Our calculation for 60 m² is the rate multiplied by 60: Tijuca 35.15 reais per m² gives 2,109, Laranjeiras 57.08 gives 3,425, Flamengo 62.79 gives 3,767, Botafogo 76.36 gives 4,582, Copacabana 77.04 gives 4,622, Barra da Tijuca 82.06 gives 4,924. For comparison, the most expensive districts: Leblon 129.10 and Ipanema 124.97 per m². According to the FipeZap report for August 2026, the average rate across the city is 61.40 reais per m², which for 60 m² gives about 3,700. Growth in asking rates over 12 months: Botafogo 21.9%, Copacabana 17.9%, Barra 13.6%, Flamengo 12.3%, Tijuca 7.7%, Laranjeiras 5.2%. Caveats: these are listing prices, not signed contracts, the 60 m² area was chosen by us as an example and not taken from the report, and the building maintenance fee, condomínio (12–19 reais per m² a month), and the IPTU property tax are not included in the figures.

SECOVI-Rio, June 2026, asking sale price per m²: Tijuca 6,605, Laranjeiras 10,668, Flamengo 11,701, Copacabana 12,364, Botafogo 13,318, Barra da Tijuca 14,689 reais. Our calculation for 60 m²: 396,300, 640,080, 702,060, 741,840, 799,080 and 881,340 reais. Over 12 months listing prices rose by 0.5% in Tijuca, 3.8% in Botafogo, 3.5% in Barra, 5.6% in Flamengo, 5.9% in Copacabana and 6.4% in Laranjeiras. The figures are asking prices from listings, actual deals usually close lower; the 60 m² size was chosen by us as an example. There are no prices for plots of land for houses here, we did not look for them.
DIEESE's basic basket in Rio in August 2026 is 851.19 reais per adult. For a family of two adults and two children, about 2,550 a month.

DIEESE and Conab, August 2026: a basket of 13 basic products in Rio costs 851.19 reais per adult, the third most expensive among 27 capitals after São Paulo (900.59) and Cuiabá (851.57). Over the month the price fell by 0.49%, since the start of the year it rose by 7.47%, over 12 months by 6.22%. A family of two adults and two children is counted under the DIEESE methodology as three adults: 851.19 multiplied by 3 gives 2,553.57 reais. This is a minimum for basic foods, not a real supermarket receipt.
DIEESE calculates that a family of four needed 7,566 reais a month in August 2026. The figure is one for the whole country and already includes housing; it does not reflect Rio rents.

Brazil has no official poverty line based on a basket for a family without rent, so the definition common to the atlas could not be applied here. The closest official analogue is DIEESE's “necessary minimum wage”: the amount that would be enough for a family of two adults and two children for food, housing, health, education, clothing, hygiene, transport, leisure and pension contributions. August 2026 – 7,565.86 reais, 4.67 times the minimum wage of 1,621 reais; in June it was 8,110.92. The figure is for the country as a whole, built from the most expensive basket of the month (São Paulo in August) and includes housing, so it is not directly comparable with a poverty line without rent for other cities: it cannot be used as is to calculate “X% more expensive”. For Rio, the rent of a 60 m² two-room apartment is not included in the budget separately; the guide by listings is 2,100–4,900 reais plus the building fee.

Receita Federal tax service page. A tax resident is a person who lives in Brazil permanently; a person who entered on a permanent visa, from the day of arrival; a person who entered on a temporary visa for employment, from the day of arrival; a person who entered on any other temporary visa, from the day when 184 days of stay (consecutive or not) within 12 months are reached, or from the day of receiving a permanent visa or an employment contract, if that happens earlier. If 184 days are not reached within 12 months, a new 12-month period is counted from the next entry. A non-resident is a person who stayed on a temporary visa for up to 183 days within 12 months. For those leaving, there is a rule: without timely filing of the “notice of permanent departure”, a person remains a resident for the first 12 months of absence. SRF Instruction 208/2002 regulates how foreign income of Brazilian residents is taxed; we did not open the rates. Our conclusion from the rules, not a clarification from the tax authority for this visa: a person living on a nomad visa for a year who has spent 184 days in the country becomes a tax resident by the formal criterion, which is worth checking with a tax adviser before moving.

The PNAD Contínua survey of the statistics institute IBGE, Q2 2026, published on 14 August 2026: the average income that employed people aged 14 and over usually receive per month from all jobs is 3,738 reais. A quarter earlier it was 3,795, a year earlier 3,635. By region in Q2 2026: Northeast 2,645, South 4,238, Center-West 4,362. Caveats: the figure includes all working people, with a signed work card (carteira assinada) and without one, the self-employed and civil servants; it is an average, not a median; the income is "usual", that is, what a person receives in an ordinary month. The minimum wage from 1 January 2026 is 1,621 reais a month (Decreto 12.797 of 23 December 2025). The average is 2.3 times the minimum wage. In dollars at the end-of-September 2026 rate (5.19): the average is about 720, the minimum wage about 312.
The Light tariff for homes is 0.881 reais per kWh before taxes, but a court later raised the increase for homes from 6.4% to 14.6%, so the figure is probably out of date.

Energy calculator based on ANEEL data: the Light residential tariff (class B1), in force from 15 March 2026, is 0.881 reais per kWh before taxes: 0.579 for use of the grid and 0.302 for the energy itself. At consumption of 200 kWh this is 176.11 reais before the ICMS tax and the monthly tariff “flag” surcharge; ICMS and fees, by the same site's estimate, add about 25–30%. A problem with the date: according to Extra and O Globo, on 15 March 2026 ANEEL approved for Light an average increase of 8.59% (for homes 6.40%), and on 18 March 2026, by a court decision that the government is appealing, the increase rose to 16.69%, for homes to 14.58%. The calculator shows +6.9% to the previous tariff, that is, it seems to be the figure from before the court decision. We did not confirm the current tariff. Light itself forecasts that the increase in 2027 may reach 37.6%. Water and gas are in separate facts; we do not calculate a total utilities bill for a family.
Water in 115 districts of Rio is supplied by Águas do Rio, residential tariff 2: 6.52–7.52 reais per m³ in the first 15 m³, 98–113 reais for 15 m³. Tariff 1, which is cheaper, also exists. Without sewage.

Águas do Rio (the Aegea concession operator) serves 115 districts of the city (95 in zone A and 20 in zone B according to the lists on the page; we counted the number from the rows of the list, it is not written on the page) and 26 more municipalities of the state, all in zone B. The company's lists include the Zona Sul, Centro, Tijuca and many districts of the Zona Norte, but not Barra da Tijuca, Jacarepaguá, Recreio, Campo Grande, Bangu and Santa Cruz. According to Wikipedia, at the 2021 auction block 3, with the Zona Oeste, went to Águas do Brasil and block 2 to Iguá (we did not check which Rio districts are in block 2), while the state-owned CEDAE remained the water producer. We did not open the tariffs of these companies, so the figures below do not apply to Barra and the Zona Oeste. The Águas do Rio tariff has been in effect since December 2025 and, according to the company, is indexed once a year to inflation with the permission of the regulator AGENERSA. Two pairs of tables are published, region 1 and region 4 (these are two concessions of the same company), and each has two zones, A and B. Zone A: Zona Sul, Centro, Tijuca, Méier, Penha and others, zone B: Madureira, Cascadura, Bento Ribeiro, Guadalupe, Marechal Hermes and others. The page does not explain which region a district belongs to. Residential tariff 2, region 1, zone A, reais per m³: 0–15 m³ 7.436, 16–30 16.360, 31–45 22.309, 46–60 44.618, over 60 59.490; zone B: 6.523, 14.351, 19.569, 39.138, 52.184. Region 4, zone A: 7.520, 16.544, 22.560, 45.120, 60.160; zone B: 6.597, 14.512, 19.790, 39.579, 52.772. Separate residential tariff 1 has only the 0–15 m³ band: region 1 is 6.491 (zone A) and 5.694 (zone B), region 4 is 6.564 and 5.758; the page does not explain how tariff 1 differs from tariff 2. An example under tariff 2 for a family of four, 15 m³ a month, all of which falls in the first band: zone A 111.54 (region 1) or 112.80 (region 4), zone B 97.85 or 98.95 reais. For 15 m³ under tariff 1 it comes to 85–98 reais. This is arithmetic from the published price per m³, not anyone's actual bill. The page does not say which of the two residential tariffs (1 or 2) is applied to a particular home, so the answer uses tariff 2 as an upper estimate. Water only: the page does not say how sewage is charged (a separate table or a percentage of the water), so it is not included in the total. The company gives the social tariff as 30.12 reais (region 1) and 30.46 (region 4), separately for water and for sewage.
A 13 kg cylinder in Rio averages 99.63 reais (89.99–113.00) according to ANP for 20–26 September 2026. The Naturgy piped gas tariff was not confirmed.

Weekly ANP price survey, 20–26 September 2026, at 25 points of sale in the city of Rio de Janeiro: the average retail price of a 13 kg gas cylinder (called GLP in the survey) is 99.63 reais, minimum 89.99, maximum 113.00. For comparison, in neighboring Niterói the average is 91.99. The survey shows the price at the point of sale; home delivery may cost differently. The tariff for piped gas from Naturgy (the company that runs the gas networks in Rio) could not be opened: the company's site denies access, and the site of the regulator AGENERSA does not respond. So we do not calculate the price per cubic meter of piped gas or a bill for 30 m³ in summer or 100 m³ in winter.
Light benchmark for 300 kWh: about 264 reais before taxes, about 351 with taxes, at the 0.881 tariff. After the court decision of 29 May 2026 the bill is probably higher.

Arithmetic from the tariff in the previous fact, not anyone's real bill. The Light tariff for a home (class B1) is 0.881 reais per kWh before taxes, in force from 15 March 2026 according to ANEEL. 300 kWh at this tariff is 264.17 reais. With the ICMS tax and estimated PIS/COFINS (about 9%) the calculator site gets 351.15 reais: ICMS for housing in Rio is 18% up to 300 kWh and 20% above. The site notes that the total may differ by 5% in either direction. In addition, the monthly “flag” is applied: yellow in September 2026 adds 1.885 reais for every 100 kWh before taxes; green has been announced for October, that is, no surcharge. The main caveat is the court history, which according to the press is as follows. On 18 March 2026 a court raised Light's average tariff increase from 8.59% to 16.69% (for homes from 6.40% to 14.58%), on 26 March 2026 this decision was lifted, and on 29 May 2026 the president of the TRF1 reinstated it (Diário do Rio), and we found no later news of a new reversal. As of 30 September 2026 the calculator still shows 0.881, that is, it seems to be the figure from before the court. We found no new published B1 tariff either at ANEEL (the open data does not respond) or on the Light site. If the increase for homes of 14.58% instead of 6.40% was applied to the tariff proportionally, the real price per kWh and the bill are higher by about 7–8%; this is our estimate, not a published figure. So the real bill is probably higher than the one given.

Decree 7.271 of 25 August 2010 brought into force the agreement between Brazil and Russia (signed 26 November 2008). Citizens of both countries with a valid national passport may enter, stay and leave without a visa for no more than 90 days in every 180, counted from the first entry. Under paragraph 2 of article 1, a visa is required for those who intend to carry out paid or employment activity, missionary work, volunteering, study, an internship or research. The consular page of the Brazilian Foreign Ministry in Moscow confirms the same: Russians enter for tourist and business purposes without a visa for 90 days within 180. The same page says that for any stay of more than 90 days, on any visa, you must report to the Federal Police within 30 days of entry and complete the registration of a foreigner. We did not check the visa-free regime for citizens of other CIS countries: the consular page says separately only that Uzbeks need a visa and sends everyone else to the general table of visa regimes, QGRV, which we did not open.
A visa for one year, extendable by another year: income from abroad of $1,500 a month or $18,000 in an account, plus health insurance valid in Brazil.

CNIg Resolution 45 of 9 September 2021 (published in the official gazette on 24 January 2022). A “digital nomad” is a foreigner who works remotely for a foreign employer; work for a Brazilian employer is not covered by the resolution. The visa is issued by a consulate, with an initial term of up to one year and an extension for the same period. The consulate requires: a passport, health insurance valid in Brazil, the consular fee, an application form, proof of how you will enter (a ticket), a certificate of no criminal record, and documents confirming nomad status. Status is proved by three things: a statement that you are able to work remotely, a contract with a foreign employer or client, and income from a foreign payer of at least $1,500 a month or a bank account balance of at least $18,000. A person who is already in the country can apply for the same residence with the Ministry of Justice (article 4), attaching certificates of no criminal record for the last five years and the fee receipt. Other grounds for residence under article 30 of Law 13.445: scientific work and teaching, medical treatment, humanitarian protection, study, work, investment, family reunification, religious and volunteer activity. The text of the resolution says nothing about a nomad's family; spouses and children have the family reunification route, and interministerial order (portaria) 12/2018 expressly allows it with an immigrant who holds temporary residence (the family's term then matches the term of the main applicant).
A parent of a Brazilian child may obtain residence for family reunification and can apply while already in the country. Fees: BRL 168.13 and BRL 204.77.

Decree 9.199/2017, article 153, item III, and interministerial order (portaria) 12 of 14 June 2018, article 6, item IV: a foreigner who has a Brazilian child may obtain residence for family reunification. The legal basis is article 30, item I “i”, of Law 13.445/2017. A person who is already in Brazil applies at any Federal Police office (article 5 of the order); a family reunification visa can also be obtained abroad, it is valid for up to a year and requires registration with the police within 90 days of entry. Documents under article 7 of the order: a completed form, a passport or identity document, a birth or marriage certificate, certificates of no criminal record from the places of residence over the last five years plus a declaration that there are none, the child's birth certificate proving the relationship, a document of the Brazilian with whom the reunification takes place and his or her declaration that he or she lives in Brazil, and fee receipts. The Federal Police page names the fees: BRL 168.13 for processing and assessing the application and BRL 204.77 for the CRNM card; the review period is up to 180 days. Under article 4 of the law, fees can be waived with a declaration of lack of means. While the application is under review, the applicant may leave the country and return (article 4, item XV), and a person who has received residence may work, including for pay, on equal terms with Brazilians (article 153, item 10). A criminal record does not in itself close the family reunification route (article 30, paragraph 1, subitem III). What we did not find in the rules: for what term the Federal Police issues such residence to the parent of a Brazilian, temporary or indefinite; this must be clarified with the police before planning. We did not use sites that sell childbirth and relocation support services as a source.

Law 13.445/2017, articles 65–66. Ordinary naturalization requires legal capacity, at least four years of residence in the country, the ability to communicate in Portuguese given the applicant's circumstances, and no criminal record or a rehabilitated one. The law allows the period to be reduced to a minimum of one year; decree 9.199 spells it out: one year if the applicant has a Brazilian child or is married to or in a partnership with a Brazilian and has not separated, legally or in fact, by the time of the decision (article 235); two years if they have rendered or can render Brazil a significant service or are known for professional, scientific or artistic merit (article 236). Occasional trips abroad totalling up to 12 months over the whole period do not count against it (article 233). Extraordinary naturalization is available after 15 years of continuous residence without a criminal record (article 67). A child who settled in the country before the age of 10 may obtain provisional naturalization through a legal representative, and on reaching adulthood has two years to confirm it (article 70). Important for the calculation: under decree 9.199, article 221, the period counts only from the moment the immigrant began living in the country for an indefinite period, and the Ministry of Justice says the same on its naturalisation page; years on temporary residence (for example, the first two years based on work or a pension) are not part of these 4 years. We did not study the filing procedure or the requirements for the language exam.

Melhor Escola platform: the average monthly fee of private schools in Rio is 2,205.52 reais, the cheapest 192 and the most expensive 4,219.04. This is a list of offers with discounts and scholarships, not a survey of the market, so the level is understated. Escola Eleva campus in Barra da Tijuca in 2026: a half-day preparatory group 5,141 reais a month, older groups about 7,910–8,270 reais when paying in 12 installments. According to the O Globo guide for 2026, the choice of schools in Vila Isabel, Tijuca and Méier runs from under 1,000 to over 7,000 reais a month; the average increase in school fees this year according to IBGE is about 8%. Foreign children are admitted to public school under the migration law (article 4, item X); we did not open the details of enrollment in Rio.
The city has 139 municipal Clínicas da Família and 244 SUS primary care points (as of 27 September 2026). We did not look at private clinics or insurance prices.

Rio city hall, 27 September 2026: the 139th Clínica da Família has opened, out of 244 primary care points run by the municipal health department; the operating model is called Estratégia Saúde da Família. The new clinic in Taquara has nine teams and is designed for about 36 thousand people; it offers vaccination, dental care, dressings, consultations with doctors and nurses, pregnancy care, ultrasound, X-ray and a pharmacy. The health department says that such clinics resolve 85% of visits on the spot. Population coverage by primary care in January 2024 was 70% according to the city hall; we did not open a newer figure. Item X of the same article guarantees the right to public education on the same terms. What this means in practice, that is, how the SUS card is issued and what the queues look like, we did not check. Crime Brasil, recalculation of open ISP-RJ data: in the city of Rio there were 965 intentional homicides in 2025, in 2003 there were 2,574, the secondary peak was 1,492 in 2017; over the last three years the figure has stayed in the range of 946–1,017. In the state there were 2,908 homicides in 2024, the city accounts for about a third. Deaths in police interventions: 339 in 2024 and 449 in 2025, that is a third more. Street robberies: 64,664 in 2019 and 38,192 in 2025. In the source itself two percentages are given for the fall in robberies, 41% and 44%, so we do not take the percentage. We do not give the rate per 100 thousand residents: the source itself has two different population figures (6,747,815 and 6,730,729). The primary source ISP (ispdados.rj.gov.br) did not open for us, so the figures are taken from Crime Brasil, not from ISP files. The breakdown by district is in a separate fact.

ISP data are counted by police precincts (CISP), not by districts, and one precinct covers several districts. Extra, based on ISP data, January–September 2025, precincts with the most mobile phone thefts: 5th (Mem de Sá) 2,703, 9th (Catete) 2,121, 14th (Leblon) 1,880, 16th (Barra da Tijuca) 1,806, 12th (Copacabana) 1,702, 18th (Praça da Bandeira) 1,456, 1st (Praça Mauá) 1,410, 10th (Botafogo) 1,310, 4th 1,034 and 32nd (Taquara) 957; the Tijuca precinct did not make the top ten. O Globo, based on ISP data: in October 2025 in the area of the 10th precinct (Botafogo) 486 robberies were registered, about 15 a day, 23% fewer than in October 2024; in the area of the 19th precinct (Tijuca) 140 car robberies, 56% fewer. These are absolute numbers without adjustment for population: tourist districts get more cases simply because there are more people and phones there. We did not obtain estimates of homicides and violent deaths by district. Natural risks, for example landslides and floods in individual districts, we did not check.

Our total of rent plus building fee for 60 m²: Tijuca about 2,850, Laranjeiras 4,275, Flamengo 4,620, Botafogo 5,465, Copacabana 5,495, Barra 6,050 reais a month. The difference between districts is large: Barra is 2.3 times more expensive than Tijuca per meter of rent, while Botafogo rose in price by 21.9% over the year and Centro by 34.9%. This is listing data for 20 districts from the report; areas far from the sea such as Santa Cruz are not in the sample.

In 2026, from 4 January, municipal buses, BRT, VLT, vans and “cabritinho” minibuses cost 5 reais (previously 4.70); the decision was published in the city gazette; the actual cost for operators is 6.60 reais, the city pays the difference. The MetrôRio metro is 7.90 reais for 2026: the regulator approved 8.20, but the authorities kept 7.90. The Giro card costs 11.90 reais, of which 4 is a deposit. SuperVia trains are 7.60 reais without an activated Bilhete Único, 5 with it; the fare was not raised in 2026. The Bilhete Único Carioca allows using up to three kinds of municipal transport within 3 hours, if one of the trips is on the BRT, and paying as for one trip; it works only through the Jaé card. The combined metro and BRT fare is 9.70 reais at the Jardim Oceânico and Vicente de Carvalho stations, metro with bus at Botafogo and Antero de Quental is 7.90 reais.
International flights only from Galeão (20 km from the center): direct to Lisbon, Paris, Madrid, London, Rome, New York, Miami. Santos Dumont handles domestic flights.

The list of international destinations from Galeão for 2026 has 30 lines (Buenos Aires twice, for two airports), some routes are seasonal. Europe: Amsterdam (KLM), Frankfurt (Lufthansa), Lisbon (GOL, TAP), London (British Airways), Madrid (Iberia), Paris (GOL, Air France), Porto (TAP), Rome (ITA). North America: Atlanta, Dallas, Houston, Miami, New York, Orlando, Montreal and Toronto. There is also Dubai (Emirates) and Latin America: Buenos Aires, Córdoba, Rosario, Salta, Mendoza, Montevideo, Santiago, Lima, Bogotá, Panama, Asunción, Santa Cruz. There are no direct flights to Russia in the list. Galeão is on the island of Ilha do Governador, about 20 km from the center and 25–30 km from Copacabana, 40–70 minutes on the road; Santos Dumont is 2 km from the center, there are no regular international flights there, only domestic. According to the same source, a new tender took place in March 2026 and the airport will pass under the management of Spain's Aena; the source does not specify when.
The coolest month is July: average minimum 18.4°C, maximum 25.3°C. No frost, and winter is noticeably drier than summer: 56 mm in July.

June: minimum 18.7 and maximum 25.2 degrees, July 18.4 and 25.3, August 18.9 and 25.6, September 19.2 and 25.0. In July the precipitation norm is 56.4 mm and 6 rainy days, in August 50.5 mm. The data are more than thirty years old and do not reflect the warming of recent decades; the station is not named on the WMO page.
January and February: average minimum 23.3–23.5°C, average maximum 29.4–30.2°C. These are 1961–1990 norms, we did not open recent heat measurements.

Fiber in Rio goes up to 1 Gbps at Oi and up to 10 Gbps at Claro, according to the operators' sites. Actual speed depends on the building and the plan.

Oi Fibra sells 500 Mbps (upload up to 250) and 1 Gbps (return channel 500). Claro in Rio de Janeiro shows plans of 350, 600, 750 Mbps, 1, 5 and 10 Gbps. Vivo offers 700 Mbps, 1 and 2 Gbps. All speeds are nominal, maximum; the operators' pages state that they depend on the equipment and on where the building is connected: with Claro the last segment may be coaxial rather than fiber. The check by address must be done on the operator's site. We did not open real speed measurements from Speedtest or Anatel for Rio.
Oi Fibra: 500 Mbps – 89.90 reais, gigabit – 159.90 when paying by card. The page was updated in April 2025, prices may be higher now.

Oi Fibra page marked “updated 14 April 2025”: the 500 Mbps plan is 89.90 reais a month when paying by card or direct debit from an account, the gigabit plan 159.90; paying by invoice adds 20 reais. At the time of a promotion, the first three months of the 500 Mbps plan cost 54.90. Claro and Vivo prices could not be seen on the open pages, which show only speeds and promotions. The data is more than a year old, so the price level from this source should be treated as a lower estimate.
