The report describes the apartment as 65 m², while the caption of one chart says 50 m²: the document does not explain which size is correct. The report has no separate figures for individual colonias (Roma, Condesa, Polanco, Del Valle, Narvarte), so these are alcaldía figures, and colonias within them can differ noticeably. These are asking prices from listings, not signed contracts, and they are almost a year old: figures for the end of 2026 are higher.

A HolaNeo survey from March 2026 gives monthly rent ranges for a two-bedroom apartment: Condesa 18–28 thousand pesos, Roma 16–25, Polanco 25–45, Del Valle 12–20, Narvarte 10–16, Coyoacán 11–18. The survey does not name the source of its figures. Checking against other open pages shows that the low end of the ranges is too low: Home del Valle in September 2026 puts rent in Del Valle at about 246 pesos per m² per month, that is roughly 19,680 for 80 m², and in Narvarte in August 2026 at about 244 per m², roughly 19,520 for 80 m². And according to the Inmuebles24 index (October 2025), the average for the whole Benito Juárez alcaldía is 19,402. So for Del Valle and Narvarte it is more reasonable to budget 18–24 thousand rather than 10–16. All figures are asking prices from listings; contract prices are lower.

Inmuebles24 index for October 2025: the average two-bedroom apartment of 65 m² costs 3.42 million pesos, a three-bedroom of 100 m² 4.64 million. The average price per metre for the city is 49,546 pesos, down 1.1% over 2025. By alcaldía, pesos per m²: Miguel Hidalgo (Polanco) 68,489, Cuauhtémoc (Roma, Condesa) 62,785, Benito Juárez (Del Valle, Narvarte) 48,475, Coyoacán 37,795. The most expensive is the Bosques de Chapultepec colonia (116,424) and its neighbours. These are listing prices, not sale prices, and they are for October 2025. For a family, the district matters more than the city average.

Narvarte, August 2026 data (224 listings): 53,219 per m² for a 6–20-year-old building, 53,000 for new, 55,000 for old. So an 80 m² apartment in these colonias costs about 4.2–4.3 million pesos according to these surveys. Vait AI as of 19 July 2026 gives different figures, but for a narrow set of verified new builds: the median in Del Valle Centro is 5.51 million pesos and 91,012 per m² (median area 61 m²), in Del Valle Norte 7.28 million and 67,283 per m² (107 m²). The difference of 1.5–1.7 times is explained by the second source counting only new projects. All of this is listing prices; actual sales are lower.

INEGI calculates the extreme poverty line by income (the cost of a food basket) per person per month, separately for urban and rural areas, for the country as a whole. August 2026, urban: 2,562.58 pesos, up 4.5% over the year against overall inflation of 3.3%. For a family of four people 10,250.32 pesos: this is our multiplication by four. This is the minimum set of food at which income is considered sufficient, not an actual supermarket receipt. The figure is for Mexico as a whole for urban residents, there is no separate value for Mexico City. In June 2026 the basket was 2,553.37, in July 2,545.72. Food had the largest effect on price growth (60.3% of the annual growth of the poverty line).

This is the official threshold below which income does not cover food, clothing, transport and so on; it does not include rent, as the atlas defines it, but the bulletin does not spell out what exactly is in the non-food basket and how housing is accounted for in it, so the figure should be treated as a lower bound. The real budget of a Russian-speaking family in Mexico City that rents a two-bedroom in Del Valle for 18–24 thousand, pays 4–15 thousand for private school per child and buys insurance is noticeably higher than this line. Annual growth of the line is 3.9% against inflation of 3.3%.

If a person also has a home in another country, they are considered a Mexican resident if their centre of vital interests is here: more than 50% of total income in the calendar year from Mexican sources, or the main place of professional activity is here. Reglamento, Article 5: temporary stay in tourist accommodation does not mean that the person has established a home in Mexico. A Mexican citizen is considered a resident by default. The SAT issues a tax residency certificate (constancia); for it you must be an active taxpayer in the RFC register and obtain a positive opinion on compliance with obligations. Not verified: income tax (ISR) rates, tax rules for income from foreign employers and remote work, the operation of double taxation treaties (we did not check the treaty with Russia); these questions are best settled with a local accountant.

The social insurance institute IMSS calculates the average salary on which contributions are paid (salario base de cotización) across all officially registered jobs. In May 2026 it was 671.3 pesos a day, an all-time record for the indicator (a release of the Secretariat of Labor, STPS, of 9 June 2026). Per month that is about 20,400 pesos, our multiplication by 30.4. Caveats: this covers only the formal sector, while informally, according to INEGI, 55.1% of employed people work; the contribution base includes proportional shares of bonuses and vacation pay, and the amount is before deductions; it is an average, not a median. Across all working people the picture is different: according to the ENOE survey in Q2 2026, 46.5% of employed people earn no more than one minimum wage, and another 31.6% earn between one and two. The minimum wage from 1 January 2026 (CONASAMI, published in the DOF on 9 December 2025): 315.04 pesos a day nationwide and 440.87 in the zone along the US border, that is, about 9,580 and 13,400 pesos a month. In dollars at the end-of-September 2026 rate (17.74): the IMSS average is about 1,150, the minimum wage about 540.

According to UnoTV's report on CFE tariffs for June 2026, domestic tariff 1: the first 75 kWh at 1.125 pesos, the next 65 kWh at 1.369, everything above at 4.004 pesos per kWh. The minimum payment is equivalent to 25 kWh per month. CFE tariffs change every month; one consumer site gives values of 1.136, 1.381 and 4.041 for September 2026, but this is not an official table. VAT, according to the same consumer site, is 16% (8% in the northern border strip). Which of the domestic tariffs (1, 1A–1F, DAC) is assigned to a particular home is determined by the region's average temperature and is shown on the bill; for high consumption there is a separate DAC tariff. The tariff page on the CFE site itself opened blank when checked, so the figures are taken from a news source, not from the official table.

According to Conagua data as reported by Expansión and N+: on 17 September 2026 the Cutzamala system was 85.29% full, on 23 September 86.45% (676.5 million m³). Monthly values for 2026: January 87.48%, February 83.20%, March 76.72%, April 51.98%, May 67.83%, June 69.51%, July 73.64%, August 81.05%. That is, at the end of the dry season the reserve fell by roughly half, and the rainy season restores it. Cutzamala supplies about 25% of the water of the Valley of Mexico (15 of 60 m³/s), the rest comes from the Lerma system, wells and springs. Not verified: a breakdown by colonia and alcaldía showing where water comes on a schedule (tandeo) or not at all could not be found in open official data, so water pressure and outages in a specific colonia should be asked about among the building's residents. In most buildings it is customary to keep tanks (cisterna, tinaco) in case of outages.

The Comisión Nacional de Energía publishes maximum LP gas prices every week by region and municipality, including VAT. For all 16 alcaldías of Mexico City (region 32, together with Valle de Chalco Solidaridad) for the week from 27 September to 3 October 2026: 20.10 pesos per kilogram and 10.85 pesos per litre (UnoTV reports the same values). The arithmetic is based on the cap, not on the price at a particular point of sale: a 10 kg cylinder about 201 pesos, 20 kg about 402, 30 kg about 603, 45 kg about 905. This is a maximum, the seller's actual price may be lower, and it changes every week, so check the list for the current week in the source. For comparison, in Solidaridad (Playa del Carmen) in the same week the cap is 21.62 pesos per kg, that is 7.6% higher. What is missing: the tariff for piped network gas. Whether it is available in a specific building and what it costs must be checked from the listing and the bills: we did not find the distributor's tariff, the company's site did not open for us, so this fact describes cylinder and tanker-truck LP gas, not all of the city's gas. How many cylinders a month a family uses has not been verified.

The water bill comes once every two months, the price per m³ rises in steps and depends on the neighbourhood's development index: a subsidy of up to 91% in poor areas, about 60% in rich ones. We did not find the price in pesos.

The water tariff in Mexico City is set by the local Código Fiscal, according to the description by a researcher at Ethos in Animal Político (August 2025). The bill arrives once every two months, not monthly as in most Latin American cities. If the building has a meter, you pay a base rate plus volume on a stepped scale where the price per cubic metre rises with consumption. If there is no meter, a fixed amount is charged based on the location of the plot. A subsidy applies to domestic and mixed users, and its size depends on the block (manzana): the block is assigned to the category popular, baja, media or alta by the Índice de Desarrollo. According to both sources the subsidy reaches 91% in working-class blocks and about 60% in blocks of high development. Mexico City is the only federal entity in the country that does this. A 2019 study by the Metropolitan Autonomous University (UAM), retold by Animal Político, found that the richest 20% of households receive about 45% of the subsidy and the poorest 20% about 12%. Average consumption in the city is 366 litres per person per day, against 100 recommended by the UN. What is missing: the price per cubic metre and an example bill for 15 m³ a month. The official table is in the Código Fiscal (PDF on the Secretaría de Administración y Finanzas site, 59 MB); it did not download for us, and the SACMEX and SEGIAGUA sites do not open, so there are no peso figures here. Practical takeaway: look at the latest water bill in the listing and ask the owner; the block's class and the subsidy depend on the colonia. Micole, September 2026: private school fees (colegiatura) in Mexico City at most schools are 4,000–15,000 pesos a month, at international schools above 25,000; kindergarten is usually a little cheaper than primary, and the upper grades are the most expensive. On top of that come an entry fee, canteen, transport, books and clubs. An example of one school with published prices for the 2026–2027 school year (Academia Moderna, 11 months): kindergarten 3,620 a month and 6,990 on enrolment, primary 4,110 and 7,330, middle school 4,570 and 7,890, lyceum 5,350 and 8,400. Officially, private schools must be registered with the SEP and are required to state the full cost of the year in writing; under Profeco rules, if there is a debt of three months the school may decline to continue teaching. State basic school in Mexico is free (Profeco). Not verified: the rules for admitting foreign children to state schools and the document requirements, and also the prices of international schools other than the 25,000 threshold.

The contract is made through IMSS Digital or at an IMSS office, and the annual contribution for each family member is paid in advance. The official page at the time of checking shows rates from 1 March 2025 in pesos per year: ages 0–19 8,900, 20–29 11,100, 30–39 11,850, 40–49 13,800, 50–59 14,250, 60–69 19,800, 70–79 20,650, 80 and over 21,300. For a family of two adults aged 30–39 and two children, that is 41,500 pesos a year, about 3,460 a month (our calculation). In June 2026 El Economista gives rates for 2026: 9,300, 11,550, 12,350, 14,350, 14,850, 20,600, 21,500 and 22,150. Caveats: the page does not say whether a foreigner needs a residence permit and a CURP, this must be checked at an IMSS office; we did not check the cost of private hospitals and insurance (Seguros de gastos médicos) and found no sources on it.

Seismological Service SSN: on 19 September 2017 a magnitude 7.1 earthquake struck 120 km from Mexico City on the border of the states of Puebla and Morelos. Mexico lies in a zone of high seismicity at the junction of five plates, and about 40 tremors a day are registered on average. According to an article by UNAM scientists, most of the city stands on soft lake sediments that amplify waves: in the lake zone (the Roma, Condesa, Centro, Doctores colonias) oscillations with a period of about 2 seconds can be 50 times stronger than on hard ground, and 300–500 times stronger compared with places far from the city. The 2017 destruction fell on a strip of the transition zone in the west of the city and in Xochimilco and Tláhuac. According to the 2017 risk atlas, Cuajimalpa, Álvaro Obregón, Magdalena Contreras, Tlalpan and Milpa Alta stand on firm hills (lomas), where shaking is weaker; the softest ground is in the north and east: Gustavo A. Madero, Venustiano Carranza, Iztacalco, Iztapalapa, Tláhuac. Expansión gives 228 dead. Not verified: the ground zone for Del Valle, Narvarte, Polanco and Coyoacán, and also the year of construction and an inspection of a specific building, which matter more than the general district.

Payment is by the Tarjeta de Movilidad Integrada card; Metrobús turnstiles accept contactless bank cards and Apple Pay or Google Wallet. Transfers between lines within stations are free for a limited time. According to Infobae of 26 December 2025, the head of the city, Clara Brugada, confirmed that the 5-peso metro fare will stay in 2026; a ride costs the city 13 pesos, and the difference is subsidised. The Telmex page states that from 500 Mbps the upload speed is 350 Mbps. Speeds are advertised as maximums; the real speed depends on the modem, the number of devices and the distance to the node; high speeds are available where fibre is run to the building. According to Expansión, Totalplay plans start at 100 Mbps in both directions, Megacable at 200. Real speed and fibre availability must be checked for the address of the specific apartment. There are no independent Speedtest measurements for the city here.
