Centro: 17 listings, 2,800–6,650 reais, median 4,500, area 55–130 m²; with charges on top the median is 5,639. Lagoa da Conceição: 10 listings, 3,185–4,650, median 4,525, but five of them are 4,650 reais each and on one street, mostly identical houses in one gated complex. Itacorubi: 7 listings, 3,300–6,000, median 5,700, with charges 6,637. Campeche: 11 listings mixing apartments and houses, 2,900–8,600, median 6,621. Trindade: only 4 listings, 2,350–7,650, median 3,825, the sample is too small. Jurerê Internacional: 2 apartments of 74 m² for 9,750 and 10,560 reais. These are asking prices from a single results page, not a market median; for Santo Antônio de Lisboa we could not get results.

The average price in Florianópolis is 61.19 reais per m² a month; only São Paulo (65.36), Recife (64.19), Belém (62.15) and Rio (61.40) are higher, the average across 36 cities is 54.47. By district: Agronômica 65.8, Centro 64.1, Trindade 63.1, Saco dos Limões 60.5, Córrego Grande 58.6, Itacorubi 57.9, Estreito 53.9, Coqueiros 53.6, Ingleses do Rio Vermelho 47.2, Capoeiras 44.6. Lagoa, Campeche and Jurerê did not make the list of the most represented districts. Over 12 months rent in Florianópolis rose by 2.82% against 9.16% on average across the country, and since the start of 2026 by 1.62%. For orientation: a 70 m² apartment at the average price is about 4,280 reais a month, this is our arithmetic, not an index figure.

Among the 56 cities of the index this is fourth place after Vitória (15,650), Itapema (15,403) and Balneário Camboriú (15,343); São Paulo is 12,143, Rio 11,216. At this price a two-room apartment of 70 m² costs about 910 thousand reais, our arithmetic. The rental yield by the same index is 5.39% a year.
A house in Campeche by listings is 1.5–3.4 million reais (nine out of ten), one for 6.4 million. In total the results include 341 listings with three or more bedrooms.

DIEESE and Conab, basic basket study for August 2026. In Florianópolis it costs 850.90 reais, the fourth most expensive of 27 capitals after São Paulo (900.59), Cuiabá (851.57) and Rio (851.19). Over 12 months the basket rose by 3.38%, since the start of the year by 6.19%. Under the DIEESE methodology the basket is a monthly minimum of 13 products per adult, and a family of two adults and two children is counted as three adults: 850.90 × 3 = 2,552.70 reais. This is a minimum for basic foods, not a real supermarket receipt.
DIEESE calculates that a family of four needed 7,566 reais a month in August 2026. The figure is one for the whole country and already includes housing; it does not reflect Florianópolis rents.

Brazil has no official poverty line based on a basket for a family without rent, so the definition common to the atlas could not be applied here. The closest official analogue is DIEESE's “necessary minimum wage”: the amount that would be enough for a family of two adults and two children for food, housing, health, education, clothing, hygiene, transport, leisure and pension contributions. August 2026 – 7,565.86 reais, 4.67 times the minimum wage of 1,621 reais; in June it was 8,110.92. The figure is for the country as a whole, built from the most expensive grocery basket of the month (São Paulo in August; the Florianópolis basket is 5.5% cheaper) and includes housing, so it is not directly comparable with a poverty line without rent for other cities: it cannot be used as is to calculate “X% more expensive”. For orientation: Fipe, based on IBGE data, estimates the average household income in Florianópolis at 10,160 reais a month (2023). The rent of a two-room apartment in Florianópolis is not included in the DIEESE budget separately; the guide by listings is about 4,500 reais in Centro and up to 6,600 in Campeche plus the building fee.

Receita Federal tax service page. A tax resident is a person who lives in Brazil permanently; a person who entered on a permanent visa, from the day of arrival; a person who entered on a temporary visa for employment, from the day of arrival; a person who entered on any other temporary visa, from the day when 184 days of stay (consecutive or not) within 12 months are reached, or from the day of receiving a permanent visa or an employment contract, if that happens earlier. If 184 days are not reached within 12 months, a new 12-month period is counted from the next entry. A non-resident is a person who stayed on a temporary visa for up to 183 days within 12 months. For those leaving, there is a rule: without timely filing of the “notice of permanent departure”, a person remains a resident for the first 12 months of absence. SRF Instruction 208/2002 regulates how foreign income of Brazilian residents is taxed; we did not open the rates. Our conclusion from the rules, not a clarification from the tax authority for this visa: a person living on a nomad visa for a year who has spent 184 days in the country becomes a tax resident by the formal criterion, which is worth checking with a tax adviser before moving.

The PNAD Contínua survey of the statistics institute IBGE, Q2 2026, published on 14 August 2026: the average income that employed people aged 14 and over usually receive per month from all jobs is 3,738 reais. A quarter earlier it was 3,795, a year earlier 3,635. By region in Q2 2026: Northeast 2,645, South 4,238, Center-West 4,362. Caveats: the figure includes all working people, with a signed work card (carteira assinada) and without one, the self-employed and civil servants; it is an average, not a median; the income is "usual", that is, what a person receives in an ordinary month. The minimum wage from 1 January 2026 is 1,621 reais a month (Decreto 12.797 of 23 December 2025). The average is 2.3 times the minimum wage. In dollars at the end-of-September 2026 rate (5.19): the average is about 720, the minimum wage about 312.
Water is supplied by CASAN. On 2–3 September 2026, because of a burst water main, 28 districts, including Centro and Trindade, were left without normal supply.

Report of the ombudsman of ARESC, the state's public utilities regulator, of 3 September 2026: because of an emergency burst of a water main, water supply was disrupted in the districts of Capoeiras, Coloninha, Jardim Atlântico, Coqueiros, Abraão, Itaguaçu, Bom Abrigo, São João do Rio Vermelho, Balneário, Estreito, Monte Cristo, Canto, Centro, Agronômica, Saco dos Limões, Caieira do Saco dos Limões, Prainha, José Mendes, Costeira do Pirajubaé, Pantanal, Carvoeira, Trindade, Córrego Grande, Itacorubi, Santa Mônica, Saco Grande, Monte Verde and João Paulo. Restoration went gradually from 21:00 on 2 September, normalization was promised by the end of 3 September. This is a single case, not outage statistics. The tariffs of CASAN and of the energy company CELESC are in separate facts.
CASAN water: 29.49 reais a month fixed plus 1.96 / 9.11 / 12.18 / 15.32 per m³ by band. At 15 m³ water is 94.64, with sewage 189.28 reais.

According to the calculation file of the regulator ARESC (a file from the calculators page, the date in the path is 09.2025) a residential CASAN bill consists of a fixed part, TFDI, of 29.49 reais a month per apartment or house and a variable part by band, reais per m³: 0–10 m³ 1.96, 11–25 9.11, 26–50 12.18, over 50 15.32. Sewage is charged at 100% of the water amount, that is, the total bill is twice as much; if a house has only water supply without sewage, half is paid. An example for a family of four at 15 m³ a month at these rates: water 29.49 + 10 x 1.96 + 5 x 9.11 = 94.64 reais, water together with sewage 189.28. This is arithmetic from the published table, not anyone's real bill. The same file has a row “previous scheme” with a minimum bill for 10 m³ (46.28 reais for water, bands 4.52 / 8.28 / 11.62 / 13.92) and a variant “if the court decision is applied”, which is calculated under the previous scheme; the file does not explain which court is meant and what it decided, so the total under the new scheme may turn out to be contested. For buildings with one shared meter (condominiums) the fixed part is multiplied by the number of apartments. We found no more recent CASAN tariff decision: the company's site did not open for us, and a search on the ARESC site found CASAN tariff decisions only up to 2023. The file is about a year old; on 30 September 2026 the ARESC calculators page still offers exactly this file as current, but the tariff may have been recalculated since. The file also has a block “TFDI sem RTP” (fixed part 28.85, bands 1.93 / 8.64 / 12.12 / 15.19, caption “condomínio em Florianópolis, caso real”), it is not connected with the total of the “new structure” calculator, so it was not taken into the answer.
CELESC from 22 August 2026: 0.760 reais per kWh before taxes. For 300 kWh this is 227.93 reais before taxes, about 299 with taxes by the calculator site's estimate.

A calculator site that uses the ANEEL dataset shows for the CELESC residential tariff (class B1, Santa Catarina excluding the Joinville region) 0.760 reais per kWh before taxes, in force from 22 August 2026: 0.414 for use of the grid and 0.346 for the energy. The tariff is the same for any volume, there are no bands. Example for 300 kWh a month (a family with an air conditioner or heater): 227.93 reais before taxes. The ICMS tax in Santa Catarina according to the site is 12% for consumption up to 150 kWh and 17% above; with ICMS at 17% and estimated PIS/COFINS of about 9% the site gets about 299.32 reais. This is arithmetic from the tariff, not anyone's real bill, the site notes that the total may differ by 5%. On top comes the monthly “flag”: yellow in September 2026 gives 1.885 reais for every 100 kWh before taxes; green has been announced for October, that is, no surcharge. We did not open the ANEEL resolution itself. The date of 22 August 2026 and an increase for homes and small consumers (group B) of 9.26% are confirmed by the press (ND Mais, 18 August 2026), while the level of 0.760 reais per kWh itself is known only from the calculator site, which shows the same increase of +9.2% to the previous tariff.
The SCGás network in the center is only being built (since 16 July 2026); tariff 7.14 reais per m³. A 13 kg cylinder averages 127 reais according to ANP (6 points).

Piped gas from SCGás: a single residential tariff of 7.1412 reais per m³ without bands, in force from 1 July 2026, includes ICMS 17% and PIS/COFINS 9.25%; in apartment buildings the bill comes for the whole building and is divided by apartment meters. At 30 m³ in summer this is 214.24 reais, at 100 m³ in winter 714.12; this is arithmetic from the tariff, not anyone's real bill. The caveat matters more than the figure: according to an SCGás report of 16 July 2026, work on the first stage of the network in the center of Florianópolis (the Ilha Centro system, about 3.3 km of underground network between Rua Esteves Júnior and Parque da Luz, completion of the stage was planned for August) began on 16 July; after the work is finished, homes in the coverage area will be able to connect. Which districts of the city are already connected we did not establish: the SCGás list of 71 municipalities did not open. So the mass connection of homes to the network is not confirmed by this source, and the question of “what to cook on” is for most homes answered by the cylinder. According to the weekly ANP survey of 20–26 September 2026 a 13 kg gas cylinder in Florianópolis cost on average 127.11 reais (from 119.90 to 139.00), but only 6 points were surveyed in total, and the figure fluctuates from week to week. For comparison, in Rio the same survey gives an average of 99.63.

Decree 7.271 of 25 August 2010 brought into force the agreement between Brazil and Russia (signed 26 November 2008). Citizens of both countries with a valid national passport may enter, stay and leave without a visa for no more than 90 days in every 180, counted from the first entry. Under paragraph 2 of article 1, a visa is required for those who intend to carry out paid or employment activity, missionary work, volunteering, study, an internship or research. The consular page of the Brazilian Foreign Ministry in Moscow confirms the same: Russians enter for tourist and business purposes without a visa for 90 days within 180. The same page says that for any stay of more than 90 days, on any visa, you must report to the Federal Police within 30 days of entry and complete the registration of a foreigner. We did not check the visa-free regime for citizens of other CIS countries: the consular page says separately only that Uzbeks need a visa and sends everyone else to the general table of visa regimes, QGRV, which we did not open.
A visa for one year, extendable by another year: income from abroad of $1,500 a month or $18,000 in an account, plus health insurance valid in Brazil.

CNIg Resolution 45 of 9 September 2021 (published in the official gazette on 24 January 2022). A “digital nomad” is a foreigner who works remotely for a foreign employer; work for a Brazilian employer is not covered by the resolution. The visa is issued by a consulate, with an initial term of up to one year and an extension for the same period. The consulate requires: a passport, health insurance valid in Brazil, the consular fee, an application form, proof of how you will enter (a ticket), a certificate of no criminal record, and documents confirming nomad status. Status is proved by three things: a statement that you are able to work remotely, a contract with a foreign employer or client, and income from a foreign payer of at least $1,500 a month or a bank account balance of at least $18,000. A person who is already in the country can apply for the same residence with the Ministry of Justice (article 4), attaching certificates of no criminal record for the last five years and the fee receipt. Other grounds for residence under article 30 of Law 13.445: scientific work and teaching, medical treatment, humanitarian protection, study, work, investment, family reunification, religious and volunteer activity. The text of the resolution says nothing about a nomad's family; spouses and children have the family reunification route, and interministerial order (portaria) 12/2018 expressly allows it with an immigrant who holds temporary residence (the family's term then matches the term of the main applicant).
A parent of a Brazilian child may obtain residence for family reunification and can apply while already in the country. Fees: BRL 168.13 and BRL 204.77.

Decree 9.199/2017, article 153, item III, and interministerial order (portaria) 12 of 14 June 2018, article 6, item IV: a foreigner who has a Brazilian child may obtain residence for family reunification. The legal basis is article 30, item I “i”, of Law 13.445/2017. A person who is already in Brazil applies at any Federal Police office (article 5 of the order); a family reunification visa can also be obtained abroad, it is valid for up to a year and requires registration with the police within 90 days of entry. Documents under article 7 of the order: a completed form, a passport or identity document, a birth or marriage certificate, certificates of no criminal record from the places of residence over the last five years plus a declaration that there are none, the child's birth certificate proving the relationship, a document of the Brazilian with whom the reunification takes place and his or her declaration that he or she lives in Brazil, and fee receipts. The Federal Police page names the fees: BRL 168.13 for processing and assessing the application and BRL 204.77 for the CRNM card; the review period is up to 180 days. Under article 4 of the law, fees can be waived with a declaration of lack of means. While the application is under review, the applicant may leave the country and return (article 4, item XV), and a person who has received residence may work, including for pay, on equal terms with Brazilians (article 153, item 10). A criminal record does not in itself close the family reunification route (article 30, paragraph 1, subitem III). What we did not find in the rules: for what term the Federal Police issues such residence to the parent of a Brazilian, temporary or indefinite; this must be clarified with the police before planning. We did not use sites that sell childbirth and relocation support services as a source.

Law 13.445/2017, articles 65–66. Ordinary naturalization requires legal capacity, at least four years of residence in the country, the ability to communicate in Portuguese given the applicant's circumstances, and no criminal record or a rehabilitated one. The law allows the period to be reduced to a minimum of one year; decree 9.199 spells it out: one year if the applicant has a Brazilian child or is married to or in a partnership with a Brazilian and has not separated, legally or in fact, by the time of the decision (article 235); two years if they have rendered or can render Brazil a significant service or are known for professional, scientific or artistic merit (article 236). Occasional trips abroad totalling up to 12 months over the whole period do not count against it (article 233). Extraordinary naturalization is available after 15 years of continuous residence without a criminal record (article 67). A child who settled in the country before the age of 10 may obtain provisional naturalization through a legal representative, and on reaching adulthood has two years to confirm it (article 70). Important for the calculation: under decree 9.199, article 221, the period counts only from the moment the immigrant began living in the country for an indefinite period, and the Ministry of Justice says the same on its naturalisation page; years on temporary residence (for example, the first two years based on work or a pension) are not part of these 4 years. We did not study the filing procedure or the requirements for the language exam.

INEP 2025 school census in IBGE Cidades. Schools with ensino fundamental (grades 1–9): 150; with younger grades: 145, of which 77 private, 39 municipal, 28 state schools and 1 federal. Pupils in grades 1–9: 60,623, in private schools 22,719, that is 37.5%, our addition by grade. Nurseries (creche): 188 institutions, 86 municipal and 100 private, 11,694 children, of which 7,760 in municipal ones. Pré-escola (ages 4–5): 12,142 children, 7,283 in municipal ones. Prices of private schools are not in the official statistics, and the city hall site with the enrollment rules for municipal kindergartens did not open for us.
Three well-known schools in the city (Energia, Catarinense, Bom Jesus): 1,544–3,033 reais a month according to Procon for 2023. Today it is more.

A Procon Santa Catarina survey of monthly fees at schools in Greater Florianópolis for the 2023 school year names three schools in Florianópolis. Colégio Energia: kindergarten (N2–N3) 2,894 reais full day and 1,824 half day, primary grades (1–5) 2,915 full day and 1,845 half day, grades 6–7 full day 3,033, secondary education (ensino médio) 2,156–2,403. Colégio Catarinense (Jesuit): kindergarten 1,965 half day, grades 1–5 and 7–9 2,027 each, ensino médio 2,144–2,372. Colégio Bom Jesus: kindergarten 1,544 half day, primary 1,612–1,642, grades 6–9 1,642–1,716, ensino médio 1,866–2,042. The range 1,544–3,033 is the minimum and maximum among these three schools; the regimes differ (half day and full day), so one should compare school with school and regime with regime. These are 2023 prices: over three years they have risen; according to the Aldeia guide of 17 April 2026 (a market estimate without a list of schools, not a price list) a private school in Florianópolis costs 1,500–3,500 in primary school, 2,000–4,000 in grades 6–9, 2,500–5,000 in ensino médio and 3,500–6,500 and above in bilingual schools. The enrollment fee (matrícula) per the same guide is usually equal to one monthly fee, plus study materials 600–2,500 reais a year and a uniform 300–800; these sums are not in the Procon survey. Prices of the Salesiano, Sesi and other schools were not found on open pages: the schools' sites did not open for us.

Maternidade Carmela Dutra is a public maternity hospital in Centro, 102 beds, all under SUS. Hospital Universitário in Trindade is a public general hospital (the register does not say whether it delivers babies), 228 beds, of which 9 are neonatal intensive care and 8 under SUS. Hospital Infantil Joana de Gusmão in Agronômica is a public children's hospital, 159 beds, 14 pediatric intensive care beds and 10 neonatal. Ilha Hospital e Maternidade in Pantanal is a private hospital with a maternity unit, 33 beds, 5 neonatal intensive care, none under SUS. Hospital e Maternidade Dr. Carlos Corrêa in Centro is a charitable one, 64 beds, of which 12 under SUS. Caveat: in the dataset a single hospital sometimes has several undated records with different numbers, so the bed counts are a rough guide. How many births each hospital handles, the register does not show.

Item X of the same article guarantees the right to public education on the same terms. What this means in practice, that is, how the SUS card is issued and what the queues look like, we did not check. The digital nomad visa requires separate health insurance valid in Brazil (CNIg resolution 45, article 3, item II). Data on the health system of Rio itself is in the fact about the city's healthcare.

Statewide in 2025 there were 429 homicides, separately 52 femicides and 18 killings during robbery; in the breakdown by municipality there are only the homicides themselves. For comparison within the state: Joinville 32, Chapecó 17, Itajaí 12. The rate per 100 thousand we calculated ourselves from the IBGE estimate for 2025 (587,486 residents): about 4.3. We did not check the comparison with other state capitals in the official statistics, so we do not confirm the title of “safest capital” here. We found no data on natural risks (floods, storms).

The 2022 census, according to IBGE in the FipeZAP report, is 537.2 thousand residents and 219.7 thousand households on 674.8 km². Between the census and the estimates the methods differ, so the difference between 2022 and 2026 cannot be read as an exact increase.

All figures are the providers' listings on the service's page; taxes, the contract and autopay conditions are not spelled out. Measurements by the service's users over three months (ranking for July 2026): the average download speed in the city is 202 Mbps, which is 34% below the average for the state of Santa Catarina (303) and 7% below the national average (216). In the measurements Zen Telecom (631 Mbps) and sim.digital (544) came out fast; Claro Net 271, Vivo (Telefônica Brasil) 250, Unifique 218. Caveats: the Vivo, Claro, TIM and Unifique sites block requests from our network, so the prices were not cross-checked with them; what is available depends on the address and district, so check by address.
