Rent-A-House, search "apartment for rent, Distrito Metropolitano, 3 bedrooms" on 6 October 2026: 161 listings in total, the 36 most recent were counted. Two were excluded: one priced at 250,000 dollars (apparently a sale price) and a 788 m² penthouse in Chulavista at 10,000. The remaining 34 range from 750 to 4900 dollars a month, median 1600, half of them at 1500 or less (our count). Cheapest are La Urbina (750 for 98 m²), Lomas de La Trinidad (850) and Macaracuay (870); 3300-4900 is asked in Campo Alegre, Sebucán, Colinas de Valle Arriba, Colinas de Bello Monte, La Castellana and El Rosal. The "3 bedrooms" filter also returns apartments with 4-5 bedrooms. Prices are in dollars. Several listings specifically mention their own well or a tank with a pump ("water never runs out"), apparently because of interruptions in the city water supply. These are asking prices of one agency network, not transactions; we found no official rent statistics for Caracas.

Prices range from 72,000 (Quinta Crespo, 79 m²) to 1,250,000 dollars (La Castellana, 309 m²), median 170,000 (our count). 14 of the 24 cost 80,000-200,000 dollars: for example, Los Samanes 83,000-85,000 for 76-80 m², El Cafetal 155,000 for 100 m², Manzanares 130,000-189,000 for 96-152 m². Above 400,000 are El Rosal (420,000 for 131 m²), Campo Alegre (550,000 for 137 m²), Las Esmeraldas (950,000 for 430 m²) and a 600 m² property in La Lagunita (400,000, looks like a house). Prices are in dollars; these are asking prices, not transactions. We did not check restrictions on foreigners buying property.

Cendas-FVM (Centre for Documentation and Social Analysis of the Venezuelan Teachers' Federation) as reported by El Diario, 17 August 2026: the family food basket (Canasta Alimentaria Familiar, 60 basic products, a household of five) cost 516,804 bolivars in July 2026, 15.8% more than in June; at the BCV reference rate of 710 bolivars that is 727.89 dollars (minus 3.8% in dollars over the month). With drinking water (13.52 dollars) it is 741.41 dollars. The largest items are dairy (176.08 dollars) and fruit and vegetables (155.48). The conversion to a family of four (727.89 × 4/5 ≈ 582) is ours and rough: a basket does not divide strictly in proportion. Cendas is an independent centre, not official statistics; we did not find an official INE basket (the site ine.gob.ve does not open from our network). The basket is national; there is no separate figure for Caracas. We did not find an official poverty line per family either, so the family budget question remains open.

The official rate is published daily by the Central Bank of Venezuela (BCV); the site bcv.org.ve itself did not open from our network, so the figures are taken from NTN24, which reports the BCV rate: 757.54 bolivars per dollar and 875.21 per euro on 10 August 2026; 849.56 per dollar and 974.09 per euro on 21 September 2026. The rise of the dollar by about 12% in six weeks is our calculation. NTN24 quotes analysts' estimates of 800-1100 bolivars per dollar by December 2026. According to the Russian Foreign Ministry, cash dollars are used in the country, and payment in foreign currency carries an additional tax of 3%; Russian Mir cards are accepted in some shops in Caracas and on Margarita Island with Banco de Venezuela terminals. Customs (Russian Foreign Ministry, data as of March 2024): import and export of currency are not restricted, amounts over 10,000 dollars must be declared; adults may bring duty-free up to 4 bottles of perfume and other packaged goods worth up to 1000 dollars, above that a declaration and a fee apply. We did not find the rules for importing a car. Prices in Caracas (rent, schools) are often set in dollars and paid in bolivars at the BCV rate on the day of payment.
The minimum wage of 130 bolivars a month has not changed since March 2022. At the BCV rate of July 2026 that is 0.18 dollars.

It covers 0.03% of the family food basket, which cost 516,804 bolivars (727.89 dollars) in July. This is the lower bound of official pay; real incomes are made up of allowances and bonuses, which we did not check.
Outages are the main problem: the country is short of up to 4000 MW, and in half of it power is cut for 4-12 hours a day. Tap water is not drunk; drinking water costs 13.5 dollars.

Crónica Uno, 3 October 2026: of 25,000 MW of installed capacity only 9,000-11,000 MW is actually generated, an operating deficit of up to 4,000 MW; for more than two weeks there have been protests against sudden Corpoelec rationing of 4-12 hours a day in almost half the country, and in the interior outages last more than 20 hours. The Ministry of Electric Energy promises to add 1300 MW in the last quarter of 2026. The article has no separate figures for Caracas. UK Foreign Office: long outages also happen in Caracas, they knock out mobile networks and internet; it advises keeping a stock of tinned food and water. Cendas-FVM considers tap water unfit for drinking and adds 13.52 dollars a month for drinking water to the family food basket (July 2026). We did not find the Corpoelec and Hidrocapital tariff schedules, so we did not calculate a typical bill for 300 kWh and 15 m³; there are no data on bottled gas either.

Consular Department of the Russian Foreign Ministry: in March 2009 the agreement between the governments of Russia and Venezuela on waiving visa formalities (signed in Caracas on 26 November 2008) entered into force. Russian citizens with valid ordinary passports may enter, leave, transit and stay in Venezuela without a visa for 90 days in each half-year, counted from the date of first entry. Those who intend to stay more than 90 days in a half-year or to work or do business need a visa from a Venezuelan embassy or consulate. Under the 2004 Law on Foreigners, the short "non-immigrant" stay is 90 days and can be extended by another 90; on the SAIME page an extension of a tourist stay requires a letter of motivation, an onward ticket and payment of a fee. The UK Foreign Office warns that foreigners are questioned in detail about the purpose of their trip at the border and at airports, are sometimes held for hours or days and may be deported.
Naturalisation after 10 years of uninterrupted residence, or after 5 for people from Spain, Portugal, Italy and Latin America. A spouse after 5 years of marriage.

Constitution of Venezuela of 1999 as amended in 2009, article 33: a foreigner obtains citizenship by a "carta de naturaleza" if domiciled in Venezuela with at least 10 years of uninterrupted residence immediately before the application; for those whose original nationality is that of Spain, Portugal, Italy, Latin American or Caribbean countries the period is 5 years. The spouse of a Venezuelan citizen may declare the wish to become a citizen no earlier than 5 years after the marriage. Minor children of a naturalised parent may become citizens if they declare it before 21 and have lived in the country for 5 years in a row before the declaration. Article 34: Venezuelan nationality is not lost by acquiring another one. For Russian citizens the general 10-year period applies. The time to permanent residence is described separately in the residence fact. We read the text of the Constitution, not the SAIME regulations; the procedure and fees are in those.
Anyone born on Venezuelan territory is a Venezuelan by birth (article 32 of the Constitution). The article has no conditions about the parents' nationality.

Constitution of Venezuela, article 32: Venezuelans by birth are all persons born on the territory of the Republic. The same article lists children born abroad to Venezuelan parents. Article 35: a Venezuelan by birth cannot be deprived of nationality. The text of article 32 has no exceptions for children of foreigners (for example, diplomats). How documents are issued for a child of foreigners in practice (birth certificate, identity card), we did not check.
The law divides foreigners into non-immigrants (90 days), temporary and permanent migrants. For the rentier visa SAIME requires an income of 1200 dollars a month.

Law on Foreigners and Migration of 2004, article 6: foreigners are admitted in three categories. A non-immigrant comes for up to 90 days without intending to settle and cannot work for pay (extension of up to another 90 days). A temporary migrant lives in the country for as long as the activity for which he was admitted lasts. A permanent migrant is authorised to stay indefinitely; subcategories and requirements are set by the regulations of the law. The SAIME page lists visas of the transient (temporary) type: for study (TR-E), work (TR-L, a permit from the Ministry of Labour is needed), rentiers (TR-R), relatives of Venezuelans and residents (TR-F-V, TR-F-M-P, TR-F) and clergy; the rentier visa requires proof of lawful income or a pension equivalent to 1200 dollars a month at the exchange rate. The same page has the extension of the resident visa (CRES). After how many years a temporary visa can be exchanged for a resident one, SAIME does not say on this page. According to a 2018 response by the Canadian IRB, citing an expert from the Central University of Venezuela, people usually start with a temporary visa and can apply for a resident visa after two years, and the resident visa is valid for five years and is renewable; these are old data and should be checked with SAIME.

Schools with state-funded teacher salaries (AVEC Catholic school network): U.E.P.P. Julio Velutini in Altagracia, enrolment 295 dollars and 70 a month; Colegio El Carmelo in Las Acacias, enrolment 255 and 120 a month (up 40% on last year). Private: Colegio La Concepción in Montalbán, 225 a month, enrolment 400; Colegio Luz de Caracas in El Paraíso, 228 a month, enrolment 500; La Salle La Colina, 360 a month (330 for early payment), enrolment 410; Colegio San Agustín in El Paraíso, 280 a month, enrolment for upper grades 1470-1560. On top there are sometimes separate charges for English, robotics and materials. The school year began on 14 September; according to the education minister, more than 1500 schools are being repaired after the earthquakes of 24 June. International schools were not in the survey, and we did not check their fees.

U.S. Department of State advisory of 26 June 2026, Level 3 "Reconsider Travel": violent crime (homicide, armed robbery, kidnapping), risk when using unregulated taxis from Maiquetía airport and at ATMs nearby, intercity travel at night is dangerous, there are no reliable crime statistics. Do not travel at all to: the 20-mile strip along the Colombian border, the states of Amazonas, Apure, Guárico and Táchira, Aragua state outside Maracay, rural areas of Bolívar state. The U.S. Embassy in Caracas has been operating again since March 2026 but provides only emergency services to citizens. The UK Foreign Office (updated 2 September 2026) advises against all but essential travel to Venezuela, and against all travel to Zulia state, the 80 km strip along the Colombian border, 40 km along the borders with Brazil and Guyana, the Arco Minero area south of the Orinoco and Delta Amacuro. The UK says it does not accept the legitimacy of the current administration; on 3 January 2026 the authorities declared a "state of external commotion" due to air strikes on targets in the country; there are many checkpoints on the roads, and bribes are sometimes demanded; some foreigners have been detained on terrorism charges. Public services, including electricity, water and fuel, are unreliable, especially outside Caracas.

UK Foreign Office (2 September 2026): Maiquetía Simón Bolívar International Airport, which serves Caracas, resumed commercial flights with limited capacity on 1 September; international flights also operate from Valencia, Barquisimeto, Barcelona and Maracaibo. Flights are few and are cancelled or rescheduled without notice. After the earthquakes of 24 June, La Guaira was declared a disaster zone and is under military control with strict access. Both the UK and US warn about crime on the road from the airport to the city, especially at night, about unregulated taxis and ATMs near the airport; they advise being met by acquaintances or the hotel, or otherwise taking a licensed taxi from the rank outside arrivals. The UK advises its nationals not to use public transport. According to a Russian Foreign Ministry note (undated), a direct Conviasa flight Caracas - Moscow operates once a week with a technical stop in Havana or Porlamar, about 16 hours en route.
About 910 mm a year. Dry from January to March (11-15 mm a month); the rainy season runs from May to October, with 80-135 mm a month and 13-19 rainy days.

The warmest nights are in May-June (18.1-18.2), the average maximum in any month is from 28.4 to 31.8. The averaging period for temperature is not given in the handbook (for precipitation 1964-1990), the station is not named, coordinates 10.48° N, 66.92° W. Note: the daytime maxima here are higher than usually reported for Caracas; perhaps the station is lower than most of the city, but the handbook does not allow checking this.
Median fixed internet speed in Venezuela is 127 Mbit/s, mobile 28 (Speedtest, August 2026). CANTV sells fibre up to 1 Gbit/s. When power goes, so does connectivity.

The state operator CANTV offers on its page copper ABA up to 22 Mbit/s, ABA Ultra (fibre plus copper) 10-50 Mbit/s, fibre 30-100 Mbit/s and Fibra Cantv plans from 10 Mbit/s to 1 Gbit/s; there are no prices on the page, and we did not compare other providers.
