bogotá, Medellín, Manizales and Bucaramanga; about 6.3 million for a family of four, also our arithmetic. For tax purposes a resident is a person who was in the country continuously or intermittently for more than 183 calendar days, counting the days of arrival and departure, within any period of 365 consecutive days. If these days fall into two calendar years, the person is considered a resident from the second year. For citizens of Colombia there are separate criteria: half of income, property or assets in the country. Non-residents file a return on form 110. Our conclusion from two sources: the visa-free 180 days are counted by the Ministry per calendar year, while the tax threshold is counted over any 365 consecutive days, so someone who spends the end of one year and the beginning of the next in Colombia can become a tax resident without breaking any migration rules.

The statistics agency DANE, from the GEIH survey, data prepared for the 2026 minimum wage negotiations: for January–October 2025, employees earned an average of 2,158,174 pesos a month and the self-employed 1,384,199. In the 13 largest cities with their suburbs (Bogotá, Medellín, Cali and others) the figures are 2,575,541 and 1,911,991. Male employees: 2,209,324; female employees: 2,093,408. Caveats: this is cash income from the main job, an average, not a median, and it is for 2025: there is no more recent average in open sources. The distribution is more telling than the average: 48.9% of employed people in 2025 earned less than that year's minimum wage (1,423,500 pesos), and another 10.3% exactly the minimum wage. The minimum wage for 2026 is 1,750,905 pesos a month: it was set provisionally by Decreto 0159 of 19 February 2026, until the Council of State rules on case 0004-2026, so the amount may change. According to Valora Analitik of 8 September 2026 (calculations by Universidad de los Andes professor Sergio Cabrales on June 2026 data): the costo unitario, that is, the price per kWh for stratum 4, ranged from 840 to 1,046 pesos among Colombian companies, and EMCALI (Empresas Municipales de Cali) at 868.6 pesos per kWh was among the cheapest, together with EEP Cartago (857.4) and Air-e (840.2). Stratum 4 neither receives subsidies nor pays a surcharge, so its price is the base: strata 1-3 pay less, strata 5-6 more. Our arithmetic: 300 kWh a month at the stratum 4 price costs about 260,580 pesos, roughly 78 dollars. This is not an EMCALI bill: the price is for June 2026, the tariff changes every month, and we did not open the EMCALI tariff table with subsidies and surcharges by stratum, as the company website shows it only through JavaScript. We also did not find EMCALI's water tariffs or the Gases de Occidente gas tariff.

The page does not name Belarus, Armenia, Kyrgyzstan and Turkmenistan at all; Uzbekistan and Tajikistan appear only in the list of countries with a transit visa. So they are not on the visa-free lists, and under the general rule a visitor visa is needed; check the conditions for your passport with a Colombian consulate. Citizens of Uzbekistan and Tajikistan need a visa even for a layover at a Colombian airport. During a visa-free stay you may not receive payment from Colombian employers. For remote workers with a visa-free passport the Ministry says directly: you can enter without a visa with the permission of the migration service and stay up to 90 days, extendable to a maximum of 180 days per calendar year, if there is no payment from Colombian companies.

Colombian Ministry of Foreign Affairs, visitor visa V, category Nómada Digital: for remote work from Colombia exclusively for foreign companies, as an employee or freelancer, or for launching a digital startup. Requirements: a passport of a country exempt from a visa for short stays, a letter from the foreign company about the nature of the work and pay (or a contract, or proof of co-ownership of the company), bank statements showing income of at least three minimum wages for the last 3 months, a health insurance policy for the whole stay covering illness, pregnancy, hospitalization and repatriation. The 2026 minimum wage is 1,750,905 pesos (decree 0159 of 19 February 2026), so the threshold is 5,252,715 pesos a month. The term is up to two years; family members can be registered as beneficiaries. Working for Colombian companies is not allowed. Important for residency plans: in the Ministry’s table, time on visa V does not count toward the period for the permanent visa R; only M visas count.

The migrant visa M is issued for up to three years to those who plan to settle; it lapses if you leave for more than 180 consecutive days. The permanent visa R by accumulated time: 5 years on M Trabajador, Socio, Profesional Independiente, Pensionado, Inversionista and other visas; 3 years for the spouse of a Colombian; 2 years for parents of a Colombian, citizens of Mercosur and the Andean Community. Continuity counts only if the new visa is issued before the old one expires; a temporary salvoconducto pass does not close the gap. M Pensionado - a pension of at least three minimum wages; you may not work and may not join the public health insurance. M Inversionista - an apartment in your own name worth at least 350 minimum wages (612,816,750 pesos in 2026) or direct investment of more than 650 wages. Visa R gives an open right to work, is renewed every 5 years, and is lost if you spend two years in a row outside the country. Even when the required period has been completed, visa R, according to the Ministry, is not issued automatically.
You need visa R and five years of continuous residence in the country, two years for spouses of Colombians and parents of Colombian children. Plus an exam on the constitution and Spanish.

The period is shortened to two years for spouses and permanent partners of Colombians, for parents of Colombian children and for citizens of Spain. Leaving the country for a year or more interrupts the period. The exam on the constitution, history, culture and geography and on Spanish (if it is not your native language) can be taken up to two times; those who graduated from a school or university in Colombia are exempt from it. Minor children with a visa R as beneficiaries can be included in a parent’s application. All migration documents must be valid until the end of the procedure; Migración Colombia may check the address. The page does not specify whether years on an M visa count toward these five years or whether the count starts from the issue of visa R. In the second case the path for a family without Colombian relatives takes about 10 years: 5 years on an M visa before visa R and another 5 years with it.

According to ConsultorSalud, the World's Best Hospitals 2026 ranking by Newsweek and Statista assessed 2,530 hospitals in 32 countries and singled out the 250 best in the world. Fundación Valle del Lili in Cali was named the best hospital in Colombia for the fifth year in a row and ranks 126th in the world, 23 places higher than a year earlier. In the Brand Finance Global Top 250 Hospitals 2026 ranking it is 45th in the world among academic medical centres. These are commercial rankings, not government ones. How to get into the clinic, through an EPS or private insurance, is a country question covered in the facts on Colombia. We did not check other clinics in the city, such as Imbanaco.

Decreto 2353 of 2015, article 17: participation in the Sistema General de Seguridad Social en Salud is mandatory for all residents of Colombia, except for special regimes. The contributory regime (contributivo), where contributions are paid by the person or the employer, includes foreign residents with a Colombian employment contract, as well as independent workers and rentiers. The document for registering a foreigner is a cédula de extranjería, a passport, a diplomatic card or a salvoconducto. At the same time, the Ministry requires a private policy for the whole term for the digital nomad visa, and the M Pensionado visa does not allow joining the public system unless there is an intergovernmental agreement. We do not give contribution amounts in this fact: they are not on the pages we opened.
According to Ministry of Defense open data, Cali had 1,068 homicides in 2025 against 950 in 2024. In January-August 2026 there were 766, 17% more than in the same period of 2025.

The HOMICIDIO dataset of the Colombian Ministry of Defense on datos.gov.co (police data, counting victims), municipality of Cali, our sums from an API query on 6 October 2026: 2024 - 950, 2025 - 1,068, January-August 2026 - 766 against 657 for January-August 2025. For comparison, the same dataset gives 333 for Medellín and 360 for Cartagena in 2025. We did not calculate a rate per 100 thousand residents because we did not open the DANE population projection. We have not yet collected a breakdown by neighborhood or data on natural hazards.

Aerocivil open data "Transporte Aéreo Comercial - Tráfico Origen-Destino", our sums from an API query for airport code CLO for 2025 (departures and arrivals): 5,204,583 passengers on domestic routes and 1,186,206 on international ones, about 6.39 million in total. These are passengers by origin-destination pair, including trips with connections. The largest international destinations from Cali on scheduled flights: Madrid (112 thousand), Panama (56 thousand), Miami (56 thousand), Santiago de Chile (51 thousand), Fort Lauderdale (42 thousand). According to a notice from the former concessionaire Aerocali, its concession ended on 31 August 2025, and since 1 September 2025 the airport has been run by Aerocivil. For comparison, the same dataset gives 13.3 million for the Medellín airport, while the operator reports 14.6 million, so the dataset may understate the total.
There is no winter: in the coolest month, November, it averages 19 degrees at night and 28.8 during the day, in August 18.5 and 30.9. The difference between months is about 2 degrees.

The average minimum ranges from 18.0 degrees in July to 19.4 in April, the average maximum from 28.8 in November to 30.9 in August. According to the IDEAM table for Alfonso Bonilla Aragón airport, which lies outside the city in the valley, the days are hotter: average maximum 30.9-33.0 degrees, monthly mean temperature 23.2-24.2; that page is dated 2000. The seasons here differ by rain, not by temperature.
In the city about 1,485 mm a year and 166 rainy days. Two wet seasons, March-May and October-November; driest in July-August.

The total is 1,485 mm and 166 rainy days; this is our sum. At the airport outside the city it is noticeably drier according to the IDEAM table: the monthly values add up to about 909 mm and 141 rainy days. The wettest month in the city is April, the driest July.
Tigo sells home internet at 200-500 Mbit/s for 60,900-75,900 pesos a month (strata 1-3, VAT included). On cable the upload is only 12-15 Mbit/s, on fibre 100-250.

On the HFC cable network the upload is 12-15 Mbit/s, on GPON fibre 100-250 Mbit/s at the same price. The same document names Cali among the cities where Tigo has an HFC network. For remote work the upload matters: which network a building has, cable or fibre, is checked by address before signing a lease. Prices as of October 2025, tariffs are indexed annually; we did not compare other providers.
