Apartments with three or more bedrooms: 18 listings, from 96,000 to 347,664, median 191,761, about 1554 dollars per m²; almost half of them in the parish of Huayna Cápac (8). These are asking prices of one agency, not transactions; the sample is small.
A three-bedroom apartment on RE/MAX listings is 350-540 dollars a month, a furnished two-bedroom up to 720. There are few listings, only 8 apartments.

Three bedrooms: 350 (Bellavista, 180 m²), 350 (Monay, 170 m²), 380 (Yanuncay, near Isabel la Católica), 440 (San Joaquín, 93 m²), 540 (San Joaquín, furnished and equipped). Two bedrooms: 450 (Monay) and 720 (furnished, San Sebastián, near Ordóñez Lasso avenue); a furnished studio in Yanuncay is 550. The median of all eight is 445. Houses: 590 for a 5-bedroom house in Totoracocha, 900 for a 4-bedroom house in Challuabamba, 3000 for a residence in Ricaurte. The sample is too small for a reliable figure, and the big portals (Plusvalía, Properati) are closed to automated reading. For comparison: in INEC's official basket for August 2026, rent for a family of four in Cuenca is 219 dollars, the highest of the ten cities in the basket (175 in Quito).

The "food and drinks" group for Cuenca is 362.22 dollars a month: meat, chicken and fish 78.48, non-alcoholic drinks 96.40, cereals 38.65, dairy and eggs 34.03, vegetables 21.45, fruit 18.61, food away from home 41.84, and other items. In Quito the same group is 372.19, the national average 357.44. This is a basic basket built around a family living on wages; the real spending of an incoming family is usually higher. The CFBC basket was introduced in 2026 to replace the old CFB and is not comparable with earlier values.

INEC, bulletin on income poverty for December 2025: the poverty line is 92.40 dollars a month per person; for a family of four this is 369.60 dollars - our multiplication. The line is the same for the whole country; there is no separate figure for Cuenca; INEC had not published the newer value (June 2026) as of 6 October 2026. A second benchmark is the basic consumption basket for a family of four (CFBC) for August 2026: in Cuenca 894.28 dollars a month, the highest of the ten cities in the basket (Quito 846.47, Guayaquil 840.75, nationally 828.06). The difference comes mainly from housing: the "housing and utilities" group in Cuenca is 325.20, of which rent 219.10 and basic utilities 34.49; education is also dearer - 40.14 against 26.88 in Quito. Market rents are not included in either figure.

Central Bank of Ecuador: on 9 January 2000 the country adopted the US dollar as legal tender in place of the sucre; the BCE stopped issuing a national currency and only mints its own fractional coins. So prices, wages and rents are in dollars, and there is no risk of a local currency devaluation. The currency outflow tax ISD, per the SRI tax service page: a 5% rate on transfers and payments abroad. Cash carried out of the country is exempt up to three SBU per adult, 1446 dollars in 2026, plus one SBU for each accompanying child. Card purchases and cash withdrawals abroad are exempt up to 5188.26 dollars a year (2025-2027), taxed above that. A non-resident foreigner who stayed no more than 90 days and declared the money brought in can take it out tax-free.
A foreigner with a visa can import household goods duty-free as menaje de casa. A car or motorcycle can be brought this way only by Ecuadorian citizens.

SENAE customs page on gob.ec: menaje de casa means furnishings and utensils for a family's daily life; it includes a car or motorcycle, but only for Ecuadorian citizens. Foreigners may clear menaje if they hold a visa. Such goods enter free of all foreign trade taxes (Art. 125 of the COPCI code and Art. 212 of its regulation). Required: an inspection request, a sworn declaration of the goods, an invoice or equivalent; a foreigner files through a customs agent, and the inspection takes place in their presence. No customs fee is charged, but transport, storage and the agent cost money. The same page has a condition of having lived abroad for more than two years - it is written for returning Ecuadorians, and the page does not say directly whether it applies to foreigners. We did not check the rules for foreigners importing cars outside menaje.
Electricity is 0.091-0.105 dollars per kWh by block plus 1.41 a month. 300 kWh comes to about 30 dollars before the street lighting and fire service charges.

Tariff schedule ARCONEL-009/2026, published in the Registro Oficial on 30 September 2026, in force for October-December 2026; the table is shared by several companies in the highland part of the country, including CENTROSUR, whose head office (matriz) is in Cuenca. Residential category, per kWh: 1-50 - 0.091 dollars; 51-100 - 0.093; 101-150 - 0.095; 151-200 - 0.097; 201-250 - 0.099; 251-300 - 0.101; 301-350 - 0.103; 351-500 - 0.105; 501-700 - 0.1285; 701-1000 - 0.145; and further up to 0.6812. The service charge is 1.414 dollars a month. The blocks are cumulative, as in El Diario's example for the same tariff. Our arithmetic, not a CENTROSUR bill: 300 kWh = 28.80 + 1.41 = 30.21 dollars; 150 kWh = 13.95 + 1.41 = 15.36. The first blocks in Cuenca are dearer than in Quito (0.078-0.083 there). The bill does include street lighting and fire service charges; we did not check their size. We did not find piped gas or the price of bottled gas.
Water is 0.60 dollars per m³ up to 10 m³, then 0.70, plus 3.32 a month; sewerage is half the water bill. 15 m³ comes to about 19 dollars (2024 tariff).

Residential category: fixed charge 3.32 dollars a month, variable charge per m³: 0-10 m³ - 0.60; 11-25 - 0.70; 26-40 - 0.83; above 40 - 0.89. Sewerage costs 50% of the amount billed for water. ETAPA says the cost of water is 0.70 per m³ and it subsidises the first 10 m³. Our arithmetic, not an ETAPA bill, counting the blocks cumulatively: 15 m³ = 10 × 0.60 + 5 × 0.70 = 9.50, plus 3.32 = 12.82 for water; sewerage at 50% of that is 6.41; total about 19.23 dollars. If the 50% is taken only from the per-cubic-metre charge, it comes to 17.57; the brochure does not say directly. Pensioners and people with disabilities get a discount. The tariff is more than two years old, so the estimate is weak.

Permanent (indefinite) residence: on application, once the person has lived on temporary residence for at least 21 continuous months; the application must be filed before the current visa expires; an Ecuadorian criminal record certificate and documents on the grounds for the temporary visa are required; the fee is 50 + 225 dollars. Citizenship (carta de naturalización): under the Human Mobility Law, after three years of lawful and continuous residence, and per the ministry's page, with permanent residence and domicile in Ecuador for at least three years on the date of application. Requirements include age 18 or over, an exam on the history, geography and culture of Ecuador, the ability to speak and write Spanish, lawful means of support and an interview; the fee is 50 + 350 dollars, applications in person. During the first three years of permanent residence, absences may not exceed 180 days a year, otherwise the period is interrupted. In total, 21 months of temporary plus 3 years of permanent residence is at least 4 years and 9 months - our count. The Constitution (Art. 6) states plainly that Ecuadorian nationality is not lost on acquiring another.
Anyone born in Ecuador is Ecuadorian by birth, whatever the parents' citizenship. This is written in Article 7 of the Constitution.

The Ecuadorian Foreign Ministry's list of "countries that must present a visa on entry" as of 6 October 2026: it has 45 countries, and from the former USSR only Uzbekistan, Tajikistan and Kyrgyzstan; Russia, Ukraine, Belarus, Kazakhstan, Armenia, Georgia and Azerbaijan are not on it, so their citizens enter as visa-free tourists. The length of stay under Article 56 of the Human Mobility Law, quoted on the ministry's gob.ec page: up to 90 days within a year from the first entry, extendable once by up to 90 more days on application and payment. The UK Foreign Office adds that the extension must be arranged before the first 90 days run out, otherwise there is a fine on exit. Tourists may not work. Since 11 January 2024, anyone entering by land or river from Peru or Colombia must show an apostilled criminal record certificate covering the last 5 years (it can be replaced by a check in the SIMIEC database); there is no such requirement when arriving by air. The passport must be valid for another 6 months.
Without local work: rentista, retiree or remote worker with income of at least 3 basic wages, 1446 dollars a month, plus 250 per family member. The visa is for 2 years.

Jubilado: a pension from abroad of at least three SBU. Digital nomad visa (rentista for remote work): income from abroad of at least three SBU a month for the three months before applying, or 36 SBU over a year, plus documents showing work for a foreign employer or client; according to Ministry of Tourism letters, citizens of all countries may apply. For all three: health insurance for the whole visa period with cover in Ecuador, a criminal record certificate for 5 years with an apostille, a passport valid for 6 months, and an extra 250 dollars of monthly income for each family member. The SBU in 2026 is 482 dollars (Ministry of Labour), three SBU is 1446 dollars; the tax service SRI gives the same amount. For a family of four this comes to 1446 + 3 × 250 = 2196 dollars a month - our calculation. Applications are online only, in the e-VISAS system; the fee is 50 dollars for the application and 270 for the visa, with a 50% discount from age 65. Temporary residence is granted for 2 years and by law can be renewed once.

In the news on the same page: the hospital bought 9 new intensive care beds, 7 for the adult and 2 for the paediatric ICU, and a working CT scanner will serve more than 700 patients a week. The number of beds and the list of specialties are not given on the page. According to the UK Foreign Office, public healthcare is free for foreigners too, but with queues and shortages of medicines (see the country fact). We did not check private clinics in Cuenca.

According to the UK Foreign Office advice (updated 2 October 2026): Ecuador's public health system gives locals and foreigners the same care free of charge, but it is currently struggling - delays in getting appointments and limited access to medicines due to lack of funds, rising demand and staff shortages. Private treatment can be very expensive, and private hospitals require a credit card guarantee on admission. Standards of care and access to specialists drop sharply outside the big cities. The emergency number is 911, and there is an ECU 911 app. For temporary residence the Ecuadorian Foreign Ministry requires health insurance for the whole visa period. We did not check private insurance prices.
Cuenca is not in the state of emergency zone from 15 Sep 2026: in Azuay province only the canton of Camilo Ponce Enríquez is included. Forest fires are frequent in Azuay.

Cuenca, like several other cities, has a tourist police unit. Forest fires are frequent in the provinces of Pichincha, Loja, Azuay and Cotopaxi due to heat, wind, drought and arson; in case of fire call 911. The risk of earthquakes, according to the same advice, is high throughout the country. We did not find official homicide statistics for Cuenca.

UK Foreign Office, advice updated 2 October 2026: for security reasons the government of Ecuador declared a 60-day state of emergency from 15 September in the provinces of Guayas, Manabí, Santa Elena, Los Ríos, El Oro, Pichincha, Esmeraldas and Santo Domingo de los Tsáchilas, and in the cantons of La Maná (Cotopaxi), Las Naves (Bolívar) and Camilo Ponce Enríquez (Azuay). This means more police and soldiers on the streets and extra checks on the roads. A curfew from midnight to 5 am from 17 to 30 September applied only in El Oro, Guayas, Los Ríos and Manabí. Since March 2023 criminal gangs have set off small explosions and made false bomb threats in Quito and Guayaquil. This time we did not find comparable official homicide statistics by city.

Cuenca airport website (CORPAC): Mariscal La Mar airport is at Avenida España and Avenida Elia Liut in Cuenca; local flights take about 55 minutes from Quito and 35 minutes from Guayaquil. Technical data: runway 1900 × 36 m, threshold elevations 8256 and 8306 feet, that is about 2516-2532 m - our conversion; the airport operates from 6:00 to 21:30 local time, on Fridays until 22:00. There is no text list of airlines or timetable on the site, and we did not confirm any direct international flights. For long-haul flights, Quito and Guayaquil remain.
In June-August nights are 9-10 degrees and days 19-20. These are the coolest months; the rest of the year days are 20-22 and nights 10-11.

About 880 mm a year, and it rains often: 12 to 21 days a month. Driest in July-August (20-28 mm), wettest in March-April.
