The site shows prices in dollars: median 785, the middle half of listings from 600 to 1200. But more than a third of owners state the price in bolivianos, and the site converts it at roughly the old rate of 6.9-7 (for example, it shows 5000 Bs as 724 dollars), so we convert back at 6.96: median about 5500 Bs, middle half 4200-8400 Bs. Check: in 53 listings the price in bolivianos is written directly in the text, their median is 6000 Bs, middle half 4200-9000. By district (site prices): Calacoto in the Zona Sur, 69 listings, median 1000 dollars, about 7000 Bs; Achumani, 30, median about 630 (about 4400 Bs); Sopocachi, 13, median 650 (about 4500 Bs). Another 32 owners ask for dollars in the text; at the official rate of 11.97 their price in bolivianos is higher than our conversion. In some listings the deposit equals one month's rent, and the agent takes the same. These are asking prices, not deals.
Instead of renting you can give the owner a large sum for a term and live without paying: a three-bedroom apartment in anticrético is about 40-55 thousand dollars.

On InfoCasas on 6 October 2026 there were 27 listings of three-bedroom apartments in anticrético in La Paz: median about 42,000 dollars, middle half 40,000-55,000, from 35,470 to 70,000 and one offer at 300,000. The risk is that the sum is returned by a private person; we did not check the terms of the contract or its registration.

INE, poverty line table by city: in December 2025 the poverty line (the cost of a basic food basket plus non-food needs) for the city of Nuestra Señora de La Paz was 1557.7 Bs per person per month. For a family of four this is 6231 Bs, our multiplication; at the central bank rate of 11.97 on 6 October 2026, about 520 dollars. A year earlier, in November-December 2024, the line was 1228.8 Bs per person, a rise of about 27% in a year. For comparison: El Alto 1555.2 Bs, Cochabamba 1481.5, Santa Cruz 1229.2, the urban average 1327.5. This is the official poverty threshold, not the budget of a newly arrived family: rent alone for a three-bedroom apartment by listings is about 5500 Bs.
The minimum food basket for a family of four in La Paz is about 3020 Bs a month (about 250 dollars) by the INE extreme poverty line for December 2025.

Home page of Banco Central de Bolivia on 6 October 2026: the official rate (Tipo de cambio oficial) is 11.97 bolivianos per dollar. According to the bank's own timeline, from February 2023 the country had a balance-of-payments crisis and a shortage of dollars, a parallel market appeared and a gap opened between the official rate and other quotes; inflation reached a level not seen for 37 years. From 1 December 2025 the bank publishes a reference rate based on actual deals of banks with clients, on 6 April 2026 it abolished the ceiling and floor of the rate for banks and exchange offices, and on 26 June 2026 it approved, by Resolution 88/2026, a new regulation on foreign exchange operations: the bank itself calls this a full abandonment of the fixed rate. Now the official rate is calculated every business day as the weighted average rate at which banks buy dollars from clients, and it is published on the bank's website at 20:00 and applies the next day; banks may not sell the dollar above the official rate plus 10 centavos. The rate changes daily, so a budget should use the rate on the date.
INE: prices rose 5.7% in the 12 months to September 2026 and 3.9% since January. The central bank says 2025 inflation was the highest in 37 years.

INE press release of 5 October 2026: the consumer price index in September 2026 rose 0.85% in a month, 3.88% since the start of the year and 5.70% over twelve months. In September tomatoes, soft drinks, potatoes, bus and minibus fares, mobile phones and onions rose the most. By city the monthly increase ranged from 0.05% in Trinidad to 2.26% in Sucre; 0.76% in the La Paz conurbation and 0.38% in the Santa Cruz conurbation. Banco Central de Bolivia writes in its timeline (entry of 1 December 2025) that inflation reached a level not seen for 37 years, comparable only to the start of the hyperinflation of the 1980s. The INE poverty line table shows how prices rose: the urban poverty line per person went from 1048.6 Bs at the end of 2024 to 1327.5 Bs in December 2025, almost 27% more.
A foreigner moving to live in Bolivia may bring household goods duty-free up to 35,000 dollars. Cars are not covered by this exemption.

Supreme Decree 1639 of 10 July 2013 rewrote article 192 of the customs law regulation: household goods (menaje doméstico) are exempt from import duties up to 35,000 dollars FOB value for non-resident foreigners entering to settle in the country; they include clothing, furniture, appliances and other items of ordinary household use. For returning Bolivians the limit is 35,000 dollars, and 50,000 with work tools. Decree 371 of 2009 also says directly that cars are not household goods. Separately, Decree 29836 of 3 December 2008 banned the ordinary import of passenger cars (tariff heading 87.03) older than five years in the first year, four in the second and three years from the third year of the decree; for buses and trucks the thresholds are 7, 6 and 5 years. We did not check whether this limit still applies unchanged.

ANH regulated price table (last row 31 August 2026): liquefied gas (GLP) costs 2.25 Bs per kilogram and has not changed since 2010, even when gasoline became almost twice as expensive in December 2025. A 10 kg cylinder is 22.50 Bs, about 1.9 dollars at 11.97: this is our conversion. Natural gas is piped by the state company YPFB, but we did not find its tariff for homes or the network coverage in La Paz on its website. Before renting, it is worth asking whether piped gas reaches the building or whether the stove and water heater run on a cylinder.
The average residential tariff of DELAPAZ in 2024 was 10.9 US cents per kWh without VAT, about 0.76 Bs. 300 kWh a month is about 227 Bs before tax.

Electricity in La Paz is sold by the distribution company DELAPAZ. The 2024 yearbook of the regulator AETN (table V-5): the average tariff for residential consumers of DELAPAZ is 10.88 US cents per kWh without VAT, 10.49 in 2023, 9.15 in 2016. The regulator calculates it as revenue divided by energy sold, so it is an average price, not the tariff steps; the tariff structure is the same for the whole department and is approved for four years. At the rate of 6.96 used by the yearbook itself (visible from its paired price tables in Bs and in dollars) this is about 0.76 Bs per kWh, and 300 kWh a month is about 227 Bs before tax: this is our arithmetic on the average price, not a DELAPAZ bill. We did not find the current tariff schedule with steps on the AETN website, and the DELAPAZ website did not open for us. Residential tariffs are set in bolivianos, so after the end of the fixed rate they became cheaper in dollars.
According to EPSAS (May 2024), the water tariff in La Paz and El Alto has not changed since 2009. The subsidized tariff is 1.78 Bs per m³ for use below 15 m³.

News on the website of the state company EPSAS dated 20 May 2024: the water tariff in La Paz, El Alto and the suburbs has not changed for 15 years, since resolution No. 028 of the regulator AAPS of 2009; the categories are residential, commercial, industrial, state and subsidized (solidaria). The subsidized tariff costs 1.78 Bs per m³ for those who use less than 15 m³ a month; according to the company, 85% of the 321,913 customers in El Alto use it. Meters are read every month. We did not find the full tariff table with the ordinary residential tariff for La Paz on the EPSAS website, so we do not calculate an example bill for 15 m³; whether the subsidized tariff applies to apartments in La Paz is not clear from the news.

Article 30: temporary stay (permanencia temporal) is granted to those who entered legally, for up to three years in one of these variants: 1 year renewable twice for a year, 2 years renewable for a year, or 3 years at once; there is also a humanitarian 1-year stay for those who for a good reason cannot gather the documents. Grounds: study, work, medical treatment, family. Article 31: permanent stay (permanencia definitiva) is granted to those with at least three years of stay who expressly request it; it extends to the spouse, dependent children and dependent parents without the three-year requirement. Article 34: with temporary or permanent status one must obtain a foreigner's identity card (cédula de identidad de extranjero). The law refers document requirements and fees to the regulation (Decree 1923 of 2014 with amendments), which we did not open; Law 997 of 2017 did not change these articles.
Citizenship can be requested after 3 years of stay, or after 2 with a Bolivian child or spouse. A child born in Bolivia is a citizen by birth.

Constitution of 2009, article 141: Bolivians by birth are all those born on Bolivian territory, except the children of foreign diplomatic staff, as well as those born abroad to a Bolivian mother or father. Article 142: naturalization is possible for foreigners in legal status with more than three years of uninterrupted residence in the country under state supervision who expressly state their wish to become Bolivian. The period is reduced to two years for those with a Bolivian spouse, Bolivian children or Bolivian adoptive parents, and for those who have done military service. Article 143: a person who acquires Bolivian nationality is not required to renounce the previous one. Migration Law 370 (articles 41-42) repeats the conditions: three years of continuous stay, a lawful activity in the country, proven original nationality, the other requirements in the regulation; Law 997 added that naturalization is granted by the president by resolution. So a child born in Bolivia shortens the parents' path to citizenship to two years.
Russian citizens do not need a visa: up to 90 days in every 180 under the 2016 intergovernmental agreement. Living and working longer requires a separate status.

The agreement between the governments of Russia and Bolivia on visa-free travel was signed in Moscow on 12 April 2016. Under article 1, holders of valid ordinary passports may enter, leave and stay in the other country without a visa for up to 90 calendar days in every 180-day period from the date of first entry. Anyone who wants to live there longer than 90 days or to work and do business must obtain a visa or permit under the laws of the country of entry. We saw the text in a reprint in the ppt.ru legal database; the date of entry into force and Bolivia's current list of countries by visa group could not be checked on official sites (the Migración Bolivia site and the Russian Foreign Ministry sites did not open for us). Under Migration Law 370, a short stay (tourism, study, work, medical treatment, family) is called permanencia transitoria and lasts no more than 180 days. These sources say nothing about citizens of other former Soviet countries.

By level, private institutions have 9175 children in kindergartens (inicial), 39,975 in primary school and 45,560 in secondary. Nationally the private share is about 11%. The figures are for the whole department, including El Alto and villages, so the private share in La Paz itself is probably higher, but the table has no such breakdown. We did not find the monthly fees of private schools in official sources.
The department of La Paz had 4294 hospital beds in 2024, about 724 inhabitants per bed. The national average is 669 inhabitants per bed.

Law 1152 of 20 February 2019 “Towards a single, universal and free health system” amended Law 475. Article 5: free care in public facilities is given to Bolivians without short-term social security (Seguridad Social de Corto Plazo, that is, insurance through an employer); to foreigners without such insurance within international treaties, on the principle of reciprocity and on the same terms as Bolivians. Other foreigners in Bolivia receive free care if they are pregnant women (from the start of pregnancy until six months after birth), women for sexual and reproductive health, children under five, people aged 60 and over, and people with a certified disability. Care is provided according to a list of services set by the Ministry of Health. These sources do not say whether there is a reciprocity treaty with Russia; private clinics are not part of the system, and we did not check their prices.
In 2024 police in the department of La Paz got 10.2 thousand crime reports, 1.5 thousand on robberies. Homicide reports in 2023: 69, against 228 in Santa Cruz.

Homicide reports in 2023 were 69, with no data for 2024; in the department of Santa Cruz there were 228 in 2023. This is the number of reports, not of all crimes, and for the whole department including El Alto, not the city; we did not calculate per capita. We did not confirm natural hazards with official figures.

In January-July 2026 it has already carried 58.7 million, 9.4 million in June, more than in any month of 2025. Dividing the annual total by 12 months is ours. We did not check the network map or the ticket price.
The city is served by El Alto international airport in the neighbouring city, one of the three key ones per INE. A highway runs to Oruro, Cochabamba and Santa Cruz.

In its section on Bolivia's geography INE names as the most important international airports of the country Viru Viru in Santa Cruz, El Alto in La Paz and Jorge Wilstermann in Cochabamba; the main axis of the national road network is La Paz - Oruro - Cochabamba - Santa Cruz, and to the west the network reaches Chile and Peru. The state airport operator NAABOL writes that El Alto airport is one of the oldest in the country: work on the site began in 1913, it officially opened in 1965, has had its current name since 1999 and was modernized in 2008; it serves domestic and international flights, and Wi-Fi is free. The airport is in the neighbouring city of El Alto, where it is noticeably colder than in La Paz (see the altitude fact). We did not find the airport's schedule or passenger traffic on the NAABOL pages.

There are almost no seasons by temperature, but a large gap between day and night: by the annual table of the La Paz station the mean annual maximum is 19.0-21.2 degrees, the mean minimum 5.7-6.6 (2005-2024), and the yearly absolute minimum from -2.0 to +1.6. In neighbouring El Alto the mean winter temperature is 5.7 degrees.

The elevation of the La Paz municipality according to OpenStreetMap is 3640 m; we did not find an official page with this figure. INE places the west of the country in the Andean zone above 3000 m and writes that the temperature drops by 0.55 degrees for every 100 m of altitude. The difference is visible in the INE tables based on SENAMHI data: the mean temperature in June-August 2016-2025 is 11.7 degrees in La Paz and 5.7 in El Alto, where the international airport is. The yearly absolute minimum at the El Alto station in 2005-2024 ranged from -7.2 to -13.2 degrees, at the La Paz station from +1.6 to -2.0. We did not find the effects of altitude on health, including for children, in official Bolivian sources; altitude sickness is worth discussing with a doctor before moving.
The state operator Entel sells home fiber at 200 Mbps for 229 Bs a month, 1000 Mbps for 450 Bs. Installation is 200 Bs, subject to an address check.
