Almost all apartments are new complexes in the north of the city: Temozón Norte (87 listings), Montes de Amé (43), Montebello (24). One Altabrisa listing appears twice on the first page. These are asking prices, not contracts; we did not cross-check Inmuebles24, Lamudi or Vivanuncios. We did not count house rentals separately, which families in Mérida also often choose.

For a family of four, 19,621.32 pesos a month: this is our multiplication by four. No separate value is published for Mérida: this is the average for urban residents of the country, the same figure as for Mexico City and Playa del Carmen. By the atlas's definition the line does not include rent; the bulletin does not spell out how housing is accounted for in the non-food basket, so the figure should be read as a lower bound. For comparison, INEGI ENIGH 2024: average current monetary spending per household in Yucatán is 51,255 pesos per quarter (about 17,100 a month, our division), 47,674 nationwide. The median two-bedroom rental in listings in Mérida is about 16,750 pesos a month; the real budget of a relocating family with rent, school, insurance and summer air conditioning is well above the poverty line.

Código Fiscal de la Federación, Article 9: individuals who have established a home (casa habitación) in Mexico are considered tax residents. If a person also has a home in another country, they are considered a Mexican resident if their centre of vital interests is here: more than 50% of total income in the calendar year from Mexican sources, or the main place of professional activity is here. Reglamento, Article 5: temporary stay in tourist accommodation does not mean that the person has established a home in Mexico. A Mexican citizen is considered a resident by default. The SAT issues a tax residency certificate (constancia); for it you must be an active taxpayer in the RFC register and obtain a positive opinion on compliance with obligations. Not verified: income tax (ISR) rates, tax rules for income from foreign employers and remote work, the operation of double taxation treaties (we did not check the treaty with Russia); these questions are best settled with a local accountant.

The social insurance institute IMSS calculates the average salary on which contributions are paid (salario base de cotización) across all officially registered jobs. In May 2026 it was 671.3 pesos a day, an all-time record for the indicator (a release of the Secretariat of Labor, STPS, of 9 June 2026). Per month that is about 20,400 pesos, our multiplication by 30.4. Caveats: this covers only the formal sector, while informally, according to INEGI, 55.1% of employed people work; the contribution base includes proportional shares of bonuses and vacation pay, and the amount is before deductions; it is an average, not a median. Across all working people the picture is different: according to the ENOE survey in Q2 2026, 46.5% of employed people earn no more than one minimum wage, and another 31.6% earn between one and two. The minimum wage from 1 January 2026 (CONASAMI, published in the DOF on 9 December 2025): 315.04 pesos a day nationwide and 440.87 in the zone along the US border, that is, about 9,580 and 13,400 pesos a month. In dollars at the end-of-September 2026 rate (17.74): the IMSS average is about 1,150, the minimum wage about 540.

JAPAY household tariff, in force from 1 February 2026, amounts tied to the UMA (117.31 pesos). The charge up to 20 m³ is flat and depends on the zone: zone 1 - up to 3 m³ 67 pesos, 3-10 m³ 82, 10-15 m³ 99, 15-20 m³ 107; zone 2 - 83, 88, 102 and 107; zone 3 - 90, 97, 104 and 107. From 21 m³ each cubic meter is charged by steps common to all zones: 21-40 m³ - 6.67 pesos, 41-60 - 7.12, 61-80 - 8.15, 81-100 - 8.68, higher further on, above 600 m³ - 17.50. Sewerage, if the house is connected, is 50% of the water amount. Example, arithmetic on the tariff, not anyone's bill: 15 m³ costs 99 pesos in zone 1 and 104 in zone 3, with sewerage 148.50 and 156. The tariff page does not say over what period the volume is counted, one month or two, nor how zones are assigned to neighborhoods. Supply is not always stable: on 31 May 2026 a power failure stopped the Mérida I water treatment plant, and JAPAY warned of low pressure or no water in 94 neighborhoods.

The Comisión Nacional de Energía publishes maximum LP gas prices by region and municipality every week, VAT included. For Mérida (region 208, together with most municipalities of Yucatán), for the week from 27 September to 3 October 2026: 20.66 pesos per kilogram and 11.16 per liter. This is a cap; a seller's actual price may be lower. Arithmetic at the cap: a 10 kg cylinder about 207 pesos, 20 kg about 413, 30 kg about 620. For comparison, in Mexico City that week it was 20.10 pesos per kg. Mérida needs no heating; gas is used for cooking and water heating; how many cylinders a family uses was not checked. We did not find piped gas to homes.
Yucatán has the hot-climate CFE tariffs 1C and 1D: cheap kWh up to 850-1000 a month, summer relief until 31 October. 1000 kWh over two months on 1D costs 2255 pesos.

Electricity is sold only by the state company CFE; the tariff class depends on the summer temperature of the place and is printed on the bill. A Yucatán state deputy (Riviera Maya News, July 2025): the state has tariffs 1C and 1D, and a house consuming 1000 kWh over two months pays 2255 pesos on 1D, while on tariff 1F it would pay 1146; he proposed moving the state to 1F. Expat residents wrote in 2008 that Mérida is on tariff 1C (Yucatán Living); we did not check the current class by neighborhood. The threshold above which a house is moved to the expensive unsubsidized DAC tariff, by average consumption over 12 months: 850 kWh a month for 1C and 1000 for 1D (recibo-de-luz.com.mx). The summer relief period on the peninsula in 2026, according to the same site, lasts until 31 October. We did not compute a 300 kWh sample bill: the steps of tariffs 1C and 1D for 2026 are not in the sources available to us, and the CFE page does not open from our network. Practical takeaway: because of air conditioning, the electricity bill in Mérida depends heavily on the season; ask the owner for recent bills and check that the house has not been moved to DAC.

Ley de Migración, Article 54, paragraph V: permanent resident status is granted when four years have passed since receiving the temporary residence permit. The INM confirms this in the status-change form, which lists other options too: a points system and pensioners with sufficient income from abroad. Paragraphs VI and VII of the same article grant permanent status straight away to anyone who has children who are Mexican by birth, and to relatives of a Mexican by birth in the direct line up to the second degree; in the DOF visa rules this is the family-based permanent resident visa (for parents, minor children and minor siblings of a Mexican). Under the same rules, the spouse or partner of a Mexican gets a temporary resident visa; article 55 explicitly provides the switch to permanent status after two years of a continuing marriage for spouses of permanent residents, but we found no such rule in the law for spouses of Mexicans. For a pensioner applying directly for a permanent residence visa at a consulate, the DOF rules say: a pension of more than 1,140 UMA a month for 6 months (about 133,700 pesos at the 2026 UMA) or a balance from 45,850 UMA for 12 months (about 5.38 million pesos), this is our conversion. Citizenship: SRE form DNN-3, naturalisation by residence requires five years with a temporary or permanent resident card (under article 20 of the nationality law two years are enough for anyone with children who are Mexican by birth and for natives of Latin America and the Iberian Peninsula, and for the spouse of a Mexican two years of married life together in Mexico), and the card must still be valid for at least six months after filing. Needed: a certificate of no criminal record, a report of departures from the country, an exam in Spanish, in the country's history and in integration into the culture (children and people over 60 take only Spanish). Years of a student's temporary residence do not count towards citizenship. The validity of a temporary resident card is 1–4 years.
Russians need the SAE electronic visa: apply online, entry by air only, single entry. Stay up to 180 days. Visa validity: 30 or 180 days, the sources disagree.

SRE page on the electronic visa: it is currently issued to citizens of Russia and Ukraine, tourists, visitors without the right to paid work. Procedure: fill in the form on the site (the passport must be valid) and print the authorisation; the airline checks it online. The SRE page gives a validity of 30 days from issue, one trip, not valid for entry by land. The visa rules of 25 July 2025 (DOF) and the Ventanilla Única page of 14 November 2025 say otherwise: the electronic visa is valid for 180 days, one trip, by air only; a visitor's stay without the right to work is up to 180 days. The INM form states 30 days. Which period is correct must be checked at the time of application. We did not check the amount of the fee under Article 22 of the fees law. Note: the country description in the atlas itself says “visa-free entry”, and this contradicts the open official pages, where Russians are listed among those who need an electronic visa.

Visa rules (DOF of 25 July 2025), temporary resident visa for those who want to stay longer than 180 days but no more than 4 years. It is filed at a Mexican consulate abroad, the decision comes within 10 working days, the visa is valid for 180 days, one trip. Proof of funds: either an average monthly balance in an account or investments of at least 11,460 UMA over the last 12 months, or work or a pension with income after tax of more than 680 UMA a month over the last 6 months. The UMA for 2026 per INEGI is 117.31 pesos a day, so income is about 79,771 pesos a month (680 x 117.31) and the balance about 1,344,373 pesos (11,460 x 117.31); this is our conversion and is not tied to the exchange rate. A route by invitation from an organisation is also possible. Caveats: the document is dated July 2025 and no newer edition could be found, the additional amount for family members and the exact document package for a family were not checked in the source, consulates may ask for more, always check on the consulate's website.

Micole review of 4 September 2026 for the state of Yucatán, indicative monthly tuition (colegiatura) ranges: kindergarten 3000-8000 pesos, primary school 4000-12,000, secondary 5000-15,000, international schools and those with the International Baccalaureate 15,000-35,000. In addition, an enrollment fee (inscripción) is paid once a year, usually equal to one or one and a half monthly fees; with cafeteria, bus and activities, annual costs are 30-60% above the base tuition. As examples the review names Instituto Moderno Americano and Colegio Asbaje, but gives no prices for them. This is a state-wide guide without methodology, not data on specific schools; we did not check the admission rules for foreign children.
According to INEGI, Mérida has 13 private medical facilities with 337 beds (2025). Guadalajara, for comparison, has 76 and 1473. Public hospitals not counted.

Official IMSS page: Seguro de Salud para la Familia can be taken out by any person and their family if they have no social insurance with another state institution; it is arranged through IMSS Digital or at an IMSS office, an ID, general data and a medical questionnaire are required, and the annual contribution for each person is paid in advance. The 2025 rates run from 8,900 pesos for a child up to 19 years to 21,300 for a person aged 80 and over; for Mexico City they are the same as nationwide. Caveats: the official page does not say whether a foreigner needs proof of residence status and a CURP, or which illnesses may not be covered in the first months; we did not check private hospitals and insurance (gastos médicos mayores) and found no prices for them, so the question of insurance for a family remains partly open. The 2026 rates as reported by the press are given in the city-level fact on healthcare.
The last strong hit was Isidore in September 2002: it made landfall as a category 3 near Telchac, and its eyewall passed over Mérida. Milton in 2024 passed by at sea.

Reports of the US National Hurricane Center (NHC). Isidore: made landfall on the north coast of Yucatán near Puerto Telchac on 22 September 2002 as a category 3 hurricane (110 knots), then meandered for 24-36 hours over the north of the peninsula and weakened. The western eyewall passed through Mérida, where a pressure of 969.9 hPa and gusts up to 70 knots were measured around 23:50 UTC on 22 September. In Mérida two people died indirectly (electrocution from a downed power line and a car crash); in Yucatán agriculture and cattle farming were severely damaged, and many houses and power lines were damaged. Milton (October 2024): at peak strength, 155 knots, its center was about 85 nautical miles northwest of Mérida, then it passed 35-50 miles off the northwestern coast; hurricane-force winds stayed offshore, the north of the peninsula had tropical storm conditions, and the state of Yucatán received 100-150 mm of rain, with a maximum of 220 mm in Dzilam. We did not compile a full list of storms near Mérida.
In June 2026, 38.2% of adults in Mérida felt unsafe versus 59.8% nationwide. Homicides in 2024: 33, about 3 per 100,000 residents.

Our count from INEGI open data on deaths registered in 2024 (type 'homicidio', place - the municipality of Mérida, year of occurrence 2024): 33 homicides, 3.3 per 100,000 residents by the 2020 census (995,129); all of Yucatán 63, 2.7 per 100,000. For comparison, by the same method: the municipality of Guadalajara - 25.0 per 100,000. Deaths of 2024 registered later are not included, and the population has grown since 2020. Grupo Aeroportuario del Sureste (ASUR) report of 8 September 2026: Mérida airport handled 374,375 passengers in August 2026, 6.9% more than a year earlier; 339,227 domestic and 35,148 international. From the start of 2026 through August: 2,739,431 passengers. Route calculation on OpenStreetMap maps (OSRM engine) from Plaza Grande in the center to the airport: 7.3 km and 9 minutes on a free road. For comparison, the same company's Cancún airport handled 2.1 million passengers in August. We did not check flight or train schedules.
The hottest month is May: on average 36.1 degrees by day and 21.3 at night. From April to September the mean maximum is 34-36 degrees.
