Urbania Index for July 2026, as retold by Infobae on 26 August 2026. The index of the Urbania listings portal measures the rent of a model three-bedroom, 100 m² apartment, that is, a family option. For Lima as a whole: 3439 soles a month, +7.3% over 12 months, +6.6% since the start of 2026, against inflation of 3.7%. By district: Barranco 4345, San Isidro 4182, Miraflores 3864, Lince 3862, Jesús María 3652, Surquillo 3624, Magdalena del Mar 3613, La Victoria 3568, Lima Cercado 3163, San Borja 3132, Santiago de Surco 3070, San Miguel 2992, Pueblo Libre 2977, Chorrillos 2631, La Molina 2509. The most expensive micro-district is the financial centre of San Isidro, 5166 soles. Surco rose the most over the year, +14.7%, then San Isidro +9.9%, Miraflores +7.3%, Barranco +3.9%. A two-bedroom apartment in the city costs 2281 soles on average, or 38 soles per m². This is an index of the portal's listings, not of signed contracts. The central bank of Peru (BCRP) keeps a series of apartment sale prices by Lima district in dollars per m², updated 31 July 2026. Q1 2026: San Isidro 2605, Barranco 2556, Miraflores 2464, Santiago de Surco 1818, La Molina 1510. A year earlier, in Q1 2025: 2144, 2376, 2230, 1706 and 1451 respectively; San Isidro rose fastest over the year. A 100 m² apartment at these prices costs from 151k dollars in La Molina to 260k in San Isidro; this is our arithmetic, not a price from the source. In the same place BCRP publishes the price-to-annual-rent ratio (PER) for Q1 2026: Surco 18.2, Miraflores 17.8, Barranco 17.0, San Isidro 16.7, La Molina 15.5, on average across the districts of the series 16.7. So an apartment costs roughly 16–18 years of rent, and the gross rental yield is about 6% a year; this is also our recalculation. BCRP publishes this series in dollars, so the currency in the data is also USD. Lima Cercado is not among the districts of this series.
The INEI minimum food basket for Lima is 307 soles per person a month, about 1228 for a family of four. Figures for 2025.

For Lima Metropolitana and Callao in 2025: 307 soles per person a month (301 in 2024), on average across the country 260. For a family of four in Lima this is 1228 soles; this is our multiplication, since the basket is calculated per person. This is a lower bound of food spending, not a real receipt from a Miraflores supermarket. The prices are those of 2025: according to BCRP, inflation in Lima over the 12 months to August 2026 is 4.44%, and the figure should be raised by that amount.
A family of four in Lima counts as poor at spending below 2272 soles a month. The average Lima resident spends 1014 soles, about 4056 for four.

The poverty line (Canasta Básica de Consumo: food plus housing, transport, clothing, education, health and other) for Lima Metropolitana and Callao is 568 soles per person a month, on average across the country 462. For a family of four in Lima this is 2272 soles; this is our multiplication. Average real spending per person in Lima and Callao in 2025 is 1014 soles a month in Lima 2025 prices, about 4056 for four, also our multiplication. This is the official poverty threshold and the average spending across the whole city; neither includes rent in Miraflores at 3864 soles or a private school, so a family arriving in these districts needs its budget calculated separately. The prices are those of 2025; inflation in Lima over the 12 months to August 2026 is 4.44% (BCRP).

SUNAT, clarification No. 000052-2025 of 13 May 2025, referring to articles 7 and 8 of the income tax law: a foreigner is considered a tax resident (domiciliado) if they spent more than 183 calendar days in Peru in any period of 12 months; the status applies from the following tax year. For a resident, net income from work is added to net income from foreign sources and taxed on a progressive scale: up to 5 UIT 8%, from 5 to 20 UIT 14%, from 20 to 35 17%, from 35 to 45 20%, above 45 UIT 30%. 7 UIT is deducted from income from work every year. The UIT in 2026 equals 5500 soles: Migraciones on the citizenship page equates 10 UIT to 55,000 soles. So the untaxed 7 UIT is 38,500 soles, and the 30% rate starts from 247,500 soles of taxable income a year; this is our recalculation. About benefits for new residents this document says nothing.

The statistics institute INEI, from the EPEN survey: the average monthly income from work nationwide for July 2025 – June 2026 is 1,966.3 soles, up from 1,805.7 a year earlier. In cities it is 2,135.1, in rural areas 1,014.5. In Lima for May–July 2026 it is 2,312.6 soles, for employees in Lima 2,476.0, and for the self-employed 1,969.0. Caveats: this is an average, not a median; the national income includes one-off payments, the Christmas and July bonuses (gratificaciones) and profit sharing; it covers both employees and the self-employed, and 69.3% of employed people work informally. The minimum wage: 1,130 soles since January 2025 (Decreto Supremo 006-2024-TR); on 28 September 2026 the president signed a decree raising it to 1,230 soles from 1 October 2026, and later, after the El Niño phenomenon, to 1,300. In dollars at the end-of-September 2026 rate (3.42): the national average is about 575, Lima about 676, the minimum wage about 360.

Luz del Sur tariff schedule (Lima Sur system), in force from 4 August 2026, prices include IGV. Residential tariff BT5B. If consumption is up to 140 kWh a month: fixed charge 2.60 soles; at consumption up to 30 kWh, energy costs 51.70 centimos per kWh; at consumption of 31–140 kWh, the first 30 kWh are paid as a block for 15.51 soles, and everything above that at 73.86 centimos. If consumption is above 140 kWh, the whole volume is charged at 75.56 centimos per kWh, with a fixed charge of 2.66 soles. For a family using 300 kWh this is 2.66 + 300 × 0.7556 ≈ 229 soles a month; this is our arithmetic from the tariff, without the street-lighting charge, not a bill from the company. Tariffs are approved by the regulator Osinergmin. Which districts Luz del Sur serves and which are served by another supply company is not stated in the document. Gas and water are not part of this fact: we found no verified figures for them.
Water and sewerage: the first 10 m³ at 3.58 soles, more after that. A bill for 15 m³ is about 72 soles with IGV tax; this is a calculation based on the Sedapal tariff.

Sedapal tariff for household consumers (doméstico category, group 1: all Sedapal districts except Punta Negra, Punta Hermosa, San Bartolo and Santa María del Mar). The structure was approved by the regulator Sunass in resolution 00145-2025, published in El Peruano on 23 December 2025 and in force from the nearest billing cycle after publication; on the Sedapal page on 29 September 2026 it is the latest structure. The tariff is tiered, and each tier applies only to its own cubic metres. Water plus sewerage per m³: first 10 m³: 2.20 + 1.38 = 3.58 soles; from 10 to 20 m³: 2.36 + 1.48 = 3.84; from 20 to 50 m³: 3.22 + 1.98 = 5.20; above 50 m³: 7.32 + 3.49 = 10.81. In addition there is a fixed charge: in the resolution 6.32 soles a month, indexed to inflation; in the Sedapal example 6.30, and from here on we calculate with 6.30; and IGV tax of 18% (per the Sedapal example it is charged on the fixed charge too). Sedapal itself publishes an example bill for 15 m³: water 33.80, sewerage 21.20, fixed part 6.30, IGV 11.03, total 72.33 soles. Our arithmetic for 20 m³ by the same rule: 94.99 soles with IGV. This is a calculation from the tariff, not anyone's real bill. For homes without a meter, a normative consumption applies, and for those who do not allow a meter to be installed it is doubled. For poor households in the MIDIS register there is a subsidised tariff: in the resolution, the first 10 m³ at 1.92 for water and 0.90 for sewerage. In the four beach districts (group 2) the rates are higher: 2.87 + 1.76 for the first 10 m³.
Piped gas from Cálidda, September 2026: about 1.73 soles per m³ with tax and 1.29 soles a month. For 30 m³ it comes to about 53 soles. The network is not available everywhere.

Cálidda tariff table (Lima and Callao) for September 2026; the rates are approved by Osinergmin, and in the document they are given without IGV of 18%. Residential categories: A1: consumption up to 30 m³ a month; A2: from 31 to 300 m³. For A1 without the promotional discount: gas price 0.47737 soles per m³, gas transport 0.18885, FISE fund charge 0.00664, distribution 0.79574, total 1.46860 soles per m³ without tax and about 1.73 with IGV, plus a fixed service charge of 1.0971 soles a month (about 1.29 with IGV). For A2: gas and transport are the same, distribution 0.72528, total 1.39814 soles per m³ without tax, fixed part 1.2195. Our arithmetic from these rates, not a Cálidda bill: 30 m³ a month in category A1 is about 53 soles with IGV; 40 m³ in category A2 is about 67 soles. We added up the gas price, transport, FISE and distribution ourselves: in the table, transport (0.18885) and FISE (0.00664) sit in one merged cell for all categories from A0 to GE, and only category IP lacks them; there is no separate example bill in the document, and the total of 1.73 is not published by the regulator. The table has a row with a discount on the gas price (0.04980 instead of 0.47737) for the first 100 thousand customers, up to 1500 m³; whether it is currently given to new subscribers, we did not find out; with it, the price in category A1 would be about 1.23 soles per m³ with IGV, so 1.73 is a ceiling without the discount, and the real bill of some customers may be lower. Average consumption by the regulator's own calculations for A1 and A2 is 0.4534 m³ a day, about 14 m³ a month. Connection is possible only in a zone where Cálidda networks are already laid (the company's website has an address check). An application requires a document for the house (title, sales contract or predial tax) and a DNI or carné de extranjería; if the applicant is not the owner of the house, a letter from the owner is needed. We did not check the connection cost.

Russia: tourism without a visa, 90 days in every 180 days from the first entry; for a business trip (negocios) a visa is needed. Ukraine: the same, 90 of 180 for tourism, a visa for business. Belarus and Moldova: 90 days for tourism with the right to extend once for the same period within 365 days from the first entry, a visa for business. Georgia: 90 of 180 for tourism. A visa for both tourism and business is required of citizens of Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. According to the table, those exempt from a visa are admitted with the status of a tourist or businessperson, depending on the purpose of the trip; to live in the country, a separate residence (calidad migratoria) is needed, see the neighbouring fact.
Without work in Peru, the rentista status fits: a pension or permanent income from abroad of 1000 dollars a month or more, and the status is indefinite. With work, the trabajador visa.

Migraciones pages on gob.pe. Rentista: for those who receive a pension or a permanent rent from Peru or from abroad. For income from abroad, a document on net permanent income of at least 1000 dollars a month is needed, plus a declaration that the money arrives through a bank supervised by SBS. The application must be filed while outside Peru, fee 58.80 soles; changing the status to rentista from inside the country costs 161.40 soles and requires an apostille or consular legalisation of the income document. The rentista status gives indefinite stay. Trabajador: for work as an employee or independently; it requires an employment contract of at least one year approved by the labour inspectorate and a declaration from the employer, who must be active in SUNAT; with a contract shorter than a year, a temporary work status. For all, criminal record certificates are needed from the country of origin and from the countries where the person lived for 5 years before arrival.
For now: after 2 years of continuous legal residence, income of 55,000 soles a year or more and an exam. Law 32421 will raise this to 5 years, but only once its regulation is out.

Migraciones, page on naturalisation: one can apply from age 18 after at least two years of continuous legal residence, with a valid carné de extranjería; when counting, the limits on departures from article 63 of the regulation of the migration law are taken into account. Required: proof of income of at least 10 UIT, that is 55,000 soles gross a year, an exam, an Interpol certificate not older than 6 months, an apostilled birth certificate and a declaration on health, address and absence of a criminal record; fee 301.50 soles, response within 30 working days, then an oath ceremony and obtaining a DNI at Reniec. INDECOPI had recognised the Interpol certificate and the health declaration as illegal barriers, but in January 2024 a court suspended that decision, and now both documents are on the list of requirements. Permanent residence (permanente): after three years in a row in the status of worker, investor, researcher or member of a religious community; during these three years one may not be absent for more than 183 days in a row in any period of 365 without permission; an income of 55,000 soles a year for the previous tax year is required, fee 162.50 soles, response in 30 working days. Note: for citizenship two years of legal residence are enough, while permanent residence requires three. This may change soon: the new nationality law 32421 (El Peruano, 15.08.2025) raises the requirement to 5 years of continuous legal residence, and for marriage to a Peruvian citizen to 4 years of marriage, and adds an exam on language, history, geography, the Constitution and culture. The law will enter into force the day after its regulation is published; applications filed earlier are processed under the old rules. The deadline the law set for the regulation has passed, but as of 04.10.2026 we found no published regulation, and the Migraciones naturalisation page (last changed 27.01.2026) still says 2 years. Before applying, check whether the regulation has come out.

Entrance fee (cuota de ingreso): 18,000 soles at Leonardo da Vinci and 22,500 at Inmaculada, and at schools with prices in dollars from 8900 (Euroamerican) to 17,500 (Markham). For Newton College the article gives a fee of 885–1270 “soles”, while other publications give the same amounts in dollars, so we do not count this school. The American School Roosevelt in La Molina publishes 2026–2027 rates on its website: 1747 dollars a month in preschool, 1888 in K-5, 1979 in grades 6–12, an entrance fee of 19,500 dollars, and a school bus at 225 dollars a month. We did not check the rules for enrolling foreigners in free public schools on the official site.
With a foreigner's card (carné de extranjería), a family can take the public insurance SIS Independiente: 39 soles a month for one person, 115 for a family of four or more. There is also a free plan.

Seguro Integral de Salud rates on the SIS Independiente plan FAQ page: one person 39 soles a month, the same person with one family member 78, with two 94, with three or more 115, a dependent child separately 39; from age 60, 44 for renewals and 58 for new contracts. Conditions: a DNI or carné de extranjería and no other insurance in the SUSALUD register. Care is provided on presentation of the document at the facility to which the person is assigned; for referral to a hospital a hoja de referencia is needed. There is also SIS Para Todos: for any resident of the country without insurance, regardless of income, enrolment and care are free, and treatment is in public facilities of the Ministry of Health and the regions. These are national rates; in Lima they are the same. We found no reliable and recent source for the prices of private clinics in Miraflores and San Isidro, so they are not given here.

EsSalud, per the SUNAT page: a contribution of 9% of the worker's monthly income is paid by the employer, and the base cannot be lower than the minimum wage of 1130 soles; covered are the worker, the spouse or partner, minor children, children with total disability and a pregnant woman. SIS (Seguro Integral de Salud): the SIS Para Todos plan is for any resident of the country without other insurance, regardless of income; enrolment and treatment in public facilities of the Ministry of Health and the regions are free, and there is no contribution; a DNI or carné de extranjería is needed. The paid plan SIS Independiente costs from 39 soles a month for one person to 115 for a family of four or more. Private clinics are not included in either plan; they are paid for out of pocket or through private insurance; we did not check its prices.
In 2025, 27.6% of Lima residents aged over 15 were victims of crime. In the zone with Miraflores and San Isidro it was 21.5%, in the east with La Molina 31.3%.

Lima Metropolitana (43 districts): 27.6%. By zone: Lima Centro 21.5%, which is 8.6 percentage points less than in 2024; INEI includes here Cercado, Barranco, Breña, Jesús María, La Victoria, Lince, Magdalena del Mar, Pueblo Libre, Miraflores, Rímac, San Borja, San Isidro, San Miguel, Santiago de Surco and Surquillo. Lima Este 31.3% (La Molina is here together with Ate, San Juan de Lurigancho, Santa Anita and others), Lima Norte 29.0%, Lima Sur 27.3%, Callao 25.9%. Caveat: the Lima Centro zone combines Miraflores and San Isidro with La Victoria and Rímac, and La Molina falls into the same zone as Ate, so the report has no separate figure for each district. The most common crime in the country is theft or attempted theft of money, a bag or a phone, 16 cases per 100 residents. For 2024 the document gives two different figures for Lima (29.3 in one table and 30.1 in another), so we do not give the trend for the city as a whole.
The IGP geophysical institute expects an earthquake stronger than M8.8 near Lima with a tsunami above 8 m. The last one like that was in 1746; when the next will come is unknown.

Geophysical Institute of Peru (IGP), note of 29 October 2019 for the anniversary of the earthquake of 28 October 1746. Its magnitude is estimated at M8.8, the largest known earthquake on the coast of central Peru: of Lima's 60 thousand residents 10% died, of 3 thousand houses in 125 blocks 25 remained standing, and Callao was hit by a tsunami. According to IGP, energy has been accumulating off the coast of central Peru since 1746: seismic and geodetic data revealed a zone of maximum plate coupling of about 400 by 200 km, capable of producing an earthquake stronger than M8.8 with ground accelerations in Lima and Callao of 600–800 cm/s², that is, shaking 10 times stronger than in the 2007 Pisco earthquake, and a tsunami with waves above 8 metres, in places reaching up to 2 km inland. Separately, IGP points to the danger of informal self-built housing and weak soils. When this will happen is unknown. This source has no seismic maps by Lima district.

Ministry of Transport (MTC), 30 May 2025: on this day the new terminal of Jorge Chávez International Airport was opened. The investment is more than 2 billion dollars; in the first year the terminal is designed for 30 million passengers on domestic and international flights, up to 40 million by 2026. The first commercial flight from the new terminal was LATAM to Atlanta; the first arrivals were Iberia from Madrid and Sky from São Paulo and from Santiago. From 15 May a trial operation ran: 116 international flights and 22,764 passengers, including on routes to Buenos Aires, Madrid, Mexico City, Santo Domingo and Punta Cana. This source has no full list of direct destinations, and we did not check the travel time from the airport to Miraflores.
The Metropolitano with a feeder route across the whole city is 3.50 soles; short trips on corridor buses are 1–1.50. The second metro line is free for now.

January 2026: a trip on the Metropolitano rapid buses together with a feeder route, for example from Puente Piedra to Villa El Salvador, costs 3.50 soles; in the Azul, Rojo and Morado corridors, short trips within a district on the “Aquisito nomás” fare cost 1 or 1.50 soles, with transfers within the corridor within 2 hours without a second payment; the night Metropolitano Lechucero runs on Friday and Saturday from 23:30 to 4:00, every 30 minutes. All discounts work only with a Metropolitano or Lima Pass card. February 2026: the student fare (medio pasaje) on the Metropolitano trunk line is 1.60 soles, in the corridors 1.21–1.40; the first card costs 4.50 soles. July 2026: on the second metro line a single transport card for 7.50 soles has been mandatory since 8 July, and travel on the line remains free; the line, of about 35 km, will connect Ate and Callao and should cut the trip from two hours to 45 minutes. The full adult fare of the Metropolitano trunk line is not named separately on the ATU pages we opened.
The coldest month is August: average minimum 14.6 degrees, maximum 18.4. July and September are almost the same; in February it is 19.4 and 26.5.

Adding up the twelve monthly norms gives 13 mm a year; this is our sum, as the source has no separate annual figure or number of days with precipitation. The spikes in March and September look unusual for such a dry climate, but that is what the source records. For winter, SENAMHI names fog, dense cloud cover and prolonged drizzle (garúa) as typical, especially in districts by the sea; more in the fact on humidity.

Relative humidity can exceed 90% and reach 99%, so 15 degrees feels like 13–14. Fog, dense cloud cover, drizzle and prolonged garúa, especially in districts by the sea, are named as characteristic of this season. This is a forecast for one specific winter, not a long-term norm; a winter from normal to slightly cold was expected.
